ed the usual SO per cent, reduction on
return tickets to all who may visit the
firemen's tournament and apparatus
will be returned free of charge on the
certificate of the secretary of the as
sociation in both cases.
A party of engineers are reported
on the other end of the Forest Grove
Astoria route. Last week they were
on Gales creek. It. C. Templemah,
the timber expert, had only got as far
as Tualitan Plains when a. severe fit of
sickness necessitated his return to
Portland. The gentleman who took
his place is said to be very favorably
impressed with the country, its re
sources, etc
A Seattle dispatch says the census
takers have completed their work and
report G,G45 inhabitants in the city
and 10,280 in the county. Owing to
the inadequate compensation allowed
the work was slighted, the census ta
kers themselves returning the loose
estimate of 1,500 transient population
to be added to the foregoing, of whom
no personal record was taken. The
census of 1881 gave the county a pop
ulation of 0,411 and the city of 3,205.
Chinese Zjsprosy.
Another leper was found upon
Front street yesterday morninir bv
Policeman Collins. "Whence he came,
or how long he has been in the city
could not be learned. The victim of
the dread scourge was a middle-aged
Chinaman whose face was blistered
with large, thick excrescences, giving
the skin a semblance to the hide of a
crocodile. He was taken to the city
jail, and, after being examined by
Dr. Watkins, sent' to the por farm,
where there are fivo others afflicted
with the same disease. They are kept
strictly to themselves, their food be
ing carried to them on traj's used for
no other purpose. Great fear is mani
fest on the part of many to approach
a leper, but medical authorities now
unite in saying there can be no danger
of tho diseaso except through inocula

A Bluff at the Metropolis

At a quarter to three yesterday
morning the tug Pioneer was going
out tho south channel; Captain Bochau
was on the bridge, Pilot Campbell on
the house just iu front, and -Walter
Pohl at tho wheel. The breakers
were coming in rough, and the cap
tain told him to hold her with her
head to the sea. He turned his back
for an instant, and when he looked
around Pohl was gouo. The suppo
sition is that as tho boat struck a
heavy sea the rudder straightened
suddenly,causing tho wheel to "kick,"
and throwing tho poor fellow over
with lightning rapidity. The whole

"Villard has ordered all work stop
ped in Portland; he has given per
emptory orders to quit work on the Ka
lama branch; he has instructed tho
supervising engineer io make a final
survey of tho location of a line from
Vancouver to Kalama; he will bridge
the Columbia at or near Vancouver;
he has decided to immediately con
struct the line from Forest Grove to
Astoria; with the link completed be
tween Corvalli3 and Junction, all the
business of the east aud west side
roads will be turned to Astoria at
Forest Grove, nnd never a car will
thereafter come into Portland, and
grass will be growing in First street in
less than five years.'
This is a synopsis of the rumors
which greeted the local staff of the
Oregoniun yesterday afternoon as they
reported for the dnv's duty. It was
the talk of the street. Heal estate
men were, so to speak, paralyzed,
and, after the first great shock was
over, began to comfort each other
with tho thought that they could
easily move to Astoria, New Tacoraa
or Seattle, us occasion might require.
2Zo fewer than 500 men, and most of
them substantial citizens, were dis
cussing the matter and trying to fix
the blame for this sudden change in
lr. Villard's plans. Ono crowd, at
the corner of First and Stark, stree ts,
agreed thai Mr. Villard had simply
tired of the hogishness of Portland in
general Ho had never wanted but
ono favor, viz: a hotel, and this was
refused. He naturally hated Port
land's lethargy and admired the en
terprise of Seattle and said so in so
many words in his speech at
New Market theater. One man in
the crowd said that he believed tho
reason for the startling orders was the
opposition of a few moss backs to tho
proposed bridge. Ho said, "Ellis G.
Hughes talks about fcerving an injunc
tion as soon as work on the bridge is
commenced. I'd like to know who ho
will get for bondsmen. You can't
get out -an injunction in an enterprise
of this magnitude without giving in
demnifying bonds for a quarter or
half a million, aud 1 don't believe any
person in Portland is going to be fool
ish enough to jeopardize his property
when the chances are about even that
he will hava to pay damages."
Another crowd at Eppinger's down
town place were inclined to believe
tho rumors, because Mr. Villard, in
his report to the board of directors, a
brief account of which was published
in Friday's Orcgoniau, did not even
mention Portland, and this was evi
dence enough for them that he in
tended, sooner or later, to givo Port
land the "go by."
The reporters of this paper were in
structed to run tho rumors down to
their source. The farther they got
away from the office the wilder tho
reports grew. It is needless to say
that there was absolutely no founda
tion to the absurd stories, yet the
fact remains that a great many peo
ple wera seriously alarmed. Inquiry
of the various railroad officers, rela
tive to the rumors, were of course
met with prompt denial. After dili
gent search, in which probably thirty
miles of walking and no end of talking
was done, one reporter got to the
bottom fact?. A gentleman largely
interested in Astoria received a dis
patch from New York, giving him the
information that VillarJ had decided
to build the line from Forest
Grove to Astoria. Only this and
nothing more. The recipient of the
dispatch is a Free Mason, and impart
ed tho information to a brother "on
the square."' The news then spread
like a prairie fire.
A reporter met Mr. Hughes, the
lawyer, and asked him whether the
report that he intended to enjoin tho
Northern Pacific railroad in the mat
ter of the bridge was true. Mr.
Hughe3 replied that as soon as work
was Commenced ho would make
application for an injunction.
"Water on Our "Wheel.
"What do you think of that dis
patch?" was the universal question on
the street yssterday. Probably there
was a dispatch received, though not by
"ageutleman largely interested in Asto
ria," but its contents were not of
sufficient official import to justify such
a disturbance as it evidently occa
sioned in Portland.
Villard is a shrewd man: this last
move challenges admiration; it is
simply a bluff, and he'll make it win.
It amounts to this: "You let me
build that bridge without occasioning
any trouble, or I'll" As to the
buildinjf of the road from Forest
Grove to Astoria, that was settled!
when he announced that he had the
money to build it: the lack of funds
was the plea he set up when onr
Astoria chamber of commerce inter
viewed him, as an excuse for not hav
ing built it up to the present time. If
that was sincere (and who shall doubt j
it) then the present ability io do that
which only lacked that one element
directly implied his intention. In
that Mr. Villard showed great sagac
ity. In building the road he will
solve the problem of transportation of
the crops of the Willamette valley to
the seaboard, and cut the Gordian knot
of countless difficulties. Doubtless
were he to make a duplicate of his
famous Portland speech of October,
"81, instead of telling his hearers they
could build warehouses on the Sound
he would advise them to secure water
frontage at Astoria, where, unvcxed
by'rirer bars, the deepest draught
vessel that enters the Columbia can
take on her full cargo.

anything in the opera house of late
years so heartily enjoyed by a large
and fashionable audience as 'Whims'
by the Raymond Holmes company on
Wednesday evening. 'Whims' is a
play within a play, so to speak, with
little or no plot. The household of
'Major Richard Growl' isBtage struck,
aud engage 'Prof. Pygmalion Jingle,'
a dramatist, to instruct them in the
drama wkich they intend producing
for the benefit of 'a widow and twins.'
During the rehearsal many amusing
situations were brought about, giring
each of the participants an opportu
nity to show his ability. All of tho
sayings are new, as well as the songs,
and taken all in all we predict success
for 'Whims,' as it 'caught on' imme
diately here, and onr theater-goers
are a little more critical than the aver

the deceased had joined about three
