To Make Campaign Speeches and Have A Pleasant Winter. Mr. Blaine's refusal to become a presidential candidate again is doubtless largely due to the in fluence of his wife. Since the campaign of '84 which seems so members of the family say like a nightmare to her, and whose pros trating effect she felt far more than Blaine did, Mrs. Blaine has had but one mind about a repetition of that experience. She regards it with horror, and has used her all persuading influence with her hus band to expel any lingering long ing to make the battle from his mind. Then there is another reason. Mr. Blaine has discovered the ex quisite delights of a life of leisure to a cultivated man, with oppor tunities to gratify the tastes of cul ture. The exhilirating and stimu lating sense of power, which is the reward of political achieve ment and the motive which impels to political success, has in his case entirely yielded to the keener, subtler, supreme relish that are to be found in books, congenial com panionship, in the stage, of which he is passionately fond, and m the absolute independence of private life and station, with the resources of wealth at command. It is possible also here to give some suggestion of Mr. Blaine'.s plans for the future, b irst of all, he intends to take an active part in the Republican campaign. He has told his family so, and they do not object. 1 hey believe that the excitement, unattended by per sonal worry and anxiety of making a few speeches during the cam paign will do him good, and he is really enthusiastic over the pros pect of delivering some addresses on the issue of the canvass and in support of his favorite doctrine of protection for its own sake. It is quite-likely that -Mr. Blaine will, after the canvass, spend the win ter either in Jev York or Wash ington. He is fond of the com panionship of men of wit, culture and achievement, and this he could not obtain in Augusta. He is also an intense lover of the theater, and especially of opera. In Europe he has always been on the aiert for the best that the Hum ter had to offer, and of his visiurs he always asks what they reuul the reigning attraction. Horses, Cattle nnd Chicken. Very Hot Weather In New York. New York, June 25. Up to 10 o'clock this merning: the record of fatal prostration from heat is unprecedented for any June day in the history of the coroner's office. At noon the death list reached twenty, all more or less directly caused by the torrid atmosphere. Many of the victims expired with out the slightest premonition of their late, borne in the prime of me wno yesterday were m the best of spirits and apparently the best of health, were corpses in their beds this morning. Children in crowded, reeking tenement dis tricts are dying off like flowers that wilt in the sun. Aged per sons in many quarters attempt to move about in ordinary pursuits and sit down only to gasp their last. - Several persons died at the breakfast table. The prostrations are very numerous. Harrison's "Eecord" On the Chinese Question. Among the other foolish acts of the California delegation at Chi cago was an attack by. some of the members on general Harrison, be canse of his alleged record on the Chinese question. His position on that question was grossly mis represented. It would seem that the California delegation became aware of this fact, since it finally voted for the nomination of gen era! Harrison. The position taken by Harrison in the senate on this snbject was identical with that taken by those senators of both parties whose ability and character give weight to their acts. We had a treaty with China under which Chinese were permitted to come to the United States as freely as Ameri cans might go to China. Harrison very properly maintained that we had no right, in violation ot this treaty to pass an act to deprive subjects of China of a right that the treaty gave them, and insisted that good faith and international comity required that China be asked to modify the treaty. Ne gotiations were opened with China to this end; the treaty was modi fied and the restriction bill passed. Senator Harrison joined in report ing the bill and voted for it. This was the statesmanlike and honorable way of dealing with the subject. Immigration of Chinese is no longer a question of practi cal importance, since the restric tion bill keeps them out, and their numbers in the United States arc gradually decreasing, It is com plained that some do evade the law and enter the United States; but if this is so it is due to oflicial laxity on the part of our Demo cratic administration. To the Editor of the Toronto Glebe: Is it not time that the Pacific fish eries were taken under consideration, more especially the salmon industry, which ud to this time has been shamefully neglected? Why not have a close season, as in the other prov inces, or, in any civilized country? Tho Frazer river, which was once the finest salmon river in the Province, has fallen off Ti per cent in six years (although of late years the boats have increased). Then why not have an experienced man as Inspector of Fish eries? TJnt as things are carried out at present it 13 a farce. Last season the Vancouver papers had an Inspector of Fisheries notice, that any person found catching, having in possession, or selling any foul or sea sonable salmon, would be prosecuted, when right under his own eyes in New Westminster the same kind of unseasonable fish were caught and canned hi thousands daily. If there was a close season on the 1' razer river, there would bo no need of a Government salnon hatchery which costs the Dominion three or four thousand dollars a year. Many of the cannery men here take no interest in the matter, as the larger interests are owned in oan Irrancisco or Ureat Britain.
