(Joi.oir.i.v river can tiers and others who have spent any time regretting the fact that the United States is not extensively engaged in making tin plates will be inter ested to know that British tin plate makers are contributing a fund to present to a Mr. James Spence as a recognition of his suc cessful efforts to bring about a combination of makers to reduce the production of tin plates by 25 per cent. The London Iron Ex change says of it that the "true benefactor of his country was once described as the man who caused two blades of grass to grow where one grew formerly, but the tin. plate makers do not apply this principle to their industry. They consider that the true benefactor of the tin plate trade is the man who causes a mill which formerly turned out 2,000 boxes of plates monthly to produce only 3,500." Alter referring to the fact that the tin plate workers, as a conse quence, have lost one-fourth of their wages of late, it is suggested lo the tin plate manufacturers that they may produce to the full if tin plates be "sold for cash against or der delivery" and manufacturers "pay cash for their bars and fuel." The paper named adds that "the depression in the tin plate trade is not. owing to free trade, for the markets ol the world are absolutely and entirely in the hands of South "Wales. No one knows better than Mr. Spence that it is "the underselling of needy maker.-, who pay their cred itors by four months1 bills anil who receive cash on delivery for their plates, that lias ruined the tin plate trade." Acvoi:iin: to the Doise City Statesman the first massacre of Chinese in the United States took place in Idaho in 18GS, when sev enty of them were killed by Indi ans. They had left the mines of Nevada, and were proceeding in bands to the placers of Idaho, in search of work and gold. It was the first time Chinamen had ever been seen by the Shoshone In dians, and they were the last they wanted to see. A freighter who was well known to the Indians ot that section, camped near the creek where the massacre took place on the day following, and the Shoshone chief explained to him how it all happened. "Mcbe so, mcbe not. lie no white man, he no nigger, he no Injun. lie go quack! quack! like um duck. He no good; Injun kill um all." The Shoshone then went through all the motions of pulling the queues and lifting the heathens' scalps, with many grimaces, and to the great delight of the freighter. Thirteen piMson.- ha v. been arrested at Seattle, indictments having been found against them by the grand jury for alleged vio lation of Article 1 of the Chinese treaty which says: "If Chinese la borers, or Chinese of any other class, now either permanently or temporarily residing in the terri tory of the United States, meet with ill treatment at the hands of any other persons, the government of the United States will exert all its power to devise measures for their protection, and to secure to them the same rights, privileges, immunities and exemptions as may be enjoyed by the citizens or sub jects of the most favored nation, and to which they are entitled by treaty." Tiik San Francisco Call of the 11th, in an editorial referring to a matter under discussion by some Nevada papers, to annex southern portions of Grant and Baker coun ties, Oregon, and Owyhee county, Idaho, to Nevada, in order to lighten her burden of taxation, says: "It is stated that large property holders in the Oregon counties favor annexation to Ne vada. Public opinion in Owyhee county, Idaho, is also said to be favorable to the scheme. The fact that many of the property holders of these counties are residents of Nevada may account for this sentiment." Tin: Harrington Times says: "When you hear a man sneering at the local papers because they are not as big, cheap and newsy as other papers, you can safely bet that he does not squander his wealth to assist in making them better, and that generally the pa pers have done more for him than he has for them. The man who caunBt see the benefits arising to a town from a newspaper has -not the sense of an oyster, and he is about as much yalue to a town as a delinquent tax list." "Mi:s. Mary; Kknworthy" is among those indicted by the Seat tle grand jury for conspiracy, etc. It is one of woman's rights in Washington territory to take part in public business, and of course no true advocate of the cause can complain if the full responsibility of those rights is assumed. Mrs. K. is said to hare become "hys terical"' when the indictment was read. Let us hope this is a base slander on the sex. Since the state census returns are ail in, says the Orryonlat), the present is an excellent time to make a new apportionment of members of the legislature. The present distribution of mem bers is based on a system long since outgrown. Consequently it does injustice to many parts of the state. Reapportionment has already been delayed much too long. AVe hope to see a just bill in this behalf become a law. There is already enough work before the legislature to keep it going for the remainder of the session. The recommendation of the governor was a good one that it would be better to fix up and straighten out faulty legisla tive action of the past, before in in teoducing: new bills. Advices from Calcutta state that King Thebaw has ordered all Englishmen in Burmah to be ex terminated. It is feared that all Europeans at Mandalay have al ready been massacred. The Bur mese are blockading the Irawaddy river at Minhla. It is said that very few of the replies received to Secretary Man ning's tariff circular are favorable to free trade. A considerable number favor a change from ad valorem to specific duties. The silver men claim to have made a careful canvass by letter of the members of the next house, Democrats and Republicans, and affirm that it shows that they will have a working majority. NEW TO-BAY.
