At the recent election in Idaho a Boise City Chinaman wa3 allowed to rote by showing his naturalization paper?. A correspondent of the Olympia Transcript advocates the construction of a canal from the Columbia river to Puget Sound. The order has gone forth that every employe of the Central Pacific Railroad Company shall Bend his pho tograph to the head office. Tho Columbia failed for S in Fram cisco yesterday afternoon with one hundred and forty-five cabin and seventy-five steprage passengers. The Grace church sewing society will meet at Mrs. A. W. Berry's on Friday, Dec. 1st. A full attendance is requested as important business :s to be transacted. Tho decomposed body of a man was found a day or two ago near Knappa. It is supposed to be the body of George Burchard, of Oak Point, who was drowned in the Col umbia last summer. At the last meeting of the Wash ington Territory board of pilot com missioners, H. C. Comegys, of Ka . lama, resigned his position as secre Uuy c the board. C. A. HeetTor 11 waco, was appointed to fill the va cancy. The Itosetta, which plied so long between here and Knappton, has been sold and will hereafter run between Portland and St. John. The price paid was $1,100. Capt. Orcutt's new boat, the Lilian, will run hereafter on this route. Articles of incorporation of the Northwest News Printing and Pub lishing Company were filed in tho olficc of tho Multnomah county clerk last Tuesday, by J. A. Strowbridgo, George Woodward, Sam Co'iltcr, S. W. Wells and Nathan Cole, Jr. Cap ital, $100,000. The Watchman thinks that it will be a good thing for actual settlers if tho Government devises some way of checking the game of the speculators who buy and sell timber claims in the northwest. The law provides that a man who locates a timber claim must inak certain improvements and hold the land for a year. This is too slow a law for tho agents who are now get ting up a "boom" along the line of the Northern Pacific. Thoy arc trading in land as thoy would in comer lots of a mushroom city. The New York Telegram says it is rumored in shipping circlo3 that one of the railroad millionaires would build a fleet of iron ships for the Pa cific coast trade. A Telegram re porter called on W. H. Starbuck for information regaiding the matter. Starbuck said tho story was hardly true, but probably sprung from the fact' that he had already contracted for one ship of 3,000 tons and had in contemplation the building of five naoro such ships. The reporter learned they were to be 244 feet long, 22 feet beam, 23 feet depth of hold, and to deliver cargoes in Portland, Or. They must carry a draught of only 18 feet when heavily loaded. Eiutoii Asterian: TJic Bffiird of Pilot Commissioners for Washington Territory were in aes-1 ! sion hero yesterday and to-day. j In view of the fact that the licenses , of a number of bar pilots had almost expired and that their services would be required before the Hoard would meet again, the commissioners decidod to suspend the rule hitherto in force, which required all applications to be filed with the Boird thirty days before being acted upon. The following person's were duly licensed as bar pilets: Chas. F. John- S0IJj Charles S. Gunderson, Cyrus u- m tt t .i Harnman and Ihomas II. Latham. All of the above are attached to the tugs Astoria, Brenham and Columbia. Tho Broard havinS Iear,,.ed that "r fam h.ngton Tcrntory pilots navo appneu anu received licenses from tho Oregon Pilot Commissions! s, instructed the secretary to notify the aforesaid pilots that they cannot serve two masters; if they propose to pilot under the Oregon license the one from Washington Territory will be revoked, and if they propose to use the one from Washington Territory tho Oregon license must be surren dered. A moment's reflection will show the justice of this decision. The board made a rule that licenses hereafter shall be good for two years unless suspended or revoked for cause, and that the fee for renewal shall bo ten dollars. November Clearances. Up to last night there wero seven teen foreign clearances from this port during the month of November. Of these, fourteen were to Queenstown, one to Liverpool, one to Hongkong, and ono to Dublin.
