There are said to be nineteen thousand seven hundred and seventy one retail grocers in the United States with a capital of three thous and dollars and ovor, and fifty thous and, six hundred and four with a capital of under three thousand dol lars. And now that it is all ovor, have you noticed what a success Arthnr was as a president? Entering on his administration under tho most unfa vorable auspices, in tho face of pre judice, and to the astonishment of his own party, ho carried himself from the first day to tho close with a dignity of demeanor, a sense of re sponsibility and a wise public policy that compelled the admiration and respect of the nation. A considerable part of the Ameri can potroleum shipped to Europe is, after being deodorized, made into butler and suet, which are used by the poorer classes to some extent, but very largely by bakers in the large cities who use it in making cake. The confectioners also employ it. It has a great advantage over butter in that in store cakes or in candy the petroleum not only does not become rancid and betray the age of the arti cle, but acts as a preservative in keep ing the other ingredients of the cake or candy from spoiling. A recent hy gienic council, sitting in Paris, pro tested against this use of our oil, but it was not thought its consump tion in this way will be lessened. President Cleveland's inaugural address has the merit of brevity. There is nothing in it to indicate that its author is a partisan. Indeed some of it is excellent Republican doctrine. It is a wise and moderate ly worded announcement of policy and will go far toward winning pub lic confidence in its author. It is tol be noted that he says polygamy "shall be repressed," and favors the law re stricting Chinese immigration. He declares for civil service reform, econ omy in government affairs, and enun ciates a wiso conservatism regarding his foreign policy. Like Lincoln in his Gettysburg oration, tho president makes a splendid point where he says that the same duty that dictates his course as chief magistrate dictates tho patriotic impulse of every citizen in the country. The address is worthy of praise as a discreet, patriotic and temperate document, and will bo read with pleasure by millions throughout the union. The waterways of Holland are be ing utilized for the defense of the country after a fashion peculiarly characteristic of Dutch iugennity. In lime of dauger, by opening certain dams and barriers, and flooding va rious lands, Holland can surround herself by a water-lino of sixty miles in length and from five to ten miles wide, effectually blocking all advance from Germany on the east A few narrow roads, guarded by fortifica tions, will intersect the inundations, which though kept shallow to avoid hostile vessels approaching, will con ceal numerous deep trenches to pre vent the enemy from wading through the stream. In winter when tho wa ters freeze, the depth of inundations will be increased, and after the sur face has frozen the waters below will be drained off, leaving a thin ice crust ready to give way under the weight of tho troops, and plungo "them into the trenches below. In tho proposed extradition treaty between Great Britain and this coun try a draft of which has been sub mitted to the Canadian government Canada will no longer be a safe refuge for criminals from the United States, nor the United States a safe place for criminal refugees from Great Britain. The provisions of the treatv embrace murder, including assassina tion, parricide, infanticide and poi soning; attempt to murder, man slaughter, counterfeiting or altering money or uttering the same; forgery, counterfeiting or uttering what is forged; embezzlement or larceny, ob taining money or goods by false pre tences, crimes by bankrupts against the bankruptcy law; fraud bv a bailee, banker, agent, factor, trnstee or director, or member or public offi cer of any company; rape, abduction, child-stealing, burglary or house breaking, arson, robbery with vio lence; threats by letter or otherwise with intent to extort; piracy, as de fined by tho law of nations; sinking or destroying a vessel at sea; assault on board ship on the high seas, and revolt, or conspiracy to revolt, by two or more persons on board ship on the high seas against the authority of the master. It will be observed that what are considered purely political offenses are not included in the treaty, as they seldom or never are in the ex tradition treaties between the differ ent nations.
