Well informed Portlanders sav that whether the O. E. & N. is leas'ed to the U. P. or not, the bridge across the Willamette will be built. The British barks Abercorn and British Army cleared yesterday for Queenstown, the former with 21,637 bbls flour, worth S75.799, and the lat ter with 73,&"53 bus. wheat, worth $62,700. The sale in the upper Astoria church of a collection of articles worked by the members of the Ladies' associa tion of the Norwegian-Lutheran church, will take place to-night at seven o'clock. The ladies of the Mothodist church will give an oyster supper and social at the church parlors nest Friday evening. A literary programme is being provided for the occasion. Tho public is invited. In the justice court yesterday, Miss Frankie Benesi was arraigned, charged with stealing $43 from Os car Johnson, and John Leonard was arraigned, charged with stealing a coat and hat from J. F. Grant. Both cases will bo decided to-day. A discussion regarding coons and opossums, which are scarce in these parts, and rabbits which are not so scarce, brings out tho statement dat de coon he has a bushy tail, de 'pos sums' tail ani bare, de rabbit has no tail at all, but a little bunch of hair. The Portland Telegram, which is authority on these matters, says that tho term "mash" as well as that of "dude" is out of date. The term "jounce'' has been substituted for mash, and "darwin" for dude. Yon should now express it, "I have made a jounce on that darwin." An alarm of fire at 8:30 yesterday morning was caused by a lire in the roof, of the electric light dynamo building, west of Trullinger's mill. The fire caught around the flue and burned a hole in the roof. The de partment was promptly on hand and the fire was speedily put out Next Friday Mme. Trebelli, the celebrated contralto, Mons. Musin, the violinist, Signor Duzensi, the tenor, and Herr Steindorff, the pianist, will appear in opera and concort at Boss' opera house. This company is in receipt of high praise from the eastern press. The box sheet for the sale of reserved seats will be open at the Crystal. Palace at ten o'clock this morning. The "Spark of Light company" filed articles of incorporation in the coun ty clerk's office yesterday. The in tent is to disseminate "temperance principles, establish a library, etc., and purchase and own necessary property The principal office or place of business is at or near Astoria. The amount jot capital stock is 200 shares of S5 each. The incorporators are V. Michelson, John Niemi and Andrew Hillbock. Some of our exchanges are pitching into the Standard oil company and making it tropicalfof that blasted corporation. That's all right. But to us who don't know anything about matters only, as they affect results, it looks down this way as though that corporation was cinching Astoria the way it likes to be cinched. Time was, not so very long ago, when Astoria paid $3.40 a case for oil; now better oil is furnished at $2.25 and $2.35 per case. A few more bad corporations like that would be a benefit, to our way of thinking. Salem is spending more money pro portionately for public schools than any town in the state. A special tax of 5 mills was levied by the annual school meeting last week. Oregoni an. Badly mistaken. Pendleton has levied a six mill tax, and would have levied more, which would have been collected readily, had it been needed. East Oregonian. The dalles, at the last public meeting, levied a tax of 1 mills. Who is ahead now? Dalles Times-Mountatneer. Astoria levied a nine mill tax some lime ago, and collected about 98 per cent, of ir. .Next. The through freight rates as so far announced will cause Astoria to pay an average of two and a half times the present 'overland tariff. This is the contribution of Astoria and sim ilar points to the beautiful interstate commerce law. On freight that The Astorian has received and is now en route on which 70 cents a hundred is charged, $2.10 a hundred will be asked af tor April 1st, just three times the present rates. However, with our river and ooean facilities, we can stand it better than less favorably situated communities, though the matter of rapid transit and conven ience of prompt and certain delivery will not be insured as in the past The late lamented legislature passed an aot reimbursing certain counties for moneys paid by them to the state as taxes due on mortgages in 1883 and 1884. Although these counties paid tho state its portion of the taxes on mortgages assessed, the themselves failed to collect them, on account of the injunction issued from the United States district court. These amounts have been placed to the credit of these counties in the office of the state