In defending himself against the charge of being "an ass " courteously prefciredbythe Oregoni an, the editor of the Oregon City Enterprise says that those in charge of the immigration rooms "talk tip Jackson county," and implies that the -whole business is a kind of cap per for the railroad company. He also classifies his metropolitan broth er in the same list in "which that gen tleman placed him. The Astokian disclaims any inten tion to take part in the quarrels of its contemporaries, even over a di vision of the spoils. "Wo have been made feel on numerous occasions that Clatsop county is allowed to re main in Oregon only on sufferance, and as a matter of convenience to more favored portions of the state and properly appreciate the privilege of being associated with our friends in the inner circle of good things. Therefore it is not for us to touch with rudo hand or ruder speech those matters that by prescriptive right are to bo handled only by tho elect. But in all humility and with proper respect for our most esteemed con temporaries wo meekly suggest that there- is no surer way to thwart the supposably good endeavors of the immigration board than to begin squabbling about its neglect or ina bility to make immigrants go to a certain part of the state however fa vored by nature and location that part may be. "We deprecate probable wrath by acknowledging that this is none of our affair; that, in the language of the ancient Athenians, this is "not our put;" that it is not to be expect ed that a county with half a repre sentative and one third of a senator should be presumed to chip in with an opinion as to the division of prob able swag, but, in all family disputes even stop children are allowed to re spectfully open their mouths occa sionally, and to us rude dwellers on tho frontid it would seem more seemly for the more favored children of the commonwealth to cease dem onstrating their inherent right to the names they nro calling each oth er. It tends to bring the whole fam ily into disrepute, and on these grounds we object. The traveler in some portions of "the far west" is struck by the com paratively small amount of public laud now available for tho ordinary sottler. The immense railway grants, the Indian and military reservations, and the holdings of powerful cattle companies monopoiizo a large part of tho country, so that one is hardly off an Indian reservation before he is on railway or other unavailable ground. True, every other section in the limits of railway grants is government land, but owing to the opposition of rail way aud cattle companies, tho scarci ty of water, and the difficulty of de termining whoso land one is on, poor settlers retreat in despair. One rail way controls practically tho whole of a tract fifty miles wide across the ter ritories of New Mexico and Arizona, a distance of several hundred miles, end declines to sell in tracts of less than 5,000 acres. This 5,000 acres or moro would of course surround much gov ernment land, and by proper manip ulation settlers could be prevented from intruding to occupy it. One means of securing the government lands up to the present has been to boldly fence them in along with those acquired from the railway, an easy matter, as there is no law to pre vent the fencing of property by its owners, it me lence incloses gov ernment property so much the worse for the government. Happily, Ave ap pear to be near a solution of this vex atious question. The department of the interior has under consideration a plau by which it is hoped the in fringement of the law in the territo ries can be prevented. It proposes to issue a suitable proclamation call ing attention to the law and calling for the removal of the fences. If not removed within the prescribed period the fences will bo destroyed by the army. It will be interesting to note tho outcome of this attempt to determine whether the govern ment and the settlers or the cattle companies are in charge. "Tis an ill wind that blows nobody good." Bid's rebellion in the north west, though in itself unimportant, will stimulate the Canadian govern ment to aid the railway company to furnish funds for the road's comple tion. The company needs SGO.000, 000 by June 1st, or present trouble may be greatly increased. It is now thought that Eussia and England may come to terms of agree ment. Yesterdav's London Standard believes that the basis of the report ed compromise 13 that Bussia con sents to an immediate lnoelincr be tween Zelenoi and Sir Peter Lums deu, at Puli-Khatune. Eussia and England having agreed to limit tho zone to be debated to territory be tween tho Lassar lino on tho south, and aline from Ak-Tepe to Puli-Khatune on the north, excluding Puli Khatune and including Penjdeh. Eussia renews her assurance that no further advance will be made, pro vided the Afghans do not attempt to regain their positions. The commis sioners are instructed to establish the frontier north of Meruchok and to tho south of Puli-Khatune, restoring Zulificar and Akrabat to Afghanis tan. Penjdeh is to be ceded to Bnssia, and a friendly agreement is to be made with the ameer. In the mean time both nations continue their war preparations on a scale unsurpassed in military history. Tee reluctance of some of the de partments of the general government to seek information from other de partments is well illustrated by iho maps issued by the general land of fice, which year after year repeats er rors which could easily bo corrected by reference to tho work of the geo logical survey. On some of the recent and elaborate maps issued by this office a river is drawn through the Navajo reservation, with a most sys tematic arrangement of tributaries, that has no existence, and from the configuration of tho country could not possibly exist in the course given. This is ouly one example outof many where the maps of the laud oilice are incorrect and those of the geological survey accurate, and yet the two bu reaus are not separated by moro ihan a couple of hundred yards, artist the land office resurvey the Navajo reaer valion before its maps and those of the Indian reservation are made conform to facts? It is worthy of note that Eussia is making such efforts to raise to the rank of a second-rate naval power. In a short time she will be more power ful at sea than she has been sinco the Crimean war. Hitherto she has spent her strength on tho Baltic fleet, and in those waters she is still first. Be sides her two great fleets on the Baltic and Black seas, Bussia has thrco flotillas, counting together about seventy stenmers and vessels, in Siberia, and the Caspian and Aral seas. Daring tho last three years, under tne Archduke Alexis, the Kassian navy ha3 been entirely reor ganized, and greater enorgy seems now to reign iu it than during tho last war with tho Turks. Newspapees throughout Oregon and Washington that adversely criti cise the N. P. B. R. management, are having their railroad advertisements withdrawn and their passes canceled; some of them kick. It serves them right. A newspaper that would take a pass should at least have ordin in gratitude and not try to hurt its bene factor. The manly way is to refuse pass es and favors, and if the railroad com panies want to advertise make them come up with the coin. A newspaper, like any other business, should be run on business principles, and the editor who stands with his hat in his hand asking favors, is usually accord ed the same respect given any other beggar. The mouth of tile Mississippi has cost millions from first to last. It has a greedy mouth and will swallow greenbacks about as rapidly as they cau be printed. "With all the money spent on this great stream it appears that there is now imminent danger of the deflection of the river into Bayou Atchafalaya, by which it would reach the Gulf very much sooner than at present. This would ruin lew Or leans, leaving her high aud dry as an inland town, and some of the richest territory of Louisiana would also be permanently submerged. The agricultural board has decided in regard to tho next slate fair. Ten thousand dollars will be given in premiums. Of this 4,300 goes to the race track. Is it for this that the state gave 5,000 at the last session of the legislature? The Illinois legislature seems lo be in a worse fix than ever onr state legislature was. Month after month passes by and still no senator is elect ed. The foolishness costs tho taxpay ers of the prairie state about $1,700 a day.
