The new law reducing the rates o postage will go into effect on the 1st of October next, and the authorities are now encas-ed in the work of preparing the new stamps. 1 he law substitutes two cents per half ounce on letters for three cent', tiie present rate. The old three-cent stamp will be abol ished, and in its stead will bo is sued a two-cent stamp of new de sign. The form of the new stamp has already been decided upon. It contain? a (ablet upon which is a profile of Washington, similar to that on the prfSfiit three-cent stamp, burroumimg the prolue is an oval band, and in the upper part of the band the words,uUnited States Postage." Beneath the bond is a large ts2," and at the ex treme bottom of the tablet the words, "Two Cents.' The pres ent two-cent stamp, with the head of Jackson ttWeon, will be dis continued after the 1st of -October next. The vignette ; the new stamp is copied from tin life-cast used in makiinr Houdon's statute for a new four-cant Ktage stamp have also been received by the postofiice department, but none have as yet been . selected. This stamn is also to be issued on the 1st of October next, and it is meant for use on double-weight letters.
