There was a large number of Asto rians on the night boat last evening. Washington's birthday, which oc curred February 11th, is celebrated to-day. The British bark, City of Carlisle, cleared yesterday for Malpas, with 11,340 bbls. flour, worth S50.19C. Manager Ross states thatBaird'a minstrels will be here on March 7th, and "She" on the 16th and 17th prox. The docket of the present term of the circuit court is a very slim one, the criminal business being especially light This seems to be the open season for editors in eastern Oregon; nnother newspaper man was shot in Prfreville night before last. A San Franoisco dispatch says that the British bark Glenacon, hence for Liverpool, which had been given up for lost, has been spoken. The annual school meeting in school district No. One, to eleot a clerk and a director, will be held at the school house at 730 p. ir., March 5th. Boosters can bo heard crowing all over the place, but no chickens or hens can be had to eat, for love or money, since China New Year's. The CorwCn goes to Tillamook rock this morning with a repairing crew and supplies for that lonely crag and the surf-beaten sentinels that occupy it. The smallpox scare in Portland has subsided in Portland; under stress of competition vaccination has gono down to twenty-five cents an arm or leg. J. 0. Trullinger has sold his steam er, the Gov. Newell, to contractors for delivering stone to the jetty, and the coming season she will be nsed in towing government barges. Washington's birthday will be duly observed at Co. "H's" armory to-night. Army rations will be distributed, the Western Amateur band will discourse patriotio music, and a good social time will be enjoyed. Chief Barry has enforced a rule re garding the salvation army in the in terests of the public peace that here after, after the nightly parade of the gang, upon their return to their "barracks" the doors shall bo closed and not opened till their powwow is over. The Tacoma board of health has a published notice in the daily paper ordering that all persons in that city who have not been vaccinated within fivo years to do so at once, in defiance of whioh action will be taken to quar antine such persons within their own residences. Oregon is shipping bones to San Francisco and China. The San Fran cisco shipments are burned and used to refine white sugar, the China bones are packed carefully away. Those sent to San Francisco are beef and mutton bones; the others aro these of defunct Chinamen. Hill's Annotated laws of Oregon, section 3950, says: "When any person becomes a public charge who is not a resident of the state, the county court, wherein he or she becomes a pnblio charge, shall provide for such person and the expense thus incurred shall bo refunded to such county by the state." In Seattle recently there were two serious disasters within twelve hours, caused by the destruction of piling by the teredoes. Tho piles which crushed under the railway locomotive were honey-combed throughout by the teredo, and the collapse of the Puget Sound Mill company's ware house was due to the same cause. The teredo is unknown hero, and piles driven thirty years ago are still sound, with the exception of the nat ural abrasion of the surface. From Washington is received a lot of printed documents about tho re moval of tho troops from FortCanby. Boiled down, it amounts to this: Tho post is not abandened: the troops are only withdrawn; so the secretary of state says. The value of the improve ments, works, etc., is figured at SlG, 680, and Gen. Gibbon thinks that, if there was a war, the point would be an importaat one "to hold, fortify and nrm." As a matter of fact, the whole thing was a put-up job and reflects no credit on thosa who imposed on the Washington military authorities in securing tho necessary orders for removal The supervising surgeon-general at Washington, has notified the board of health at Port Townsend, says the Tacoma Ledger, that $100,000 is de posited in the treasury to be expended at the ports on Paget sound in aiding the territorial board of health to sup press the spread of pestilential dis eases. No new cases of smallpox are reported at Port Townsend and the services of tho "United States revenue cutter Wolcott has been dispensed with, after thanking Captain Glover for his efficient aid. All 'steam and sailing vessels entering the straits are now required to stop at Port Townsend. Geo. Huston, says a southern Ore gon exchange, brought to this office a cake of crystalized apples Saturday. He had a number of sacks of apples in the cellar under his grocery store, which during the severe cold weather froze solid. Then came a thaw and afterwards the water from the ditch backed up and filled the cellar. In a short time Mr. Huston proceeded to remove the sacks of apples and was surprised to find them still solid with a thick covering of ice about