treasurer. They are as follews: Douglas county, $2, 27L65; Polk, $2,592.55; Marion, $1, 133.54; Washington, $2,577; Clacka mas, $1,400.43; Benton, $1,447.96; Lane, $1,473.50; Umatilla, $2,421; Linn, $2,891.70; Yamhill, Sl,018.79; Multnomah, $2,620.24; Columbia, $139.19; total, $21,987.84. Clatsop county should have a place on the list to the amount of $800, but it hasn't, more's the pity. ! MTE8T TELEGBAPHIO HEWS. Portland, March 22. At 7:30 this morning, as tb little steam launch Mikado from the hin Ghnfarg, was going ashore, the cry of 'n man over board," was heard, but nothing wna seen and it was not knofcn whether it was from the ship or the launch, un til Geo. Wilbou, of tho steamer's crow, was missed. By a diligent search with hooks the bodv was discovered . at ten o'clock, but he never rose to the surface after he fell. He was a 'longshoreman aged 40, and had a family in California. Dan Mo ran will be sentenced on Friday. It is not believed tbat his attorneys will ask for a new trial, but will make an appeal. - REVERSED THE FINDINGS. Ottawa, 111., March 22. The su preme court has reversed the finding of the lower court in the matter of the will of the late Wilbur Story, proprietor of the Chicago 'Times, and declared the will invalid. The bridal presents were elabo rate and oestly: one of tho presents was a check for $50,000 from the bride's father. ANOTHER RAILROAD PURCHASE. Sax Francisco, March 22.- Sena tor Stanford has returned from Washington. He says the Southern Pacific coast railroad has secured .Tas. G. Fair's South Pacific coast railroad and only the details remain to bo completed. He said the pur chase was concluded Jbefore he went to Washington. TnE NAVAL REVIEW. London, March 22.- -The naval re view occurs July 23 to celebrate the queen's jubilee. Thehon?e of com mons will witness it. ROUGH ON KALKOKF. St. Petersburg. March 22. Thomna hns returned from Tillamook. Ex-Mayor Johu Hume, of ABtoria, was in the city Saturday on his wayf homo from the Coquille. He has leased nine miles of fishing grounds on the Coquille river with a ohance for four miles more. He will begin fishing there as soon as the season opens.- Portland Democrat, 21. Notes From Boston. Boston, March 12, JSS7. Editor Asterian: Gloucester starts her mackerel fleet next week to the southern coast, for mackerel too early. Next year none can go till June, by law of congress. Our cod fleet aro lilting out for the season's work. The salmon fishery begins soon. Tho first one received usually brings $1 per pound caught in meshes 4 to 6J4. Our market has not been so bare of fish for twenty-five years as at present. Columbia salmon in canB are increas ing in sales. The rail brings tho Pa cific states as next, door neighbors. With two hundred million this sido the .Rockies, and twenty beyond it, the draft on your fisheries will be very large. The area of supply is yet un developed. Boston is full of snow, and the country twelve inches an extended winter. New England is much interested in retaliation on Canada. Halifax ad vocates reciprocity ,as a remodj. Why not annexation? The finest and nicest steak to be had in town at Fabre's GITY COUNCIL PROCEEDINGS. Councilman Bergman presided over the deliberations of the city council last evening. A petition numerously signed by prominent citizens, was read, asking tho council to pass an ordinance pre venting Chinese residents on Water street between Jefferson and West 6th streets; and, on motion, granted. The committee on fire and water reported, recommending that hence forth all members of the Astoria firo department, upon becoming members, shall deposit fifty cents with tho board of fire delegates, to be refunded when the member so depositing, ceases to be a member of the department. An ordinance abrogating the water franchise granted by the city of As toria to the heirs of Jas. Welch, de ceased, by ordinances Nos. 146 .and 167, and repealing said ordinances, was. read first and second times and referred to the committee on fire and water. An ordinance making an appropri ation from tho general fund of $190 to pay Gragg & Co., was passed under suspension of the rules. The following claims were ordered paid: A. Van Dusen & Co., $27.95; R. R. Marion, $5; Astoria Gaslight Co., $48.50; steamer Electric, $3; Jas. Gardner, $8; C. J. Trenohard, $1.50; M. C. Crosby, $4.40; Win. Clinton, $1.50; Holt & McCurtrie, $1.05; J. Serrn, $5.75; N. D. Raymond, S57.50; Camahan A: Co., S1.30; T. S. Jewett. .