Congress at its last session ap propriated 100,000 as the amount to be expended to determine the boundary line between Alaska and Canada. Messrs. McGrath and Turner, of the United States coast survey, are engaged on prepara tory work of the survey. These two gentlemen wiil work on the Porcupine river a branch of the great Yukon, and determine the 141 degree meridian, along which theboundary line passes. At the present time it has not been set tled if any parties will proceed to Demarcation point, on the shores of the Arctic, but it i3 possible that some work will be inaugurat ed north of tho Porcupine river, in order to determine the nature of the country, its features and re sources. Messrs. McGrath and Turner will leave Puget sound in May next, and expect to be en gaged for two seasons in the far north. Other parties will work north from southeastern Alaska to tho Yukon, and it is expected that in 1890 the commissioners of both the "United States and Canada will be able to definitely settle the ter ritorial rights of their countries. If "the fiftieth congress should see fit to admit Washington as a state during this session the peo ple would bo able to hold their constitutional convention, frame their constitution and elect two senators and a .representative to the fifty-first congress which meets in December of 1889. Our pres ent population would entitle us to one member of congress, but for tunately our admission will occur just beforo the tikmg of the eleventh census, in which enumer ation it will probably be found that Washington is v entitled to two representatives in the lower house. The house is now com posed of 325 members and there is no likelihood of this number being increased. The apportion ment at present is one representa tive to every 153,000 inhabitants. This apportionment was based on a total population in the United States of about fifty millions. Our population in 1890 -will certainly amount to, if not exceed, sixty millions, by which estimate a rep resentative in congress will be allowed to every 1S0.000 inhabi tants. Washington territory to day contains at least 200,000 peo ple, and by tho time the census is taken in 1890 will probably have 300,000 people. Judging by the presenl rate of immigration, this is a low estimate, so jt is only rea sonable to hope that by the new apportionment Washington will be tepresented at the national capital by two senators and two members of the bortse of repre sentatives.
