(?) She gutfy gtftoriatt. ASTORIA, OREGON: TITHSIMY AFHIL 7. 1885 Tnn Prince ot Wales visits Ireland lo-uorrov. Tun French arc talking of chang ing the republic to a monarchy. Tkk United States government will bend no more troops to Panama. Nrvr York banks now hold $47,125, S50 in excess of legal requirements. Ex-Secretary of State Fbelxko Hursnx is lying dangerously ill at New York. Death is expected at any moment. Tnn troops on the Afghan frontier are openly murmuring againBt the peaceful aspect which the Anglo-Eus-siau negotiations have taken. A disease identical with that af fecting General Grant recently car ried off a pioneer of Montague, Mich., named James Daltou, after several oporations had been performed. Tnn great suit between Senator Stanford and D. D. Colton's estate ended last Friday at Santa Bosa, CaL It is one of the longest and most ex pensive suits on record; the legal fees and expenses of the suit will exceed S200.000. The Chinese legation in London has forwarded to the Chinese agent at Paris renewed peace proposals, the basis of winch are that the blockade of Pelchill and Formosa shall be raised; that Touquiu sball be ceded to China, and that no indemnity shall be exscted bv France. A counterfeit twenty-dollar gold piece, of the date of 18S0, has made its appearance. It is made almost en tirely of lead, from a cast of the gen uine coin, and is battery gilded. It is of good appearance and has the motallic ring; but is readily detected by its light weight This is the first counterfeit of the double eagle ever reported. The Oregon Yidettc alleges that when capitalists go to Salem "the dog-in the-manger owners of mills or sites, refuse to sell except at exorbit ant figures, or, as has been the case more than once, for any considera tion. The citizens refuse to invest in stock and treat any new enterprisei or proposed establishes of any, as public enemies. The moneyed men prefer to lend to farmers at high in terest, or hold uutaxable TJ. S. bonds, and refuse to invest in anything." "Wnftu General Grant became presi dent, in 1SG9, although there had been few changes made by Mr. Johnson during his term, he immediately re called even' minister of the United States, with perhaps the single ex ception of Mr. Marsh, who was re tained in Italy through the influence of Senator Edmunds. The present incumbents do not relish the revival of this principle of rotation, but Mr. Bayard holds that the ministers abroad should stand in relation to the depaitmeut, so far as public policy is concerned, precisely as the cabinet officers do to the president. Tidings from the Biel rebellion in the northwest indicate that the state of affairs there are growing worsa Supplies are scarce, and unless relief gets through very soon the mounted police and all tho Prince Albert peo ple will be completely at the mercy of tho rebels. Irvine says reinforce ments ot 1,500 men are wanted at Prince Albert immediately. He adds that the country people, owing to the threats of the rebels, are leaving their places, and the Teton Sioux are swarming the country and commit ting depredations, while supplies are becoming short. The Sioux referred to are led by Chief "While Cap, and occupy a rtservo near Prince Albert. They are refugees from the United Stales. Irvine's message was dated March 30th. Further word is awaited with great anxiet'. The commissioner-general of the land office has ordered that final ac tion in tho land office upon all entries of public lands (except private caBh entries and scrip locations not de pendent upon acts of settlement and cultivation) bo suspended in tho fol lowing lecalities: All lands west of the first guide meridian, Kansas; all west of range 17 west in Nebraska; the whole of Colorado, except lands in the Ute reservation; all lands in New Mexico, Montana, Wyoming, Nevada and that portion of Minneso ta north of the indemnity limits of the Northern Pacific Bailroad and east of the indemnity limits of the Chicago, Minnesota and Manitoba Bailroad. Final action in the land office is nlso ordered suspended on all limber-culture entries under the act of June 3, 1878, which have not already been examined; also in all cases of desert land entries. The Anglo-Bussian controversy, says a cable special, has advanced two important stages this week. The Bussian reply to Granville's last dis patch has been delivered and will ba considered by the cabinet. There is reason to believe that such assent as it does contain is qualified by a sug gestion for carrying tho line' of de batable territory further south. The English are in no mood to stand much more nonsense. The ministry has not relaxed for ono hour those varied preparations for war which as tonished Bussia and convinced her that England is far more ready than she herself. Sir Peter Immsden. British representative on the Afghan frontier commission, is reported to be indignant over the repeated conces sions made by England to Bussia. He has been chafing ever since last Sep tember on account of Bussia's neglect to send her commissioner to join him in delimiting the frontier, and he ten dered his resignation as commissioner last January. He was then induced to withdraw his resignation, but it is reported that he has renewed it and insists upon its acceptance. Ml A London dispatch says that Gen eral Wolseley has forwarded to the war office a significant report made out by the medical staff attached to the Khartoum expedition. The sub ject of the report is the result of ex posure to desert heat of the British troops stationed along the borders of the Soudan desert. The report states that if the present British military stations in the Soudan be maintained, fully one-half of the troops will die or be disabled by heat before the ar rival of autumn. The whole tone of tho peculiar report, which was un doubtedly inspired by General Wol seley, himself, indicates that a decis ion having been reached to that ef fect, the publio is being prepared for the withdrawal of tho whole British force from tho Soudan to Egypt, and tbe complete abandoment of tho Nile- Khartoum expedition. It is announced that General Graham has been order ed to at once open peace negotiations with Osman Digma, or sheiks be tween Saukem.and Berber, possessing power to control the natives. It has been stated that Graham has been in structed to secure such terms as shall enable him to evacuate the country at once. Whether it was in pursuance of these particular instructions that General Graham withdrew his whole force back from Tamai toSaukem, leaving only a small contingent at General McNeill's zereba, it is be lieved that no operations will be un dertaken against the Tamaians. Tho heat is intolerable in the desert west ot Tamai, which itself is most be yond the influence of the water of ths Bed sea. The officers and men belonging to General Stewart's force are completely disgusted over the negative result of the expedition, and are all anxious to be at once recalled home. The disgust of the magnificent ieiiows who nave come all the way from Australia to helD maintain tha mother country's prestige, is simply supreme and indescribable. NEW TO-DAY. NOTICE.
