One of tlie strongest pleas for defense is feltat the government "only re iterates oid charges." This is the Tweed Ring line of defense. It is worse than no defense at all, unless it oan be shown that the charges whan thoy were brought in the first place were thoroughly refuted, or tlsat they do not raise a prima -fnoie case. When a man has nothing to say in answer to serious charges against himself, except tlmt tiiey were brought ten years or five years or one year ago, he simply announces that for ten your or five years or one yoar he has sat down in si lent submission under the charges. Tkxt a charge is old if it has gone unrein tod creates a presumption not that the charge is false but that the charge is true. To cite t)Ue age of the charge as a defense to it indicates there is no other. Sometimes itindicatescnly th con fidence of the man who enters this pitta tlmt, since he is still at large, ft wIU not be possible to bring him to punishment on a charge wMoh is still untried.
