Iuall Charity.
It is said to be a characteristic of
the Bourbons that they never
learn anything and never forget
anything. An article in yester
day's Orcgonian illustrates the
fact that the mental status of that
ancient regime finds a parallel in
some newspaper offices. The
article in question is entitled
"Portland and her rivals." It reads
like the articles in that paper
in the days gone by where The
Astorian was proffered advice
for temerity in commenting upon
its misstatements. "With the ex
ception of the excerpt from this
paper it might as well be dated
1831 as 1883. The same old
shuffle, the same old dodge and
evasion, the same old cuttle-fish
tactics of darkening the waters of
debate, the same lofty assumption
of supercilious position in posses
sion of oracular information not
common to less gifted sons of men.
The principal part of the article
consists in the reproduction of an
essay on commercial cities which
is liberally quoted from. "We
fear that our metropolitan con
temporary in that lengthy quota
tion failed to grasp the nature of
inverted commas. Nor is our
met. con. more fortunate in its at
tempt to fasten the charge of "ab
surdity" on The Astorian for an
assertion that we stand ready to
substantiate with irrefragable
proof.
The Oregonian's argument if
argument it may be called is that
Portland is a seaport for seagoing
vessels drawing 17 feet, and,
therefore, q. e. d. no effort should
be made to change the existing
state of affairs, and make the
Columbia the resort of vessels of
heavy draught, such as should by
right come here. To call the Ore
goniaifs position "absurd" would
be the mildest form of criticism
one could bestow.
But in concludingjitdoesnotdis
miss us without a benediction. It
graciously informs Astoria that it
can ship salmon from her docks;
this is a discovery that the Ore-
gonian has made since its issue of i
the 30th ult, where salmon ship
ments and possible Pugct Sound
rivalry combined, "disturbed its
usual serenity. It further drapes
itself with a mantle of prophecy in
announcing that Astoria "will nev
er be a great commercial depot."
This thought, in the language of
the ancient Athenians, is "nuts"
for the Orcgonian. If it take
pleasure in the idea why should it
be disturbedin the thought,though
its wishes father the gleeful suppo
sition. "We would not rudely ruffle the
feelings of our inland friends by
more than passing reference to the
fact that the existence of present
modes in no way precludes the in
troduction of better ones, but will
reserve the privilege of setting our
"Willamette contemporary in the
right path whenever it falls to
whimpering over what it cannot
help, or makes statements which
tends to create impressions abroad
that are in direct opposition to
facts.
Speaking seriously, the whole
business amounts to this: The Ore
gonian has always pished and pooh
poohed at the idea of any other
place beside Portland amounting
to anything. It lias sneered at
The Dalles, thrown cold water on
the locks at the Cascades, en
deavored to apologize for its own
aituation 110 miles from the sea,
derided all efforts to improve the
bar, and continually maintained
that-the whole northwest must be
made tributary to Portland. It
has been consistent only in its
inconsistency in constantly en
deavoring to create the idea
that the prosperity of the
northwest depended upon Port
land's prosperity, and it is bitter
ness to it to see any place not a
suburb of Portland improving. It
affects to sneer at Astoria and pre
sumes to suggest to Astoria to
curb its enterprise; to rest con
tent in picking up the crumbs
that fall from Portland's table.
"With all its old time arrogance it
mistakes silliness for sarcasm and
flippant phrases for sensible dic
tion. Where it would be as easy
to say a good word for a little
community as to slur it, it has al
ways chosen the latter and the
only place it can be made to feel
is in Its cash box. "We admire
the paper as a newspaper. It de-
serves credit for its prestige, but
it should remember that every
community on the northwest con
tributed to its support. Power
always presupposes corresponding
responsibility, and the fact that it
is the foremost paper of the North
west, is the very reason why it
should exhibit less virulence and
more magnanimity.
The Coming Flood.
"I hear the tread of pieneers:
Of nations yet to b'e;
The first low rush of waves where soon
Shall roll the human sea.77
The immigration to this north
west coast is something phenome
nal. Over the Columbia bar since
last New Years have come up
wards of 20,000 people. And that
multitude is but the advance
guard of a greater army that is
moving on to take possession of
"the waste places," and make
not the "desert," but the fruitful
soil blossom as the rose.
They come from European op
ression; from overflowing cen
ters of population; from conditions
crystalized by csnturies of caste
to a higher, freer form of life;
from the floods and frosts, the
dusts and drouth, the heat and
cold of the eastern states to a
mild, equitable climate where suf
fering from the elements is com
paratively unknown; where land
can be had for the asking; where
abundant moisture insures abund
ant harvest; and where the possi
bilities of a prosperous future for
the individual is only limited by
the measure of his abilities.
The great majority of these
newcomers are a help to the
country and themselves bjT remain
ing. Some few come here forget
ful of the fact that wherever one
goes he takes himself along; that
no change of climate or scenery or
surroundings Ctin change his char
acteristics; that if ho is idle and
profligate he will go to the bad
about as quickly here as else
where. Indeed it were worse for
one who thinks "the world owes
me a living" to try to build his
life on that text in Oregon, for
people in a new country like this
are apt to he impatient with such
a fallacy, and elbow the utterer
one side. He would do better to
stay where his debtors are more
plenty.
But to the energetic of soul,
who demonstrate their value, the
world, or that part of it repre
sented by this northwest coast
will gladly pay them what they are
worth.

Common Council propose to establish
the grade of that portion of Squeinoqua
street from the west side of Lafa
yette street to the west side of Spruce
street, as follows, viz: At its intersection
with Lafavett street, 26 feet; at Wash
ington street, 30 leet; at Polk, 40 feet:
at Jackson, 53 feet; at Madison, 80 feet;
at Spruce, 80 feet above the base of
grades, and unless a remonstrance
signed by the owners of two-thirds of
the property fronting on said portion ot
said street be filed with the Auditor and
Clerk within ten days of the final pub
lication of this notice, viz: May 'JGth.
1883, the Common Council will order
said grade established.
