RE- The unanimity with which the people of California are mov ing1 in the expulsion of the Chinese from that state is no new develop ment of popular feeling. It is a reiteration of a practically un animous sentiment expressed six years ago. In 1879 it was assert ed that those who wanted the Chinese to go from California were louder in noise than their number justified. The result of a direct vote at the next general election, however, was about as unanimous as anything of the kind could be. Here are the fig ures. They are instructive. Against Chinese immigration, 154,038; for Chinese immigra tion, 883; just about the same as if we took a vote on some thing in Astoria to-morrow, and of the 754 voles 750 voted one way and the other 4 voted the other way. People would have an idea we were pretty -solid one way on that question. Before and since memorial after memorial has been presented to congress, resolutions and declara tions without number have been made. In the last year, since the wholesale success of a fraud in evading the restriction act has be come plainer and plainer the peo ple have got tired of the farce, and any one that reads the papers or walks the streets knows the rest. An anti-Chinese convention composed of delegates from all parts of the state has just adjourned at San Jose, Cal.; another has been called to meet at Sacramento, March 10th. A similar conven tion meets in Portland to day. The California conventions have declared in favor of the abroga tion of the Burlingame treaty That is well, but the doing awa' of that infamous agreement is not enough. A prime requisite in the matter is the co-operation of England. The Chinese that we see around us came from Hongkong, a British colonj over which the Chinese government has no control. It is to the English government that our government must look for ef- ficient aid in this matter. If we ' can secure the friendly co-operation of Great Britain and secure i just and friendly action from Glad stone who is all the lime telling us he is a friend of the United States, we can stop the stream. Restric tion acts won't do it, abrogation of treaties won't do it; diplomacy and persistence can. Where is the American statesman that can sink party in an effort for his country's good? Whoever he is or wherever he may be found his opportunity is a grand one. This we believe to be the chief requirement after the abrogation of the existing: treaty. Without such concert of action on the part of England and the United Stiles, and the probable co-operation of the Chinese government, it isdiffi cult to see how the desired result can legally be obtained. Clarkson, Bright and Wiiber force showed the horrors of the slave trade and won a record in England for their efforts in abolish ing slavery. England can win luster for her honorable names by aiding in doing away with the new slavery, the slavery of Chinese la bor in this country that tarnishes her honor by her acquiescence in it as it exists. STATE OFFICES. The preliminary talk in regard to candidates for the office of gov ernor shows, says the Standard, that few men in either party who are wanted, can afford to take the office. Under the arrangement of public business in this state a great amount of labor is thrown upon the executive, which in other states is performed by various boards of commissioners. This makes it jiecessary that the gov- ernor should devote most of his time to his official duties, and live at Salem. The salary is too small to allow a man to do this and be honest, unless he has a large pri vate income which he is willing to spend while serving the state. One way to relieve the embar rassment is to raise the governor's salary. This, however, could not be done without amending the constitution. A much better plan would be for the legislature to au thorize the creation of a board of correction and charities, consisting of three men to be appointed by the governor and confirmed by the senate, whose duty it shall be to overlook the management of the state prison, the insane asylum and other institutions of the kind. Another board should be appoint ed to take charge of the swamp land business. The governor micht be an ex-officio member of such boards, but the real manage ment would be in other hands. Then he would not be obliged to live in Salem except during ses sions of the legislature, visiting the capital as often at other times as his duties might require. The office then would not interfere with his private business, and any suit able candidate could afford to serve for the present salary. There ought also to be more state officers. These should be a lieutenant-governor, an auditor, an inspector of finance and an attor ney general. It is far better in a popular government to have the power distributed more widely than it is in this state. If there were more officers there would be far less danger of "state house rings," and a better condition of public interest in all public affairs. Two races of men are dying out, the Laplanders, who number 30, 000, and the Maoris of New Zea land, reduced from 100,000 to 45,000 since the days of Captain Cook, and likely to be extinct by the year 2000. From the tone of some of the Portland papers it would seem as though a riot, growing out of the anti-Chinese excitement is expect ed in that city.
