CJ 1'foe gattg gtftaran. ASTORIA, OREGON TUESDAY AUGUST 5, 18S1 A MIDSUMMER YARN. Evebt stmimer a big story is afloat. This season there are several. One of the most plausible and entertain ing is that -which comes from Wash ington to the effect that ex-Governor Warmoth of Louisiana and theLoril lards of New York have formed a syndicate to purchase Cuba for $100, 000,000 and to use it as a sugar and tobacco plantation. TheKothschilds are to guarantee the purchase money, which is to be paid $20,000,000 down and the rest in installments of $5, 000,000 yearly. Er-Gov. Warmoth, August Belmont, S. L. jNL Barlow, Pierre Xiorillard, Leland Stanford, James Gordon Bennett and John Mackay are named as members of the syndicate. It is to conduct its affairs like the old East India Com pany. The United States will ask to modify the Chinese immigration law so as to admit Chinese laborers to Cuba and to keep out other immi grants with potent gunboats. It will be asked to keep small garrisons in the principal towns. The company will maintain an armed constabulary, 1,500 strong, made up up of ex-confederates, enlisted for five years, at the end of which time the island is to be so peaceful and prosperous that they will be superfluous. In re turn for aiding its moral and materi al prosperity, after ten years Cuba is to be turned over to the United States. As part of the bar gain the Federal Government is to pay the remaining $30,000,000, the syndicate retaining enough of the best sugar and tobacco lands to reim burse it with profit It is asserted that John Bussell Young has been of fered $23,000 a year to act as general factor for the syndicate; that George C. Gorham is to take his place if he cannot serve, and that Pinchbeck of Lousiana is to act as governor of the negro population. "Warmoth is said to have planned and worked up the schema He is said to have secured the approval of the President and Secretary Chandler, but to have found Ereliughuysen less willing to see that the consummation of the scheme would reeflct glory on the Administration. "Warmouth is said to have had the scheme in view in going abroad. Ho is coming back in November, when, it is said, active work will begin. In a western church the seats are set on pivots like those in a dry-goods store. While they arc not conducive to repose they are admirably adapted to the comfort of the congregation. The fair worshiper who hears the rustle of a silk dress sweeping up the aisle can wheel around with the greatest ease without running the risk of dislocating her neck, and sur vey the costume of the newcomer. The man who is startled out of a nap by what he imagines is a Coman che war-whoop can swing around the circle and console himself with the knowledge that it is only the stac cato solo of a flute-throated tenor. The greatest objection to a revolving seat in the sanctuary is that when the collection box is passed around it would be an easy matter for a mean man to turn his back to the mute appeal for a portion of this world's goods. We have had this summer cold, rain, hail, snow, the two conventions, the Greely rescue, a threatening of cholera and the Blaine and Cleveland booms. The very natural query is, What next? As for such ordinary matters as elopements, marriages, suicides, defalcations, mad dogs, sharks'sea sarpents and deaths from lightning, they are to common to at tract notice. One-half of the sum mer yet remains, and we shall see what we shall see. We have confi dently looked for oratorical thunder storms, newspaper conflicts, rolling barrels and champion lies. It is not, however, the party with the biggest lie, but the biggest vote, that will come out ahead. Those who believe that this world is on a mad gallop to perdition,should reflect upon the words Mr. Spurgeon. He says that people generally are much more temperate than they were fifty years ago, and "our grandfa thers," he adds, "read books which our daughters would be ashamed to open." With the Democrats claiming New York by 90,000 and the Republicans holding that Blaine will carry the state by 40,000, one is left to infer there is no dead sure proof that figures do not lie. -- Westebu Moxtaxa is more than ordinarily unhealthy for law breakers this summer. Some twenty horse thieves have been lynched in the last two months and more are being pur sued by the settlers and stockmen. Seb Geoeqe Naees proposes to try to plant the Union Jack further north than Lieutenant Greely did. The American flag is now within 400 miles of the North Pole, and it is not said whether it is at half mast or not The Oregon Pacific Eailroad, "will, it is thought, be finished from Ya quina to Corvallis in sixty days. The railroad officials say that it is their intention to pnsh the line eastward, but decline to name the route. OREGON TRANSCONTINENTAL. The Bo3ton Herald says of this cempany: uThe next loan due is the Gould loan of $1,200,000, which ma tures early in August The present management, it is said, has had to pay one commission only in its loans, and has not been charged over 6 per cent interest By the settlement with the Oregon and California Company, Oregon and Transcontinental's $8, 000,000 loan is reduced to G per cent. The Oregon and California second mortgage bonds were pledged to se cure the 5 per cent commission on this loan, and, by the terms of the settlement the Oregon and California Company take the bonds and become responsible for the commission, $400,- 000. Of course Oregon and Trans continental sacrificed what it had ex pended on the Oregon and California, some $1,500,000. Oregon and Trans continental is in comparatively com fortable circumstances that is, when compared with the past. The inter est on its floating debt of $11,000,000 is provided for from theG percent divi dends on its $14,000,000 Oregon Bail way and Navigation stock, which dividends will be guaranteed by the Northern Pacifio agreement Ex-Gov. John P. St. Johx of Kan sas, the nomininee for president of the Prohibition party, was born at Brookville, Franklin count, Ind., February 23, 1833. In 1852 and 1853 he was engaged in the Indinn wars in northern California and southern Oregon. At Cleveland, Ohio, on the 1st inst, the celebrated trotter Maud S. beat all previous records and covered a mile in the unprecedented time of 2-098. Mbs. Louisa Wilcox, of Chicago, killed herself last Thursday because the baker wouldn't send her the ex act kind of pie she had ordered.
