ra ASTOEIA. OBEGON: FRIDAY.. '. .MAY 25. 1888. The collector of customs at New York recently levied duty on two ele phants imported by Adam Forepaugh from Cuba. The treasury department at Washington has ordered that the duty be refunded. The fact is that nothing dutiable was found in their trunks. The wheat crop of the great cen tral states, Ohio, Indiana, Illinois and Michigan, promises to be not half as large as the yield of these four states in 1880, but part of this is because the land in those states is too valuable to be used in raising wheat at eighty cents a bushel and has been turned to more profitable crops. A justice in Indiana, who had en deavored Tainly to recover S20 he had loaned an acquaintance, had the latter before him as a witness recently and managed quietly to stir him up to an outburst of ire that just fitted a fine of $20 for contempt of court The justice, who remained cool and collected (the S20), may be said to have got in his fine work. Mns. Cleveland calls her husband "Mr. President" Mr. Cleveland ad dresses his wife as "Frank." Martha Washington in her younger days called her husband "George," but in the last twenty-five years of her life she always addressed him as "Gen eral." While in the white house Mrs. Hayes called her husband "Mr. Hayes." Mrs. Lincoln and Mrs. Gar field always addressed their husbands respectively as "Abram" and "Jim." The "Green Goods" scoundrels have been operating in a new way in Ohio. Their scheme was to pick out n man and give him a new bill, generally of the S10 denomination for examina tion. As it was good it easily passed. The sharpers then offered to supply any quantity similar to the sample for a small per cent If the man bit he was made to sign a blank contain ing his description, which was said to be a certificate of membership in a secret order called the Y. R.A.M. The money was to be delivered in a day or two. Instead would come n man in a blue uniform, who would say he was a United States officer and charge the man with abetting coun terfeiting. He would call attention to the bill passed, show the oath signed and after scaring the victim, offer to compromise for a sum of money. There were several large gangs of these fellows, and one organ ization alone, it is said, cleared $40, 000 last year by this and other black mailing schomes. Dr, MacCiuckex, vice-chancellor of the University of New York, goes over the newspapers with a pair of scissors before he allows his children to read them. The idea is not a bad one. There is so much smirch and smut now being retailed in public journals that it is no wonder that cautious parents use the scissors. Why the public should crave to have such things printed, and to read such vile stuff as they would blush to even mention in mixed company much less to broach in the presence of their sons and daughters, is difficult to ex plain. Why such demoralizing stuff is put to press at all is to cater to a popular demand for all the news afloat The more sensational the greater the demand. The greater the demand the greater the profit The excuse is good in a money sense. In any other it is bad. It retailing ac counts of nameless crimes prevented such there might bo some excuse, but it does not, there is none none but the dimes and dollars. Do Yon Eat or liny Candy? The Necessary Qualifications for Voters. The Astorian is now receiving an average of one letter a day asking about the qualifications requisite for voters at the coming election. Below is given what is believed to cover the question asked. Any native male citizen of twenty one years and upwards, who has re sided in the state six months preced ing the election, and any foreign male citizen or who has deolared his in tention to become a citizen and who has the above qualification in regard to residence, shall be allowed to vote at all elections authorized by law. No idiot or insane person shall be entitled to vote, nor any man who nas been convicted or any crime puuiauuuic u luipiiBuimucuk in iuu penitentiary unless pardoned by the governor. An elector does not forfeit his resi dence by reason of absence while em ployed by the United States or this state, nor while engaged in navigat ing the waters of this state, or the high seas; nor while a student at any seminary of learning; nor while kept in any almshouse or any asylum at public expense; nor while confined in any public prison. Every person shall be disqualified from holding office during the term for which he is elected, who Bhall have given or offered a bribe, threat, or reward to procure his election. All qualified voters may vote in any precinct in the county for county of ficers, or in any county in the state for state officers. When an elector is a bona fide resi dent of the county but has no fixed residence in any particular precinct. he may vote in any precinct, in whioh he may hnd himself on election day. If a voter is challenged, after being sworn he must answer the following questions - It challenged on the ground that he is not a citizen the chairman of the board shall ask: L Are you a citizen of the United States? 2. Aroyou a native or natural ized citizen, and if neither, have you declared your intention to become a citizen conformably to the laws of the United States on the subject of natur alization; if so, when and where? It challenged on tho ground of resi dence, the chairman shall ask: 1 Have yon resided in tho state six months immediately preceeding this approaching election? 2 Have you been absent from this stato within the-six months immedi ately preceeding this election? 3 If so, when you left was it for a temporary, purpose, with the design and intent of returning, or did you intend to remain away? 4 Did you, while absent, look upon, and regard this state as your homo? 5 Did yon, while absent, vote in any other state or territory? If challenged on the ground that he is not a resident of the county the chairman shall ask: 1 When did yon come to this county and precinot? 2 When you came to thi3 county, was it for a temporary purpose mere ly, or for the purpose of making it yonrnomer y How long havo you been a resi dent of this county and precinot? An elector must have been a resi dent of the state six months, and of the county ninety days immediately preceeding the election before he will be entitled to cast a vote. Let every voter in the county be sure he can answer tho above ques tions before he offers his vote. The Verdict Unanimous. W. D. Suit, Druggist. Bippus.
