The observance of the day is a peculiar one,and wbile'itbrihgs up sad m'ein qries of those stormy yearsof battle, it should not bring a trace of the bit terness that was felt when Lee .-. laid down his sword in the first glow of early summer seventeen .y$arsago. '.Tho mystic chords of -memory" reach back in vibratory measure to " those battle-fields jvKere the . brave men whose mempry-we commemorate to-day laid down their lives that "a gov- ' ernmant of the people, by tho people-Jind for the people" should not perish from the earth; but those chords that thrill ill woe, when touched by the memory of the past, must sound a sweeter strain of hope and comfort when touched by the better part of our nature that looks forward to the hopeful future. "When every chord has been sounded by the mad fingers of passion, and every string shaken bv the pitiless hand of pain; when the whole being can cry out from the depths of agony that it knows itself; then, and nut till then, can one read by the light of this heaven-kindled torch all the broken hopes, the unfinished . histories that blot and make - -illegible the heart scrolls of a nation's greatest, and reading them through falling tears ono must grow . very pitiful and sadly reflect upon the changes and mutations that overwhelm us all. Tho 30th of May has come to bo a general holiday, and whether it shall occupy a permanent place in tho scant list of our American holidays or not, yet it deserves to . be perpoluated if not perverted to . an improper or biased intent. In this connection it is with regret we notice that tho general in : charge at Vancouver has issued an order that none but the graves of the Union dead shall bo deco rated. This is unwise and nn--,- just. 'Tisnotso much the cause for which they died. We honor thepoor 1 handfuls of "dust that alone are left' of the bcaver men on both aictfes that 'fighting fell for what they believed, to be right, nnd it ill becomes those who rejoice in "the sunlight' of to-day to-refuse the poor meod of a fragrant bios . " " Kind Nature, "more morciful -i than.. her -.children, drapes alike the resting place of the Blue nnd "tho Gray, "and wraps in tender robes of her own weaving the lit . , tie grassy mounds iu colors the brightest, and flowers that will not fade in the morrow 'a sun Here, in Astoria, we believe none .?-? .... .. . . , ot the nation's ueaa are lata, so that we shall not eclebrato tho day " in spirit, yet m spirit wo are with the thronging, comrades that mourning deck tho graves of tho departed and pay them the tribute tkat the affectionate remembrance of'a nation accords them.' The Tariff Commission. The Administration have come to tbe conclusion that the interests of tho country should be repre sented, in. the Tariff Commission by tho best men attainable. If this be the fact, it is not seen how the Pacific coast can -be denied any share in the deliberations of that body. The" great" iutcrests of the country ail? not many. They aro iron, coal, wood, cotton tnnnufac ture's, wine, brandy, oil and tropical productions, drugs and chemicals, and a few lesser "interests. On suchW alignment oiir State can not entirely, be thrust -abide if jus-, tico btojbo.done. But the ques tion arises-whether, this is the orxact. shapo which tho Commis sion was intended to take. If all the interests, so-called, are repre sented, there can bo nothing but a give and tako operation. It can not be denied that there would be some advantage in that. Sections which now have not the measure of protection to which they arc en titled would have a chance to se cure redress. But the idea of the Commission at first was rather that it should be composed of men who are not interested, and who could speak with authority on the subjects -laid before them. To se cure the largest range of thought they should be taken from the dif ferent sections of the country. In this way" it was expected that a valuable addition would be made 1 to the rather scanty and unsatisfac tory literature of taxation. Cer tainly it will have to be conceded that the consumers should ha vis somo voice in the Commission. They aro the great body of the people. It is out of their pockets that tariff levenues arc taken. To surrender the Commission wholly to those who arc interested in get ting all they can produce or make, would.be a very one-sided pro ceeding, out of which no gre,U good would be likely to come.
