ASTORIA, OREGON: "WEDNESDAY AUGUST 22. 1883 Tho Miles starts this morning. for Tillamook East Portland is going to buy a $3,000 Silsby steam fire engine. F. D. Winton has been appointed notary public for Clatsop county. E. C. Holden advertises a sale at N. Johansen's beginning Saturday, the 25th inat. Mrs. Duniway, who has been vis iting in Pacific county, returned yes terday morning. The Oregon is due from San Francisco to-morrow. The Colvmbia sails hence the same da'. A Washington Territory pioneer association is about to be organized with headquarters at Olympia. Henry Yillard has telegraphed to" the Seattleites that lie would be with them on the loth of Sep tember. A fine of 50 is the penalty im posed upon those caught violating the law in regard to fishing on the Sacra mento out of season. The Oregonian hears that the steamer Lurline is to be taken to Puget Sound this fall, to remain permanently in those waters. Information comes that tho San Francisco board of underwriters have officially removed tho restriction against tho Roseuburg lacquer. The Clara Parker brought down the schooner Maid of Orleans last evening. Sho brought in a cargo of redwood, and leaves loadad with deals. Geo. D. Smith: Your brother recently died at Lathrop, Missouri, and left you some property. Write to Kearney, Missouri, and be en riched. The annual excursion and picnic of the Y. M. C. A., takes place to day. The picnic will be at Young's River falls. Tho Clara Father will leave at half past eight this morning. On her first trip from San Fran cisco to Honolulu, the now steamer Mariposa made the run in five days, twenty hours and thirty minutes. The distance is 2,082 miles, and the speed between the two ports is unpar alleled. The editor of the Columbia Chronicle keeps a lot of newspapers on hand containing an account of the lynching of McPherson, to send to those writing for a copy of his paper, from which to learn "the advantages of the country." About half past ten yesterday morning, a man was found lying at the corner of Chenamus and Cass street, and, it being impossible to get him into a perpendicular position four men carried him to the city jail. He was dead drunk. Wo think tho daily papers do not servo any good purpose by hiding the fact that tho channel from Portland to the sea is almost impracticable for commerce, and that unless something is done to tear away the bars Portland win De as mucn an lniana town as Salem. Welcome. ino irortiana newspapers are commenting on the peculiar carb that seems to be coining into fashion among tho ladies; from one extreme to the other in the matter of skirts does seem to be the rule, but no one objects to it. Variety is the spice of life, and of dress. Kinney'a new brick busineis building, and Carruthers brick resi dence are going ahead, the former be ing almost completed. The brick makers of Messrs. Pugh fc Co., struck for higher wages last week, but the work of making brick is but tem porarily delayed. Next season will see several brick buildings in As toria. Yesterday morning a twelve-year old son of L. Hartwig while examin ing a revolver, sustained a painful wound, the revolver discharging a bullet into the palm of his left hand. The little afellow displayed great courage, and without saying anything to any one, wont to a physician's office and had the ball which, had lodged in the muscles of the back of the hand, extracted; A good deal has been written concerning the mortgage tax law. The general expression of opinion is that tho law should stand, that there is no difference between a note and a mortgage as an evidence of indebted ness, and that as notes have always been taxed at their face value eo ahould mortgages. A like unanimity of opinion exists as to the arbitrary valuation of land, though no remedy ii auggested to obviate what is doubt less an existing evil. Kice Dimner -with Ice Cream to-dav at Joscoe's, and don't you forget it. Girls Wanted. Among those who should come to this Northwest aro girls capablo and willing to do housework. At this office mere is an almost constant inquiry i like this: "Can you tell me whore 1 can find a girl to do housework?" And we cannot. It is probable that one hundred girls, capable and effi cient, could find places just now in this city. The men folks are getting anxious to have near a bright, chatty, cozy- looking girl in the kitchen and about ! the house generally, for more reasons j than one, the chief being that the sea- j son is coming apace when the early S morni:ig3 will be chilly, and a fellow j doesn't like to bounce out of bed at 5 o'clock and make a lire. A man would a good deal rather lie cuddled up in half a dozen blankets until the tea kettle begins to sing the breakfast reveille. There is no better time than the early morning hours to lie quiet and concoct schemes for getting ahead of your fellowmen. At this hour con science liai not fully awakened, and one feels particularly elated. The lady who last inquired for a servant girl snys that she is willing to give a girl a fair show if she will come along. She says her husband shall light the lire with a very pronounced emphasis on ho "shall" that bodes dire calamity to that rooster if he dares to whine. She says the girl can have her choice of all