The Atlantic cable recently brought the news that "a compro mise has been effected between Lord Macdonald and the most per sistent of the Sk3'e crofters." Per haps not one in ten thousand who read that little paragraph knew what it meant. Skye is one of the islands on the west coast of Scot land, where it rains all the time, and the inhabitants for the most part malce a meager living from their farms and garden spots, and eke out their subsistence by work ing for wages on the' mainland. A "croft" is a small piece of ground or .garden patch, and a "crofter" is a small farmer, and, in this case, a tenant. The island has a popu lation of 20,000, but eight landlords own the whole, and three four- fifths of it. Exclusive of the small town,-the island is rented in 1,720 parcels, of which 3.GS0 command less than 100 a year, and the vast majority not over $30. The land lords have come to the conclusion that it would pay them better to let the whole island to, saj, a score of tenants than to deal with 1,700, and they are therefore trying to "freeze out" the small farmers. But these people have an aston ishing devotion to the little island (it has only 530 square miles of territory,) and obstinately refuse to be turned out of it. One of the landlords, the Lor.i Macdonald referred to, owns the mountain Ben Lea. on which iT-rtain crofton used to enjoy the free jurlit of grazing. Of late he has, in pur suance of n etllcd policy, tented the mountain, and in nrder to re gain their occupation of it the crofters have struck against the payment of rent. The Land League agitation of Ireland is thus almost exactly leproduced. The authorities of every one of the cities of Scotland have refused to snid constables, and the govern ment has refused to send soldiers to serve processes on the island, so that in the compromise referred to the crofters have evidently got the better of Xacdonald. Last Friday the secretary of the treasury decided that lands within the limits of grants to a railroad company to which pre-emption or homestead claims capable of being forfeited had attached at the time the grant took effect are excluded from the railroad grant, and upon the abandonment of such claims the lands do not inur Lo-the company but arc testorcd to the public domain; that erroneous entry in a register's office ordered corrected should not prejudice the claim of the applicant.
