TWO-CENT POSTAGE.
Probable ESect of the Reduction.
The new law reducing the rates
o postage will go into effect on
the 1st of October next, and the
authorities are now encas-ed in
the work of preparing the new
stamps. 1 he law substitutes two
cents per half ounce on letters for
three cent', tiie present rate. The
old three-cent stamp will be abol
ished, and in its stead will bo is
sued a two-cent stamp of new de
sign. The form of the new stamp
has already been decided upon. It
contain? a (ablet upon which is a
profile of Washington, similar to
that on the prfSfiit three-cent
stamp, burroumimg the prolue is
an oval band, and in the upper
part of the band the words,uUnited
States Postage." Beneath the
bond is a large ts2," and at the ex
treme bottom of the tablet the
words, "Two Cents.' The pres
ent two-cent stamp, with the head
of Jackson ttWeon, will be dis
continued after the 1st of -October
next. The vignette ; the new
stamp is copied from tin life-cast
used in makiinr Houdon's statute
for a new four-cant Ktage stamp
have also been received by the
postofiice department, but none
have as yet been . selected. This
stamn is also to be issued on the
1st of October next, and it is
meant for use on double-weight
letters.
The bill to reduce letter jos-tage
from 3 to 2 cents was introduced
on Dec. 13, 1SS0, by Mr. A. S.
Willis. No action wa5 taken upn
it bv that congress. .Mr. "Willis

introduced the same bill in. the
forty -seventh congress. By a
joint resolution of both hou&cs the
proposed reduction in rate was
added as as a clause to ana was
passed with the postofiice appro
priation bill last January. A cur
sory glance at the past will show
that the present reduction in post

Ex-President Fillmore on Dec. 2,
1S50, called the attention ol con-
irr ess to his postmaster central's
acceded to, and 3-CCIlt postage
under 3,000 miles became a law in
3 Sol. In 1SG2 a committee ap
pointed by business men peti
tioned congress for postal reform,
including a reduction in domestic
letter postage to 2 cents per let
ter. The late Peter Uoopur was
on the committee. Ex-Postmas
ter General James, in 1SS1, rec-
: ommended the introduction of the
2-cent rate, giving cogent reasons
for its desirability and feasibilit'.
President Arthur, Mu his message
tlated Dec. 4, 1S82, strongly rep
resented the 2-ccnt rate to the
consideration of the house. The
two houses made it a lav. in Jan
uarv, 1883.
The first act of congress estab
lishing specific rates of postage
was nasscd Feb. 20, 1792. The
charge then on a single letter (one
sheet of paper) carried less than

The maximum charge was Go cents
for a single letter, when conveyed

The question is being discussed
as to the effect the reduction will

ous correspondence. The history
of past reductions in onr postal
rates lends conviction to their
speculations. It is a noteworthy