the dresses in the wardrobe, each Sunday out, two other evenings of the week, the run of tho parlor and the latest music. When the minstrels come along the girl shall have a front pew, with choco late caramels thrown in. it it is a box, then a box goes. If the girl will do the work, and let the lady have her husband, she can command a fair salary and any number of favors. Candidly, we know of no place this side of the Now Jerusalem where a hired girl can be so completely happy in all her surroundings as here in Portland. She has little work, plenty to eat, a good salary and nineteen chances in every possible twenty of being struck by Cupid light ning before she has closed the first fiscal year in service Standard. Here, too. The Water Works. By main strength 18S2 pieces of pipe have been dragged up from the bottom of the river beneath tho O. R. it N. dock, and conveyed to Tongue Point, there lo bo doctored iuto some thing like what they orginally were. Pipe-laying goes on at the rate of eight hundred feet a day, and the line now extonds to within a short distance of tho Scandinavian Packing company's building. The St. Luck will drop into Kin- ney's wharf to-day and begin unload ing. She has 24G tons of pipe on top; principally four-inch and two-inch mains, and this pipe, as soon as possi ble, will be laid through the streets of the city. Tho Spanish Students, of whom so many favorable notices have ap peared, will give an entertainment in Occidental Hall next Friday even ing. The circuit court was yesterday engaged in hearing a, case wherein Mollie Moran and Mamie Hart were charged with larceny from the person of A. J. Welch. The case was given to the jury at four o'clock; at the hour of going to press they were still out. The run of salmon has commenc ed in tho bay and now the fishermen go for them nightly; but thus far the boats have not averaged a catch of more than about six each per night. Tho best haul reported to us was mado by Samuel Anderson last Thursday night, when he caught ten large salmon and two sturgeon, weighing respectively about 25 and T0 pounds. Tho salmon taken at present are ex cellent and of large size, and the mar ket is well supplied at the usual rates. List week Anderson quartered some of his large fish and sold tho pieces at 25 cents each. Coast Mail, (Coos Bay.) The man that falls in a fit and after cominc to, asks four bits from tho bystanders, is in the city. He will bo followed by the individual who buys two bits worth of soap, wraps it in pink tisme paper, gets some en velopes with blank tickets in them and sells the two bits worth of soap for $17.50. After him will come the man on tho steamer who was robbed, and wants to get back to some of tho cow counties where his lriends would take care of him. Then will appear the woman that lost her husband in the summer of '79 and is steadily de clining superior inducements in tho hope of finding James and proving that love lasts as long as lifo itself. About the same time the tailor who gives such splendid fits heaves in sight and wants your measure, and af ter him comes the man who has a brother or a sister or a cousin aick in Portland and won't the O. Sincerely, yours, Jay Cooke. A Decision In Pavor of Poor Men. Mr. Uharlea UaviB "proor tor a homestead, 12 miles from town, has been rejected by the geneneral land office not on account of internal de ficiency, for many aro gaining titles to government land on weaker showing of residence and improvement, but be cause it was held that, being a man of mams, he has no sufficient excuse for not remaining most of tho time on his claim and so improving it as to fully manifest an intent to make a permn nent home. Those young men of the city who have little means, and who are holding claims by periodical visits at such times as they can pass away from their employment and who are unable to pay for more extensive im provements than a small cabin, and : few acres for plowing, would seem to have iu this decision uo cause for alarm, if they are proceeding in good faith. However, the decision in Mr. Davis' caso is unique, in that seldom if ever before has the department mado distinction between rich and poor in the matter of homestead rear donee and improvement. Most every one hereabouts is familiar with in stances of homestead proof accepted from persona in good circumstances whoso evidences of good faith havo been inferior to those exhibited by Mr. Davis. The inference is either that the department has become lately bent on a closer drawim of the linos, or, what is more probable, that the special agent now here, by inqury into particular cases, is affording the department evidences heretofore un obtainable, upon which intelligent conclusions may be based. If the re suit of his efforts shall be a check to the prevailing looseness of ideas re garding the taking of government land a demoralization, by the way which owes much to loose laws and rulings at Washington this neighbor hood will have reason to bless Mr. Gras3 and his mission. It is a little roush on Mr. Davis, though, that he should have to figure as a horrible ex ample, when many predecessors, of more money and less good faith, have secured titles to homesteads without encountering a single embarrassing question.