$2.55; D. L. Beck & Sons, $7.10. A resolution introduced by Coun cilman Carrathers, directing the aud itor and clerk to give notice that the council proposed to order tho im provement of Concomly street from the west side of Main street to tho west end of said street, was passed. The reports of police judge and street superintendent for February were reported correct. A communication from IheCoIumbia River Fishermen's Protective Union, asking that they be refunded the $5 license paid by them on the occasion of the benefit to assistance fund of the Union was, on motion, granted. A resolution introduced by cjun cilman Cleveland directing the city attorney to draft an ordinance in ac cordance with the jirayer of the pe titioners for tho removal of Chinese from Water street, was passed. Ou behalf of the health and police committee. Councilman Cleveland made a verbal report regarding their inquiry into charges against officer Corbett, the report exonerating him from thosa charges, and stating that the investigation failed in any way to sustain tho charge?. Chief Engineer Worsley ask! for instructions regarding the taking of tho apparatus of tho department over a portion of Cedar land Hemlock streets at present in nu unsafe condi tion. The council was of tho opin ion that it had exhausted its authori ty in the matter of attempting to improve tho streets spoken of. Tho reaj danger of firo and the .Inability to get the engines to a. lire beyond the weak places in ths roadway was agreed to by all hands, and, on mo tion the chief engineer was instructed in case of fire not to take the fire en gines any farther up the roadway than he sees fit. After considerable discussion about firo matters, the.neceasity for proper ly built flues and chimnoy's, etc , it was, on motion, decided that tho city attorney and chief engineer aid in drafting an ordinance more stringent and binding in its provisons than any now bearing on tho subject. The protective federation of trado unions is the name of a recently or ganized Xew York labor organization. The ovo of Kaiser Wil helm's birth day was the occasion of a brilliant ovation by the citizens and students of Berlin. It is believed that Messrs. Morrison, Bragg and Cooley have been selected as three of the five interstate railroad commissioners. Dr. Z. F. Sowers, of Washington, thinks that if the president doesn't take more exercise he will not live through his term. The water is still rising at Mandan and great damage to water and other property is consequent. As yet no lives have been lost. A Washington dispatch says Messrs. Mitchell, Hirsch, Siglin and Simon aro trying to coax tho presi dent to appoint Hynian Abrahams, collector at Portland. Chris. Buckley, the blind bojs of the San Francisco Democracy, is about to make a tour of Europe. He has accumulated $500,000 in tho saloon business since '77. The enthusiasm for the memory of Jtlenry Ward Ueeolier, which was all but overwhelming in Brooklyn while the funeral orations were in progress, seems now to bo down to zero. The total amount subscribed for the pro posed monument is little more than $3,000, and of the amount one-sixth was contributed by one person. Ply month church has some wealthy members but the great majority are persons of moderate means. Congressman Morrow, nrrived in San Francisco, discussing the presi dential outlook, says Blaiue- is the foremost figure for the Republioan nomination. He conld be elected over any possible candidate brought against him. He also believed Sher man could be elected. Cleveland will probably be nominated in spite of the discontent of the Democrats. In regard to the interstate commission he thinks no Californian will get a place. Cleveland has said tho bulk of tho people are east of tho Rockies and our claims will not be considered. If the law is strictly enforced tho ef fect will be to drive the overland trade to the Canadian Pacific. Tho demoralization among army officers is reported on the increase. Lieutenant Shaw beats all previous records, it is averred, by duplicating accounts nineteen times. None of these vonchers wero paid by tho gov ernment beforo the swindle was dis covered. Lieutenant Powell comes next with charges of duplicating and selliug his monthly pay five times, and now comes Lieutenant Wilson, a recent gradnate of West Point, who it is claimed, sold pay-roll documents three times and fled. On the 20th he was arrested at St. Louis aud was immediately tried. Major J. W. Ben ton, of the Ninth Cavalry, has just been tried by court martial and found guilty of drunkenness and sentenced to dismissal from the service. The court recommended him to tho mercy f the executive. Tho record of the mint proceedings in Major Benton's case is now before the president. All these officers have been stationed west of the Mississippi river and two of them on the Pacific coast. Take It In Time.
