Newspaper Page TextASTORIA, OREGON: TUESDAY- .7. .....JULY 17. 1883 "Procrastination is tlio Time." Thief of We often see men with a chron io habit of procrastination. They are always about to do something in a few days or in a few weeks; never on a specified time. Their ideas of punctuality are always below par. They are "always overestimating dangers and diffi culties. Caution which is a good element of character in a business man er any other man is run to the other extreme. When such persons have to say they will do a thing in a few days or a few weeks, it is more than probable they will never do it. The characteristics of corporations and railroads com panies are much the same as of individuals. We find those sometimes who are noted for their punctuality, and that have a pride in keeping their promises. Others again, have a habit of procrastina tion that is as marked as in indi viduals. To the latter class we fear we will have to place the Oregon Central Railroad people When the grant was made for i railroad to Astoria it was to have been built in six years. And there was no sufficient reason why it was not built in that time. Now six years have elapsed and seven more in addition to them and very lit tie is done towards building the road, it is always tne same old story of a few days or a few weeks until another summer nearly gone. The rains of winter will soon be upon us and no work done. Bob Ixgersoll has declared himself as to the political situation He says: "The Republicans are making all the mistakes they can and the only question now is, can the Democrats make more? The tariff will bo one of the great ques tions, and will be the only one ex cept success. The Democrats are on both sides of the question Thoy hate to give up the word 'only.' Only for that word they might have succeeded in 1SS0. If they can only let 'only' alone and say they want la tariff for revenue, thoy will do better. The fact is the people are not in favor of free trade, neither do thev want a tariff high enough to crush a class, but they want a tariff to raise revenue and to protect our interests. am for protection because it diver sifies industries, developed brain, and allows us to utilize all the brain and muscle we have." The Northern Pacific Express company, with a capital of $10,- 000,000, filed articles of incorpo ration with tha secretary of the state of Minnesota on the 13th This express company was for merly run by the Northern Pacific road. General Butler is reported to have had a bureau in operation for some time in Washington working up his presidential chances. The chief effort has been directed toward discovering the attitude the south holds him, and prospect he has of carry idg that section solidly if he should succeed in getting the Democratic presidential nomination. GODFREY, member of the Utah commission, a recent interview outlined what, in his opinion, will be the ultimate effect of the Edmunds bill in accomplishing the purpose for which it was intended. "There aro 160,000 people in Utah to day," said Colonel Godfrey. "Of those 140,000 are Mormons and only 15,000 Mormons are polyga mists. The operation of -the Ed munds bill is confined solely to those who practice polygamy. A professor of the Mormon religion with only one wife does not come within the scope of the law. he work of the commission has been confined to disfranchising polygamists. The law provides that every citizen shall be regis tered before ho shall have the right to yote, and if his name don't appear on the register he has no ppeal. As female suffrage is ono of tne Mormon institutions, a large number of women more women indeed than men have been omitted from the registry lists along with their lords and masters. So far as possible the commissioners have endeavored to keep the name of every polygamist from appearing on the lists. The Mormons are disposed to interpose every obstacle to the enforcement of the law,, which, to them, is ex tremelv odious." They have made up ten test cases which will be submitted to the courts as soon as possible, and the night before started tor tne east, writs were served on the Commissioners While there is no doubt that the courts will affirm the constitution ality of of the law, the Mormons will leave no stone unturned to impede its opporation."
