ASTORIA, OREGON: FRIDAY MARCE 1G, 1863 According to an official report lately published in the Marine Veordnungs JBtatt, it is the opinion of German naval authori ties that for the future an effect ive blockado has become impossi ble. The reasons given are that a fleet would always be obliged at sunset to seek the open sea, and to remain sufficiently far .off to prevent torpedo boats issuing from the harbor coming up to the vessel in the darkness; and not even a single ship could be left on guard in sight of the port without the risk, almostamonnting to certainty, of being sunk during the night, while the port would remain open not onlj' to light and speedy cruisers, but to an ship whose entrance might be desired. Under such circumstance, the prob ability of a few torpedo boats ly ing hidden along the coast would, it is thought, be sufficient to par alyze the action of the most pow erful squadron, and prevent the possibility of any serious opera tions. In a recent political letter Jef- J ferson Davis says: t;Yoa' ask for my thoughts on 'The source of the right in the majority to rule.' I do not think there is such a right; if it were admitted, the only source 1 could suggest would be plrysical power; but it is not self-evident that the majority would be the stronger, and civilization denies that right and might are convertible terms. The people of an inde pendent community could give to a majority the power to have un restricted rule, but they could not transfer the inalienable rijrht of the minority, and a brief expe rience would, no -oubt, cause them to revoke the grant of a power so dangerous to the common welfare and happiness5 Simon Cameron says: "Tt was as a journalist that I besran mak ing the first steps out of obscurity. I can to-night readily call to mind the day when I first began, at twent' dollars a year, to learn the printing business when that pro fession was new, when that busi ness was in its infancy, when it took a day to do that which is now done in a minute." A Salt Laki: dispatch says there is great activity along the Oregon Shoit Line railroad. It is the determination of the com pany to complete the line to Baker City, Oregon, this year.
