lumbia via St. Paul and the
Northern Pacific railwa Divis
ion superintendents will issue spe
cial instructions to the lines west
of the. Mississippi river and east cf
the Rocky Mountains, so that the
snail wil! go by the Union Pacific
railway or Naithern Pncific rail
way, selecting the line that makes
the best time. Lines in Ore
gon and Yashin2t0n Terri
tory will send mail for points
east of the Mississippi nvor via
the Northern Pacific railway and
St. Paul. The superintendent of

service will issue instructions to
divert at Blackfoot junction mail
for lines west of the Mississippi
river and east of the Rocky
mountains that will mako better
time via the Utah northern divis
ion of the Union Pacific railway.
The Panama Cartel.
Monkey Hill is the iiRine of the
cutting from which ihe contractors
of the Panama Ca:il have ob
tained the greater portion of rock
and earth for the construction of
docks, etc., etc. Kennv's Bluff is
another notable point on the lint?
of the canal and is situated on the
west of the bay. This bluff vieltls

toue. Here, also, is a never-fail
ing spring of fresh and wholesome
water, which supplies Colon, and
is carried as far as Navy Bay. The
Emperador cutting is one of the
first points excavated for the canal
aud now presents all the appear
ance of a very busy little town,
with its houses for workpeople, its
stores, workshops, saloons, etc.
Twelve immense excavators are
at work in this section, aud here
are stored rails, wagons and other
necessaries. A thousand men are
engaged in the Emperador cutting.
