In Re Astoria.
In "Wall street the bears have it
all their own way; on Tuesday
Villard stocks were further demor
alized, Oregon Transcontinental
going to 3Si. All sorts of rumors
are afloat, the most probable being
that Villard will resign the presi
dency of the N. P.-R. R. Co.
At the time he wrote that letter
to the Astoria Chamber of Com
merce in reference to building the
Astoria railroad. The Astoriax
did not publish the letter, believ
ing it for the best interests of all
concerned. llis subordinates
'thought differently, and had it
puolishedn tfje Orcyonian. This

Mr. v., nor his interests. A good
many people thought that it was a
singular thing that a company that
could spend. $300,000 on some
gentlemen in an excursion couldn't
build a little 100-mile strip of
road.
Astoria is, in common with the
entiresnorthwest, concerned in the
present shrinkage of values, sym
pathizes with the gentleman who
has done so much to help the for
tunes of himself and others, and
hopes he will get clear of all em
barrassments, financial and other
wise. Coxckrxixi; Pacific railroad
freight rates, a San Francisco dis
patch says the opinion prevails
that freight charges are tobe de
termined upon a conservative basis,
inasmuch as sufficient number of
merchants have decided to ship
over the Northern Pacific in the
event of its holding out from the
plan proposed by the Central and
Southern Pacific roads to make it
an important cousideiation in the
northern competitor. The argu
ment which finds most favor among
merchants in support of this theory
is that even should the roads de
cide to compete for eastern freight,
the northwest trade would have a"
very material advantage in the
time consumed over the Northern
Pacific which is largely in favor of
Portland merchants. Applying
the argument to themselves, they
reason that in the absence of
special contracts on the Northern
Pacific, thev can elect either of
the two ways: to continue to ship
under the special contracts at the
lower rate over the Central Pacific
which it would undoubtedly give in
competition, or ship over then
Northern 'Pacific until better rates
are made them.
Army officers are discussing a
proposition to change the law reg
ulating the pay of enlisted men so
as to retain in the hands of the
government half their wages, upon
which interest will be allowed at
the rate of A per cent per annum.
This will assure each "private over

listment expires, besides teaching
economy and a habit of -laying up
part of his . earnings. On the
other hand some argue that though
this may.be an excellent plan for
giving a young' man si start jn life,
very fe.w men with S100 in hand
will re-enlist in the army, and to
withhold half. their pay and allow
privates to receive only $G.-4: per
month of their wages would go far
toward entirely stopping the busi
ness of recruitinjr.

As a matter of news the late
trouble between France and Spain
is a Godsend to the transmitters of
cablegrams, but, after all, it probr
ably is not half so bad as those en
terprising purveyors of domestic
intelligence would make it appear.
According to them France, Spain
and Germany are going to war
because, on the occasion of the
late visit of King Alfonso to Paris
some of the Parisian youths stood
on their heads and made faces at
his Spanish majesty. The yarn is
a little diaphanous. Were Mayor
Chapman to come to Astoria, and
some one cry out something about
"contracts" as the boat landed, we
do not believe that Portland's
militia would sack our seaport
city, nor if any of our city digna
taries were to visit Oysterville,
and the OystervillainS were to
"throw shells at them, do we be
lieve that Astoria would rise in
her might and send an invading
force to carry Oysterville by siege
and slake their .murderous souls
with b-l-u-d ?
All this bloody talk of swords
and guns and wounds is the coin
age of a correspondent's brain,
and even "if these foreigners
shoul4 fight, what of it? The rise
and fair of Oregon Transcon
tinental stock, or the probability
of Villard's getting out of his
financial muddle in good shape to
build the Astoria railroad is of
transcendent importance to us.
Jk we do not make enough "nut
ter for ourselves to eat, in a coun
try lika. this, -why should we ex
pect, says the Oregon ?", that
anybody here will make axes, car
pets, or glass? "We should first
do what is most called for and
most easily done. Mixed fanning
is now the industry most wanted
throughout the Northwest. If we
neglect the products of the soil,
what reason have we for suppos
ing that it will be profitable or
even possible to develop the in
dustries here that will give us the
products of the furnace, and the
loom?
People who are enjoying the
two-cent postage should remember
that Third Assistant Postmasterj
General Hazen is the man who
demonstrated the advisability of
the reduction and whose opinion
was adopted b.y President Arthur,
contrary to the recommendation of'
Postmaster General Howe. Gen
eral Hazen is a fine example of the
eminence a man can attain in an
administrative department by
tending to business and keeping
out of politics.
It is rumored that Senators
Logan and Davis have notified the
secretary of the interior that a syn
dicate of capitalists has been
formed to purchase the lands of the
Sioux reservation, which he pro
poses to throw into the public do
main. The scheme was divulged
by an ex-official of the land office,
who furnished an affidavit on
which congressional legislation
will be based if necessary.
Pickixc up the bones of dead
buffaloes is one of the industries
of Texas. The bone mills of St.
Louis pay fourteen dollars a ton
for the best grades of this harvest
gleaned by the squaws, -who war
der about the plains in search of
the bleached skeletons.
Governor Tritle of Arizona
Territory, in a report to the secre
tary of the interior, states that the
population is now 75,000 and taxa
ble property 25,000,000, and the
affairs of the territory generally are
in an exceedingly prosperous con
dition, v
The Baker county assessment
list shows the gross value of the
taxable property of the county to
be 2,151,470. The indebtedness
and exemptions amount to 723,
738, leaving the taxable property
$1,430,732.
The Supreme Court of the
United States has decided that the
civil rights bill is partly unconsti
tutional, and that negroes can be
excluded from public places.
The statement is made that
Viilard practically arranged for
the construction of a number of
steamers of unusually heavy ton
nage and great speed, to operate
in connection with the Northern
Pacific from Superior City and
DulutH to Buffalo, and by this
means overcome the cost of trans
portation of grain from the line
of that road by way of Chicago,
and thence east. It is also assert
ed that Villard's interest has been
quietly obtaining control of the
New York, West Shore and
Buffalo roads, thus giving, during
the season of navigation, through
freight from the-Pacific Coast to
the East.
The Finance Committee of the
Northern Pacific Railroad Com
pany has accepted, subject to rati
fication b' the Board of Directors,
the proposition from Drexel, Mor
gan & Co., "Winslow & Lanier, and
August Belmont & Co.. in behalf
of the syndicate for $S,000,000 of
the proposed issue, of second mort
gage bonds.
