The trouble is that these cases are not thoroughly in vestigated. The special . agents, anxious only to make a record that will commend them to the good graces of their master, and that master with the vice presi dential bee buzzing in his bonnet, take testimony on but one side ol the case and are not particular as to the character of their witnesses; they arc but a short time in a neighborhood and their invetig.t tions are made at agreatdisadvan tajrc so that, granting that they are honest, they are certainly in competent to make a fair report on the great number of cases they are supposed to investigate. In one instance that came to our per sonal knowledge a homestead en try was recommended for cancel lation where the homesteader had slashed thirteen acres and cleared three, and put up a comfortable house. A large orchard had been set out. The agent, in hn report, estimated tjie clearing and slash ing at S12.50 and the house at 12.50 more.
