J well know how all former attempts J have failed-both upon this bill and! other bills hi former sessions. It matters not Trhat the merit ol the amendments may have been, failure has been the result of all, good or SS-m i tffi-as'Su.to ssi! mitteewill remedy the omissions ef: our house committee I feel it mj duty to offer a few amendments and to state if time permits a few reason therefor. The mouth ot the Columbia river is a harbor entrance of importance to the -whole got- our large sect ion .of country. JCts present condition re sults in unjust discrimination against American wooden vessels and in favor of Englisirifon vessels engaged es pecially hi the wheat trade from the Pacific coast to European ports. The English vessels being of iron and car rying a less .depth of draught, have an advantage over our vessels in the transportation of theruducts of that country. . Aimin. we are so far from the .mar kets oi 'other countries that it is es sential for us to have the very largest vesseht possible in order ro make it profitable for us to produce for the markets of the. world. "We are at present dependent upon the mouth of the Columbia rver for our principal port for ocean trade. Our present commerce is very great. We load for European ports every veat,ffer a hundred vessels with wheat,' and send them around South America to a foreign market. 3anvof our vessels have to suffer througkideiay in crossing the bar. The dangers on account of a crooked channel that "could easily be made straight is well exemplified by the ter to the.OVttti' lltptiblh; on iue. and the (?. CH of tu-Paiijie one sua on the other. 1 bar. the honor, two yeais ago. to fully outline the situa tion, in a sjieech on the permanent development of the Pacific Northwest. In our river and harbor bill of that session a provision was inserted pro viding for a board of engineers to ex amine the month of the Columbia riwr and report, if advisable, a plan for its jernianent improvement. That examination and report wa made to the last congress, and it is gratifiugto me to be able to say that the result lias been mot lavor able. Their leport sns that it is worthj of special remark that while there are !-ome differences among the members or the board as to the height and length of the jetty, differences which will adjust, themselves as the work proceeds, yet that there is entire unanimit "as to the present formida ble obstacles to the already great and rapidly growing channel ol commerce along which floats millions of dollars' worth of pi od nets annually: silso as to the necessity of the particular structure proposed. and the beneficial results contemplated. They believe that the straight channel over the bar of 1S41, with its thirt-live Teet at ' high tide can he replaced.
