M CumCo Dims Jewelry THE riSHEBLES QUESTION, j The attempt of the Canadian i cruiser Vigilant to seize the1, American schooner Hattie Maud on the 20th of April, her chase of the schooner and her Bring upon the fishermen, have aroused a new interest n the fishery question, and the action of Canada has ex cited much comment. The difficulty, says the Chroni cle, grows out of the con&tructloh of the three-mile limit, and arises in this vvay: Canada insists that in defining the three-mile limit, with in which it is unlawful for the fish ermen' of the- United States to fish, the line should be drawn from a point three miles from a cape or the next headland, while our fish ermen contend that the line should follow the meanders of the shore, and that if at any time they are more than three miles from the shore on a linfe drawn at right an gles to the.cpast line at that point, they are not violating the law or the treaty. If any one will make for himself a rough diagram of a coast indented with bay and har bors and inlets, it will be apparent that tho Canadian interpretation of the three-milo limit includes a great deal of fishing ground which our fishermen's construction of tho law would leave open to ihem. The whole coast of New Bruns wick and Nova Scotia is of this character, being ragged and irreg ular, broken up along its whole length with inlets. Grand Manan island, near which tho attack of the Vigilant took place, is an 'isl and off the coast of Maine, belong ing to New Brunswick. It is in the entrance to the Bay of Fundy, and its vicinity has been a noted fishing ground for many years for the Gloucester ajid other Massai" chusetts fishermen. It is not necessary at this time to review the various treaties af feoting the fishing question, from thetrdatyToT peace between Great Britain and the United States, ne gotiated in 1783, down to the treaty of "Washington, signed and ratified in 1871. Suffice it to say that under this last treaty the privilege of in shore fishing that is within the three-mile limit was thrown open for twelve years, and this term was extended to July 1, 18S5, by mutual agreement. It was for this twelve-year concession that we paid Great Britain, undr the remarkable decision of the fishery commission, tho sum of 5,500,000. But now that this treaty has ex pired by limitation, and we are obliged to fall back on tho treaty of 1818, difficulties are constantly ansmg.most of them growing out ot .the' three-mile limit, it must he con ceded that vessels of tho United states, fishing within three miles of the nearest portion of the Ca nadian shore, are properly liable to seizure, as would Canadian ves sels be if fishing within throe miles of the Maine shore; but the ques tion continually recurs, what is the three-mile limit? . .The retaliation act of the last congress was-based upon another pbase.of the fishing question. Un der the treaty of 1818, above re ferred to, vessels of the United States were permitted to go into Canadian harbors to purchase sup plies;" but in "1886 tho Dominion parliament passed an act provid ing that the Canadian customs officers, might bring any vessel being within' any harbor in Cana da, 'or "hovering in British waters within three marine miles of the shore, into pqrt, and search her I'cargo and examine the "master on oatn touching tho cargo and the voyage; and any foreign vessel entering such waters for any pur pose not permitted by treaty or by the law of Canada should be forfeited. Under that act numer ous seizures were made, many of them, it is claimed, unlawfully, and many of them under circum stances of .great hardship to the vessels and their masters and crews. To put a .stop to , that, congress passed what is called the retalia tion act, providing, in brief, that ish?e c the ' Preli?lnt of- f I I IntifAH Srornn cKaiiIH l-r tseltlmr that our fishing vessels had been unjustly vexed or harassed by Canada heJ.might, by proclama tion, exclude Canadian vessels from ports o the Uuited States, and might also deny entry into any port of the United States .of Cana dian fish. ' llere, then, is where the matter stands, and it will be seen at once that there are so many points of possible friction that serious diffi culty may arise at any time. A, great deal of hard feeling has been already excited, and while it is true that Canada will suffer njpfe from the retaliation act than we shall from their act, yet that fact will only serve to keep up unpleas ant feelings and semi-hostile rela tions. The whole" matter should be settled by opening the in shore fisheries to our fishermen, upon payment, perhaps, of a reasonable sum to the Canadian government, and by a genuine effort on ihe part of both Canada and the United States, to restore and maintain amicable relations.
