The new railroad company recently organized at Roseburg will probably build a branch line from the nearest pcint on the 0. & C. It. R. to the copper mines in Josephine county. A Walla Walla lady distinguished herself by running away with a man named Coombs, leaving behind a wife and six children, arid when the Iiue band overtook them she ran faster and farther than ever with him, leaving Coombs and the children behind. Construction work on the North ern Pacific (east end) is being some what delayed at Boulder, by the graders. Tho sub-contractor threw off on a five mile piece of work which proved to be neither rock work nor earth work, but boulders, which could neither be blasted or excava ted. The O. & C. railroad company intend to keep a full force at work in southern Oregon during the winter. The track is laid a distance of 47 miles south of lloseburg, and it is tho intention to lay it about 10 miles further. Track laying will then be suspended for the season, as there is no moro grade. When this is com pleted the employes will proceed to level up tho route and place it in good condition for future use. Andrews and Stockwell's panto- mime troupe made their last appear- anco at Liberty Hall last evening. This is the first pantomime troupe that lias ever performed in. Oregon, they being a first-class combination, and hare several features that constitute a most attractive performance. The skaters, gymnasts, performing dogs, etc, aro all good. The company bring their own scenery and display it to excellent effect. They play in Portland to -nigh t- The editor of the Pomeroy Inde peiident caps the climax of all absur dity by making such a fool announce ment as the follewing: That he will send the paper free of charge "to all who are not able to pay for it." Arti cles, whether they be tea, soap, advice, clothes, newspapers, candles, success, are generally worth what they cost; the inference is his paper is worthless. It is just such nonsense as the Independ ent's offer that makes the graveyards of journalism so populous, and fills them with tho tombstones of infants in tho business who died from want of life. Sherman, Iowa, writes if the "Constitutional Prohibition i. jf the liquor trailic in that State, and maintains that the measure is in entire accord with the traditions of the original settlers, and approved by men of ali political par-; ties and all nationalities. Gen. Grant, in an article entitled, "An Undeserved Stigma," states the facts of Gen. Fitz John Porter's case, and argues that the sentence of the court maitial that cashiered him was based on a miscon ception of the essential circumstauces. Richard A. Proctor writes of "The Influence of Food on Civilization," discussing with much learning and force some of the most interesting sociological problems of the present day and of the near future. Professor Fisher, of Yale College, in defining the causes of "The Decline of Clerical Authority," holds that this decline, which affects the status of church and minister only as a part or function of the secular state, is by no means to be regretted, and that the spiritual influ ence of the church and its ministry is to-day greater than of old. Finally, there is a symposium upon the condi tions of ' Success on the Stage," the contributors being six of our most prominent actors John McCu Hough, Joseph JclTorson, Madame Modjeska, Lawrence Barrett, Maggie Mitchell, and William Warren. Most Mysterious Murder. A Walla Walla dispatch to the Oreyonian says, the body of a man named Chas. Mulhcrrcn was found in Umatilla river two miles above Pendleton, on the reservation. It had three contusions on the head as if done with a blunt instrument. Thirty feet of lash rope and a pack of cinch were tied nrcund his neck and the other end was tied to a log on the bank of tho river. He had on his person $200 bills, one Jiffy, two twenties and one ten doilar gold piece, and a certificate of deposit for 300 on some interest bank, either at Boise City or in Montana. A bottlo with whisky was found near him. An Indian woman of steady character who lives close by said that she heard a disturbance the night before the body was found, but knows nothing. This is the third mysterious murder in as many months in tho same .sec tion of country, and no clew has been found as to who did it. Meeting of the '"Cjongsuoiemen. The 'Longshoremen and Riggers Union of Astoria met at their hall last night and organized a regular associa tion, drafte'd a constitution and by laws and elected the following ellicers: President, Josh Woods; Vice Presi dent, Patrick Hoag; Financial Secre tary, Phil Carroll; Recording Secre tary, A. The committee (of the ....... . , I co,nmon counci1 of sa,d c,t on streels authorized and public ways, is hereby authorized and directed to enter into a contract with the Columbia Water company to furnish fresh water to the city of Astoria, which contract shall be exe cuted by by said committee on behalf of said city and shall be as follews: Articles of agrement .made and entered into this day of , I8S2, by and between the Columbia Water compauv. u urivate corporation organ 1 ized and existing under the general! laws of the state of Oregon, of the first part, and the city of Astoria, iu Clatsop county, state of Oregon, of the second part, witnesseth: That for the consideration herein after expressed the party of the first part covenants and agrees that it will furnish a good and suiiicient supply of pure fresh water from ono or more fresh water streams above tide , water, to the inhabitants of the city of Astoria and water to the city of Astoria for fire purposes. That tho reservoir from which water is supplied shall be located at an elevation of not less that two hundred feet above tide water, shall be capa ble of holdning not iess than two millions (2,000,000) gallons of water; that the main pipes from said reser voir shall be nut less than six inches in diameter and the distributing pipes shall be-not less than four inches iu diameter, and shall be laid iu such manner as shall be directed by the committee on streets and public ways. The party of the first part also agrees to supply water for twenty (20) hydrants at its own expense to be furnished and at its own expense to be placed in thejstreets and under tho control of said city, and placed at such points as said city shall direct, and said party of the firat part agrees to furnish sufficient water to throw from four hydrants at ono time, of one and a quarter-inch nozzle each in case of fire for six hours continuously, and with sufficient pressure to throw tho water to a height equal to eighty fc-et above the level of the block on which tho Custom House in said city stands, and will also furnish water for two hydrants for two hours each week for hose practice. Also to fur nish and supply said water for coun cil rooms and engine houses, city jail, and town hall, and any other building or buildings tho said city may use or erect for city purposes during the continuance of this contract. The said party of the first part also agrees to conotmct its raid loaeivoir iu a good and substantial manner of earth, stone, brick and cement, and that the pipes URcd to convey said water shall be of iron and of suiiicient strength to bear a pressure of not less than 140 pounds to tho inch. The party of the first part also agrees with the party of tho second part that after having laid said pipes in any of the streets of said city that it will place the said streets in as good repair and condition as they were before laying said pipes. It is also :igreed that Baid city may place as many hydrants in said streets to be connected with said water pipes, as it may deem best, to protect the said city from fire. It is also agreed that said party of tho firat part will furnish a sufficient quantity of water for the purpose of filling and keeping full anv cisterns which the city may build or construct for fire purposes, and said party of the first part agrees to complete the erection and construction of said water works and have the same ready for use on or before the first day of August, 188J3. And in case said water works are completed and ready for use at an earlier date, then the monthly payments shall commence from the date of said completion. That in consideration of said water being furnished as above provided and for and during the period of fifteen years tho said party of the second part agrees to pay to said party of the first part the sum of one hundred and fifty dollars per mouth each month during the said period of fifteen years, and for each additional hydrant more than twenty, the sum of one dollar per month each, payable monthly. And said party of the first part agrees to so furnish said water for and during tho said period of fifteen years from the time said supply is commenced. The said party of the first part agrees to furnish good and sufficient bond to the said' city of Astoria in the sum of ten thousand dollars to enauro tho full compliance on its part with the pro visions of this contract. It is further agreed that said party of tho first part will not at any time charge a greater rate for furnishing the city of Astoria, or any of its inhabitants, with said water than that paid by th citizens of Portland, Oregon, for water at thoj present time. Sec 2. Tho said Columbia Water k Company 1b hereby granted the privil- j ego of using the streets and public ways of the city of Astoria for the' purpose of laying water pipes therein.
