The board consists of Col. Thos. S. Stuart, Lieut. Col. A. H. Mendell, Lieut.-Col. Wm,P. Craighill, Lieut.-Cyrus B. Corjistock and Capt. Chas. F. Pow ell. They come here to make ex amination of the bar at the mouth of the river, and to report upon a plan for its improvement. They are also empowered to make esti mates of the cost of such improve ments. It will be seen that this board is invested with considerable authority and discretionary power. It is now nearly two years since Gen. Wright and Major Gillespie submitted a project to a board of engineers composed of Z. B. Tower, John Newton, and Henry S. Abbott. These gentlemen re ported adversely upon Messrs. "Wright and Gillespie's icpoit, and since then nothing has been done with the exception of an occasional spasmodic attempt at "harrowing." During the last session of con gress an appropriation of $100, 000 was made for the improve ment of the Willamette and lower Columbia, "including the bar at its mouth." From prominent Port land sources of information we learn that that city proposes to take care of the river lws, and feels willing to let the 100,000 go to "the bar at its mouth," this time. An appropriation of 7',000 was also made, to defray the ex penses of the commission now en route -for this place. What we wish to call attention to is the necessity on the part of our citi7ens of leetiving these gentlemen appropiiately, of plac ing sundry conveniences and means of information at theirfciis- posal and'makUig. When Henry Villard came through here eleven months ajo, we all let him alone, and very likely would do the same if that gentleman were at the dock this morning, be cause he has all his plans fixed up, and our relations with hi in or his with us depend entirely as a com munity on how intimately we enter into his plans or affect his inter ests. At present we are of no more importance to him than to Arabi Bey; but in the case of this board of engineers it is different and airy favors or accommodations that may be shown them will not be thrown away. Set en Kiddles. The Berlin Academy of Science is one of the most noted institu tions of the kind in Europe. Its members,-though mostly mateiial- ists, are not wholly composed of that school of thought, and iome occupy the middle ground be tween theism and deism. Amonjr these is Prof. Reymond. In a late -address delivered by him on the "Limits of Natural Science,' he propounded what he called "The Seven Riddles of the World," riddles which have never been explained, and which never can be explained by mechanical laws. We have never seen a more con densed amount of metaphysical speculation than that which he presents. The first "riddle" is the nature and essence of matter and force; second, the origin demotion; third, ongin of life; fourth, the apparent design of nature; fifth, origin of consciousness; sixth, the origin of national thought and language; scvcntli, Ihe freedom of' the will. From the days of Job, an Arab chief, who lived l.oOO years before Christ, .tojthe last meeting of. the Royal college, of science, these speculations have been thought over, but never solved. .Sensible Reaiark. A Washington dispatch says I Gen.Rosecranstoldan interviewing reporter who asked whether the Democratic committee had done anything toward carrying Maine: "Very few of our 'Oung men aie so clear headed as to understand that the franchise is a trust repos ed in the citizen, and uot an abso lute right which he exercises at will. You newspaper writeis should teach our young men this and keep driving in thrvidea till it sticks. Some of our people think they have a right to sell their votes and to insinuate that our committee would use money to influence voters to do something which, to say theleat, is not rom plimentary. A National Educational con vention now in session at Chicago is discussing some very inlei opt ing subjects. The moitifying statement was made one day last week that of the voters of this country thirty-two per cent, an unable to read the ballots that I hey cast. The statement is claimed to be incapable of contradiction. It is a matter of regret that it pos sesses any oi tne cieiaenis oi truth. The perpetuation of this country's institution- depends upon education. Maine holds her state election next Menday: the legislature to be elected has the choosing of the next U. S. Senators. It is consid ered certain that the legislature will be Republican, with a proba bility that the Fusionists will elecL their governor Plaistcd. Tin: Republicans carried Ver mont at the state election held last Monday. The Democrats won the day in Arkansas. Maine comes next: Blaine i stumping the rftale.
