M., for the purposo of nominating candi dates for the following offices, to-wit: Representative in congress, judge of the supreme court, the presidential electors, anddistrict officers lor the several judici al districts, and to select six delegates to attend the national Republican conven tion, and to transact such other business as may properly come before the conven tion. The committee recommend that the primaries be held on Saturday, the 12th of Anril. and the countv conventions on Tuesday, the 2d day of April, unless otherwise ordered by the proper county central committees. The committee earnestly recommend that the delegates elected to the state convention attend in person, and if not convenient for them to so attend person ally, that they send their proxies by electors or tne county tney represent. The Republican voters of the state, without regard to past political differ ences, who are in favor or elevating and dignifying American labor, giving free popular education to the masses of the people, effectually protecting all human rights in every section of our common 03; country, and who desire to promote 0 4 I friendly feeling and permanent harmony throughout the state by maintaining a government pledged to these objects and privileges, are cordially invited to unite in selecting delegates to the He publican state convention. A Ttepublican county convention for the county of Clatsop is hereby called to meet at the county court house in the city of Astoria, on Wednesday, April 23d, at one o'clock v. m., for the pnqwse of electing six delegates to the Jtepublican state convention, and to nominate county officers and transact such other business as may properly come before the conven tion. Following is the platform adopted by the Democratic atato convention at The Dalles, April 17th: The Democracy of tho state of Oregon, in council as&jnibled, declare: First That we favor tho forfeiture of all unearned railroad and agon road grants and the opening of the land to settlement and occupancy by those en titled to the benefits of the various land laws of the United States. Second That we are in favor of the passage by congress of laws made in the interest of the people, regulating inter state commerce, and also 9tate laws, con trolling and regulating fares and freights upon all transportation lines, and pre venting discrimination in favor of or against persons or places. Third That we look with alarm upon the unauthorized assumption of power and jurisdiction of United States courts in interfering with officers collecting the revenue of the state of Oregon. Fourth That we are in favor bf the mortgage tax law, and believe the prin ciple of taxation enunciated therein is correct and ought to be sustained. Fifth That we favor the passage of such, laws in relation to the assessment and collection of taxes as will mako the assessment and taxation of property equal and uniform throughout the state, and demand tho strict enforcement of such laws wiien enacted. Sixth That the power conferred by the federal constitution upon congress to enact tariff laws was given for the sole and exclusive purpose of deriving reve nues for the support of such government, arid that the enacting of any tariff law lor any other purpose, such as taxation of one class of people, is as entirely un warranted by the constitution as it is re pugnant to justice and inimical to the general welfare, and we therefore favor a tariff for revenue, limited to the necessi ties of government economically admin istered, and a gradual but persistent re duction of the existing protective duties. Seventh That the improvement of our coast harbors, the Columbia nyer and its tributaries, is of vital importance to the commerce of the whole state of Oregon. and we earnestly ask that an adequate appropriation be made by our present congress to .begin the work of tne Colum bia river bar improvement, already too long neglected. We also ask such appro priation for the Cascade locks as will in sure their speedy completion; also, we ask of our representatives in congress a united effort to secure a liberal appropri ation for tho improvement and coutinua tion of the work of improving the har bors of Yaquiua bay, Coos bay and the Coquille river. Eighth That we favor the abolition of the prison contract system, and the pres ent coolie trade conducted on this coast, as degrading to the wage workers of the country. xunth Tnat for the purposo of pre venting growing frauds in our elections, and to preserve the fruit3 of the ballot box, wo favor the passage of a registry law. Tenth That we are in favor of more efficient mechanics' lien laws. John Adair, Jr., was elected as the Clatsop county member of the state cen tral committee. Judge Bennet was nominated for cir cuit judge in tho fifth judicial district, and W. B. Dillard, of St. Helens, for dis trict attorney. Tilden and Hendricks were declared to be the unanimous choice of tho Democ racy of Oregon for president and vioe president, and the convention adjourned sine die. A cable special to the World from London says: Kussia's tyrrany in Po land is becoming more and more in tense, There is a report which re ceives wide consideration, that the Czar is contemplating declaring -the people of Poland guilty of fomenting rebellion ogninst his authority, for the purpose of diverting the atten tion of the public from the growing strength of nihilism, and affording a pretest for a reign of blood and ter ror, which it is hoped may crush tho nihilists. This policy is said to be tho outcome of the military council held by the Czar and the rulers of the various Kussian governments, it is said that General Albedenski, governor-general of Eussian Poland, left the council armed with authority to dragoon that unhappy country into revolt, and that he found a fitting lieutenant in Alajor-General and Bar on Mendem, Governor of "Warsaw. The indications of this alleged impe rial conspiracy are the sudden in crease of the number of police spies, the frequency of midnight arrests without warrants, the imposition or new taxes, and especially the revival of the system of revenue fanning and the shameful brutalities perpetrated by tLe police upen women and young girls during their frequent domicili ary visits. A rigid censorship of the press has been established through out Poland, and but few hints of "the real condition of affairs can be ob tained from the Polish papers.
