"The Waro1886."
The pamphlet entitled "The War
of 1S86, betvren the United States
and Great Britain," lately issued
in London, is exciting much atten
tion. 1 he interest which it has
excited is not by any means con
fined to army . and navy officers,
but is generally shared by "public
men. It is regarded as the clear
est presentation of pur inadequate
border and seacoast defenses yet
made y any of our writers or
speakers. The fact that it pur
ports to be only :i fancy sketch
appeare to be lost sight of by those
persons who discuss it, so entire
tirely plausible and possible do all
of its proportions appear. To
most it seems a startling presents
tion ot tne subject, ana it seems
certain to attain its evident object
namely, to direct attention to
the weak snots of our svstem of
national defense, or rather to the
utter lack of elicctivc coast or
border defense. It is exceedingly
significant that the story of sup
posed events is not regarded as
extravagant, either with respect to
possible future attacks upon our
lake cities or those of the seaboard.
