The unwilling belief forces itself upon our mind that the late secretary of the interior Teller, of Colorado is guilty of criminal negligence in having delayed issue of formal notice concerning the forfeiture of the As toria land grant. The grant was for feited last January; the bill was signed by the president on the 8d of February; there was plenty of time between that date and the 3d of March, when the term of office ex pired, to issue the requisite notifica tion. Were this the only case it might be overlooked or explained; but from revelations in other matters of a similar nature, there seems to be a conspiracy to delay and defraud. Senator Yau Wyck, of Nebraska, brought to light Secretary Teller's connivance and deceit in the famous backbone laud grant. Lamar, Tel ler's successor, has discovered similar fraud on the part of the interior de partment whereby the Los Angeles, Cal., TJ. S. register was given orders permitting the Southern Pacifio rail road company to acquire unjust title to 500,000 acres of California land. Again in withholding their pat ents from the Puyallup Indians in apparent hope that the Northern Pa cifio railroad company or the Tacoma land company might profit by the de lay, the same dishonesty is manifest Other cases unnecessary to cite, to gether with the delay in our local for feiture, makes it almost positive that the secretary of the interior has prostituted his high position. An error of judgment, or a mistake, can be overlooked, but there is too much accumulative evidence to cause doubt as to Teller's guilt. It is an outrage on the people, and one that should be punished. However the official notification has, even yet, not been received, and we now turn our attention to Secre tary Lamar. He has had letters and telegrams by the score from this sec tion of country. It is time that ho did something in the matter. His duty is plain, and admits of no eva sion or delay. The grant is forfeited ; that is a matter of record. It is an accomplished fact and Omnipotence itself cannot destroy a fact. It is time and more than time that we hero in Astoria and vicinity received official information from the secre tary of the interior that the Astoria land grant is forfeited. It is some thing we all know already but must wait for formal notification by official authority. Further delay in its re ceipt from Washington will go far toward justifying the belief that the railroad corporations have as much infiuonce with the new secretary as they appear to have had with his pre decessor. TORPEDOES IX WARFARE. The part which torpedoes are des tined to play in attack and defense is of the highest importance, aud is sufficiently radical in character to materially modify, if not to totally abrogate existing conditions. An evideuce of this is to be found in the system which Germany has adopted for the defense of itb seaports and the attacking of a hostile force. Every German port has a special corps organized for its protection, and there is in each of the stations a large collection of torpedoes and torpedo-boats. Every square yard of the approaches to the port has been examined and mapped out, and the officers of tho corps aro thoroughly familiar with tho ground to be pro tected. Incessant drill has thorough ly familiarized tho force with all the movements necessary to be taken in case of the approach of an enemy, so that what has to bo done will be done as promptly and speedi ly as a regiment will assemblo and fall into lino at the beating of the long roll. At least one hundred tor pedo boats are always ready for in stant use at each German port, in addition to tho submarine appliances neoessary to cover all available chan nels. Says a naval writer: "Long before a hostile iron-clad could ap pr aoh within range, the whole of tho approaches to tho German harbors would be so thickly sown with submarine mines as to render them perfectly safe, though the fleet3 of all Europe were cruising in tho offing. Then, when night fell, a swarm of torpedo boats, swift, noise less aud deadly, would issue fiom the harbor and stalk tho blockading iron clads as hunters stalk a stag." In addition to this preparation, there is a readiness in the system which will within 12 hours adapt itself to meet any emergency. At this moment Ger many is in profound peace; twelve hours hence every German port, if circumstanoee demanded jt. would be in shape to resist attack from the na vies of the world." Facts like these demonstrate that land fortifications to prevent the pas sage of ships and iron-clads for the attack of seaports have passed the period of their utility. The turreted ship forced the wooden man-of-war out of existence, and the small and comparatively inexpensive torpedo and torpedo boat are producing the same results in reference to the pon derous armored vessel. The experi ments in progress in this country in the use of nitro-glycerine for the bursting of shells, if successful, as they now promise to be, will vastly increase the value of torpedo defense, and render it practically impregnable. The close observer will not fail to notice that there exists an indu-posi-tiou among the nations to fly to arms and clutch each other by the throats on small pretexts, as has been the case in times past The high devel opment of destructive appliances has been a potent ngenoy in producing this national condition. The very faofc that German harbors are impreg nable will prevent a declaration of hostilities on the part of every other power. When harbors are thus pro tected, and when the use of a deadlier form of explosives shall make the encounter of armies vastly more de structive than they are, there will be a probability that great wars will be come of the rarest occurence, even if they do not entirely cease. It will be one of the greatest glories of this age of invention and scientific ad vancement that it will make war prac tically impossible. The territory of Dakota, says the Fargo Argus, pays more revenue to the postoffico department than any one of thirty-two states of the "Union and has a population as large as Ne braska or Connecticut, and nearly twice as large as Vermont and Flor ida. It boasts 2,500 miles of railway, 2,000 schoolhouses, and 275 newspa pers, or more periodicals than any New England state except Massa chusetts. AFuExen statistician haB discov ered that up to the present, 2,540 em perors and kings have governed Gi nations. Out of this number 300 have been driven from their thrones, Gi have abdicated, 24 have committed suicide, 12 have become insane, 100 fell in battle, 123 were captured, 25 died martyrs, 151 have been assassin ated, and 103 have been condemned to death and executed according to law. Since 1875 not a soldier in the Prussian army has died of small pox a fact which shows clearly that when revaccination is rigidly carried out small-pox is absolutely innocuous. Could vaccination be carried out a? strictly with the whole population of Europe as it is in the Prussian army, in five years small-pox would have absolutely disappeared. A Washixgtok letter says that for oneyeir after a senator is elected he is known to his brothers by the title of "Baby Senator." He is not given important committee work to do, and it is expected of him, as of other good children, that he will be seen and not heard.
