All sorts of rumors are afloat, the most probable being that Villard will resign the presi dency of the N. P.-R. R. Co. At the time he wrote that letter to the Astoria Chamber of Com merce in reference to building the Astoria railroad. Astoria is, in common with the entiresnorthwest, concerned in the present shrinkage of values, sym pathizes with the gentleman who has done so much to help the for tunes of himself and others, and hopes he will get clear of all em barrassments, financial and other wise. Coxckrxixi; Pacific railroad freight rates, a San Francisco dis patch says the opinion prevails that freight charges are tobe de termined upon a conservative basis, inasmuch as sufficient number of merchants have decided to ship over the Northern Pacific in the event of its holding out from the plan proposed by the Central and Southern Pacific roads to make it an important cousideiation in the northern competitor. The argu ment which finds most favor among merchants in support of this theory is that even should the roads de cide to compete for eastern freight, the northwest trade would have a" very material advantage in the time consumed over the Northern Pacific which is largely in favor of Portland merchants. Applying the argument to themselves, they reason that in the absence of special contracts on the Northern Pacific, thev can elect either of the two ways: to continue to ship under the special contracts at the lower rate over the Central Pacific which it would undoubtedly give in competition, or ship over then Northern 'Pacific until better rates are made them. Army officers are discussing a proposition to change the law reg ulating the pay of enlisted men so as to retain in the hands of the government half their wages, upon which interest will be allowed at the rate of A per cent per annum. As a matter of news the late trouble between France and Spain is a Godsend to the transmitters of cablegrams, but, after all, it probr ably is not half so bad as those en terprising purveyors of domestic intelligence would make it appear. All this bloody talk of swords and guns and wounds is the coin age of a correspondent's brain, and even "if these foreigners shoul4 fight, what of it? It is rumored that Senators Logan and Davis have notified the secretary of the interior that a syn dicate of capitalists has been formed to purchase the lands of the Sioux reservation, which he pro poses to throw into the public do main. The scheme was divulged by an ex-official of the land office, who furnished an affidavit on which congressional legislation will be based if necessary. Governor Tritle of Arizona Territory, in a report to the secre tary of the interior, states that the population is now 75,000 and taxa ble property 25,000,000, and the affairs of the territory generally are in an exceedingly prosperous con dition, v The Baker county assessment list shows the gross value of the taxable property of the county to be 2,151,470. The indebtedness and exemptions amount to 723, 738, leaving the taxable property $1,430,732. The Supreme Court of the United States has decided that the civil rights bill is partly unconsti tutional, and that negroes can be excluded from public places. The statement is made that Viilard practically arranged for the construction of a number of steamers of unusually heavy ton nage and great speed, to operate in connection with the Northern Pacific from Superior City and DulutH to Buffalo, and by this means overcome the cost of trans portation of grain from the line of that road by way of Chicago, and thence east. It is also assert ed that Villard's interest has been quietly obtaining control of the New York, West Shore and Buffalo roads, thus giving, during the season of navigation, through freight from the-Pacific Coast to the East. The Finance Committee of the Northern Pacific Railroad Com pany has accepted, subject to rati fication b' the Board of Directors, the proposition from Drexel, Mor gan & Co., "Winslow & Lanier, and August Belmont & Co.. in behalf of the syndicate for $S,000,000 of the proposed issue, of second mort gage bonds. iii:i.
