Winnipeg, Jan. 14 After an existence of barely six weeks the Harrison Government went to pei ces last night when it became known that one of their number had been defeated at St. Francis Xavier. A caucus of the party was held during the evening and after a stormy meeting, during which much recrimination was in dulged in, it was resolved to re sign and join the opposition. f remier Harrison said the course which the Government proposed to take would, he hoped, result in the greatest benefit to tho country. He and his friends had been pre pared to carry out the policy which he was sure would have commend ed itself to every right-thinking man, but they accepted the ver dict given by the St. Francis Xav ier voters, and they would not be given an spportunity to carry their policy into effect. He sug gested to his adherents that they join the opposition and give Mr. (jreeneway a chance to carry on the affairs of the country. Full details of the caucus are unobtainable, but it is knowii that ex-Premier Norquay and Harrison indulged in a verbal warfare, which was neither creditable to them selves nor edifying to the'audience, each doing his share of the mud' slinging. After it had been decid ed to resign, the question of a lead' er for the opposition was discussed at length, but it became evident that Norquay was the only man on whom all the factions conld unite and accordingly he was chos en unanimously. On rising to thank the caucus for the honor conferred, the old half-breed was greeted with great applause which he received with becoming evidence of modesty, while at the same time barely con cealing the triumph he felt. Greene way, when seen by your correspondent, said he would ac cept the post of Premier if offered, and hoped to be able to carry the country with him. It is doubtful however if the new government can be of long duration, and Man itoba seems to have started in to beat Mexico's record in tile mnti.: of revolutions. European War Notes. Berlin. Jan. 14. The fact that the czar at his New Year's recep tion refrained from talking to the German embassador and Austrian representative, and out of the Rus sian generals and ministers whis pered a few minutes to M. de Giers and then singled out minis ters Bishtegradni, M. Podidestiff and secretary of state Ostrovski, is taken to mean that the war party triumphs. The movement of troops to the frontier is being ac celerated and hosts of laborers are constructing redoubts on the line of the Vistula. The Warsaw po lice have issued orders that all Austrians who have not permits to reside in Poland must quit Rus sian territory. Austrian and Hungarian troops are concentrating on the Silesian frontier, and the majority of the Hungarian parliament is ardently warlike. The Austrian war office is confident that there are suffi cient forces in Central Lemburg, Przemysl and Czernowitz to arrest any Russian advance. The upper house of the Prus sian landtag, which began its ses sion to-day, elected the duke of Ratisbon, president; Herr Von Rochro, vice president, and Herr Miguel, second vice president. Washington-, Jan. 14: In the secret session of the house commit tee on elections, when the Carlisle Thoebe case was disposed of, the first motion was to postpone the further consideration of the case, which was rejected by a strict party vote of 9 to 6. Then a mo tion was made to re-open the case. Rowell (Republican) asked to be excused from voting, and Cooper (Republican) voted with the Dem ocrats. This motion was also lost, Another motion was to declare Thocbe entitled to his seat, and on this vote four Republican mem bers were excused from voting, the remainder voting with the Democrats against the proposition. Then came the final vote on the motion affirming Carlisle's right to his seat. All of the Democrats voted in favor of this proposition, and with them stood Cooper, Rowell and Johnson of Indiana, making the affirmative vote 13. Three members, Lyman, Houk and Dodge, Republicans, were excused, so that there was no negativo vote, The position taken by the Re publicans who abstained from vot ing is that whilo they are not con vinced that Carlisle is not entitled to his seat, it is proper for the committee to re-open the case and afford an opportunity for the pro duction of any new evidence that might throw light upon the-contest. Under the instruction of the committee, chairman Crouso will report to the house a resolution declaring Carlisle entitled to his seat. Alleged Infanticide. Salem, Jan. 14. Mrs. J. 13. George was arrested to-day, and charged with killing of an infant child. There is said to be somn circumstantial evidenceagainst her.
