The echoes of that screech detor our national leg islators during the present session from appropriating national money for national needs. A fear of fail ure in retaining a beat influenced some, a dread of being hounded by such papers as the Xew York York Sun held back others, while an undefined lack of understand ing regarding the rights of individ ual communities composing the American nation caused iinctio'n on the part of many The question of the right of con gress to appropriate money for the improvement of the Columbia river, or the Mississippi, or other national necessity involves the whole question of American Na tionality; or rather it suggests an attempt to collect tho scattered ashes of dessicated doctrine and revivify them. The old argument of state rights politicians was that the federal government had no power that is not explicitly granted by the constitution. Four 3'ears of internicene conflict exploded that dogma; the tread of a million soldiers who wore the blue, ground the fragments into dust If .ever there was :i .settled fact it was that the Nation (with a big N) is sovereign. ft has the attributes of sov ereignty. To argue otherwise i to assert that there ' should be no such thing as a national capi tal, and that we should have thirty-eight republics instead of ti'ie. BjL the theory is ad vunced that the Columbia river or the Mississippi river, or the life saving service should have no ade quate apjiropriation, because some where, sometime, somehow, some one wasted some money that was appropriated for some purpose. Granted that nations like individu als do sometimes waste money; that is no reason why handcuffs should be produced. In the case of our own river the question is not a constitutional one, but one of expediency. The Northwest is not at present able to have the great waterway placed in requisite condition for commerce. It is for the Nation through whose domain it flows, and of which it forms an important arteiy to do this for its citizens. The Nation has more money, moie sskill, more icsources than an state or set of states. The Columbia river belongs to the American Nation; proper atten tion to its needs will inure to the benefit of the Nation. The Nation needs free communication from the mountains to the sea, and it is a disgrace to the Nation that the greatest river on its western coast .-hould be so neglected. Thft bill now before congress for the im provement of rivers and harbors gives the Columbia 6750,UUU. Though this is more than one tnth the amount named in the bill for the whole country, yet it ib inadequate. The congressmen that represent this part of the na tion deserve credit, however, for their effort. On a railway from Palis to Gretz the cars of the train are connected by electric communica tion, the brake acted by olectncity, the compartuients are lit by the electric liijht, and an electric engine supplies the motivo power. It was stated 15,000 immigrants, representing a capital of 12,000,- j 000 that '-ought to have been re tained in California, went to Ore gon in the past year."
