A circular was issued to-day from the office of the third postmaster general, officially notifying post master throughout the United States of a reduction in postage rates, which is to take effect on October 1, and directing them to make preparations for it. Post masters are notified that it is de sired to hare as small a stock of the present three-cent postage stamps and stamped envelopes on hand as possible, when the reduc tion goes into effect. They are accordingly instructed to limit their requisitions for stamps and envelopes of this denomination to such quantities as upon careful estimate they may deem sufficient to last until October 1. He also directs that as no arrangements have been made for the redemp tion of three-cent stamps and enve lopes in the hands of postmasters these stamps and envelopes will remain in the hands of private holders until further notice. Postmasters will not make ex changes for the public nor return to the department stock that re mains on their hands after October 1st. Postmasters aro, however, notified as two and three-cent stamps and envelopes ol the present issue will continue to be valid after that date, they must be accepted in payment of postage when offered in proper amount, and that three-cent stamps can be used in combination with other denominations on letters requiring more than one rate and on parcels of the third and fourth class, and circular matter. It also announces that the department will be ready to issue two-cent stamps of the ; new design on the fifteenth oV. September, but those stamps and envelopes must not be placed on sale or used by postmasters before. October 1; also that no three-cent stamps will be issued after Sep- tetnber 14, unless the requisition therefor is accompanied by a state- j merit, that tney are neeueu lor im mediate use, and that the full sup ply asked for will become ex hausted by October 1 . It further says that no three-cent stamped envelopes will be issued after the 31st of August, unless the requisi tion for them is accompanied by a similar statement. The circular instructs the postmasters as to the design for the new two-cent and four-cent stamps, and also as to the stamped envelopes, and noti fies them that the prices of envel opes, exclusive of postage, will re main the same as at present. That no change will be made in postage due; that the rates on drop leters will remain the same as at present.
