The general question of keeping open cable communication in tho event of war 13 tho absorbing subject of discussion in telegraphic circles jnstnow. It is hoped that Russia will abstain from cable cutting, as owing to tho free trade system that prevails in international telegraphy Kussia has nn equal right with Eng land to the uso of all the cables. There is, moreover, no danger of Rus sia's dispatches being intelligible to her enemies, as the key of the Rus sian cipher, whicb is a mysterious combination of letters and figures in groups of fives has never been discov ered. England would, of course, be as eager as the companies themselves to keep the cables inviolate, for any obstruction of her lines of communi cation with her eastern colonies would seriously cripple her move ments. It is believed in all events that Russia will resnect the "Western Union and Bennett-Iackay-line of cables, on account of their purely American ownerahip. It is now learned that Russian cruisers have been stationed for some time past at convenient points in the Pacific ocean in readiness, in case of war, to cut the ocean oables connecting England with China, India and Australia. John Pender, M. P., chairman of the Eastern and Eastern Extension tele graph companies, has implored the government to protect the cables of thoso companies, which have the mo nopoly of the cable business with the Orient, and to repair them in case of damage caused by acts of war. The government has replied that it will do its best to protect the property of the companies, as of all English men. Taking their own word for it, the Oregon state penitentiary, in common with all other prisons, harbors a loyal band of martyrs. They are, nearly every one of them, injured innocents, and have been conspired against by those on the outside who should fill their places. They never did anything wrong. They have almost invariably led virtuous and upright lives, and they should be honored instead of disgraced. They are wrongfully obliged to submit to solitary confine ment and follow the plodding avoca tions of day laborers, and life is a drudgery and a burden oh their hands. On the other hand, were they allowed to roam at largo over these verdant pastures they might enjoy themselves in life and become active workers in the, then, veritable "land of tho free and homo of the brave." Their avo cations of foot pads, thugs, robbers, thieves, murderers, defaulters, forg ers and other useful callings and professions are now gone for want of room and victims to practice upon, and their young lives are blighted. In one instance the state has spoiled a skillful and successful sand-bagger for a poor iron moulder; in an other, a rising young forger, who promised to become a shining light, has been taken from his field of la bor and taught tho miserable trade of making brick. Thursday, May 7th, 1885, arc invited for reparing the roads leading from the wharf road to the Center and lft Batteries, Fort Cauby, Mouth of the Colum bia River. The roads to be repaired agge gate about 2,200 feet in length and arb locat ed as shown in tho accompanying drawing being the road from "A" to the "Left Bat tery" and the road from "B" to "C." Tliev are at present unpaved and are approxi mately graded. The road bed is to be about 10 feet wide, with not more than four turn nuts. Tho work to be done Is (1) tho prepar ation of the road bed, including placing vox culverts where necessary, and thorough ditching, the latter being necessary upon only one side for the greater part of the length of the road ; (2) the placing of the broken stone. Stone can be obtained upon the millltary reservation, near the wharf and in other places, or it may bo obtained elsewhere by the contractor. The amount available for this work is Sl.700.co and pay ment will be made upon the completion and acceptance of the work. The work to be completed on or before the 20th of June 18S5. A penalty of $10 00 per day Is to bo forfeited to the U. S. Government for each day after that date until tho work shall be completed. Bidders should state the amount of work they propose to do upon this length of road for the amount given above, or a smaller one, giving their own specifications in detail. The bid accepted will be the responsible one specifying the best roadbed. The U.S. re s&ives the right, however, to reject any or all bids.