the fruit which when taken from their crystal ized coating, were found to be as good asthey were before being frozen, re taining their flavor and solidity and ready for market. The Oregonian thinks that "one steamer of the power of the Walla Walla" can do a good many things, and can "place Portland right on the seacoast." The job of towing Port land down hero may be an extensive one, but Astoria will facilitate the transit of the inland city seawards in every way possible. To place Port land right on the sea coast involves the selection of a new townsite, and will tend to create a demand for pro perty in the vicinity of Fort Stevens. But speculation as to locality is prob ably premature, though the Orego nian states, regarding this matter of being placed right on the sea coast, that "Portland will deserve to lose her prestige as a commercial city if she does not do it." In a lot of fish recently received at the Sound was a flounder six inches in length, which was the sarro on both sides that. is, brown and cov ered with rough scales, instead oT be iug white ou ono Bide, as flounders usually are. It is well knowu that when flounders are very small they swim on edge like ordinary fish, end have an eye on each side of the head; but as they grow larger they become top-heavy and fall over, and the eye on the lower side skews around to the upper side, where it will do tho mo3t good. This fact is shown by the fact that some of the flounders fall lo the right and some to tho left, as can be seen by the shape of their heads. The flounder above mentioned must have been more level-headed than the usual run, and had managed to stand erect till his existence was put an end to. CIRCUIT COURT l'ROCKEM.VGS. February 21. PE0M THE NATIONAL CAPITAL. A Presidential Visit to the South. Washington, Feb. 21. Tho presi dential party left Washington this morning by the Atlantic coast line for a visit to the sub-tropical exposition at Jacksonville, Florida. Tho party consisted of president and Mrs. Cleveland, secretary and Mre. Whit ney aud colonel and Mrs. Lamont. Tho train will make its first stop at Savannah, Georgia, where it will ar rive to-morrow morning. Tho party will remain there an hour and will take a drive over tho principal thor oughfares. They will arrive at Jack sonville at one o'clock in the after noon, when a visit will be made to the exposition and a reception will be held be held by the president and Mrs. Cleveland in the evening. On Thursday the day will be spent in St Augustine and a start for home will be made Friday morning. A SIBERIAN CONSUL. Washington, Feb. 21. Eev. J. C. Price (colored), president of Living stone college, Salisbury, N. C, has received a letter informing him that the president has appointed him min ister resident and consul-general of the United States in Siberia. Price has not yet decided whether ho will accept the office or not. GWINE TO JACKSONVILLE. Washington, Feb. 21. The presi dential train was the second section of the southern fast mail. On the first section were a number of sena tors who will reach Jacksonville to morrow about noon, a few minutes in advance of the second section. This party was in charge of senator Call, and was made up of himself and two daughters, senator Faulkner and wife, senator Daniels and wife, senator Pugh, wife and daughter, senator George, wife and daughter; senator Stewart and wife, senator Butler and two daughters, and ex- scnator Simon Cameron. Several journals fear that a government crisis will en sue should the cabinet insist upon the chamber of deputies voting a sum on account of the secret services and de clare they will vote on a question of confidence. A GERMAN VIEW. London, Feb. 21. Clyde ship own ers held a meeting to-day to discuss the business outlook; it was shown that a gloomy view of ship building prospects was generally held. Allen predicted a total collapse beforo tho year ended. a big failtjbs. Pittsburg, Feb. 21. Graff, Ben nett & Co., Iron manufacturers of this city, assigned to-day. Tho failure is a great surprise. In 18S3 the firm failed for about $1,200,000 and was granted an extension of time. Since then they have paid about two-thirds of their indebtedness, aud were sup posed to bo doing well. The cause of their failure was tho investment of all their profits in an extension of their plant. It is understood that the secured liabilities are about SG00.000 and unsecured 8000,000 to $800,000. The latter consists of notes for ore and other material. Among the lia bilities i3 a mortgage for S450,000 hold by tho New York Life Insurance com pany and not yet due. It is stated this afternoon that members of the St. Louis delegation have been in formed by senator Gorman that it is the wish of president Cleveland that the convention shall be held at San Francisco and that they have agreed to respect tho wishes of the chief ex ecutive.
