We are- informed, i'imt the run
of salmon in the Colw.mbin river &o
far, says tho Willamette Farmer,
has been extremely light. If this
be true, may there not be reason to
apprehend a gradual extinction of
this lordly fish in our waters: The
canneries have multiplied durinjr
the past few years' "In earlier
times there has been wanton waste
" so mauy fish were caught that
the supply glutted tho market.
To-day a decent kit of salmon is
hard to find in the city of Port
land. We have tried all the first
class grocery stores in vain, for
"fresh salmon bellies" such as we
used to geta few years ago. The
whole of the fish is now made use
of; jaws are put up in kits, labeled
"tips" and .are exceedingly nice.
Tho heads and loins arfe "pressed
for oil which finds a ready market.
When tfio' canning business was
new, thousands and thousands of
pounds were thrown away in the
cans, and at least one ship load of
canned salmon was emptied into
the Thames, condemned at that
foreign port as "swell heads;" not
having been put up properly, the
can's head bulged, to proving
wbrtbless.Thus a great waste was
made till experience taught that
.salmon canning was a science of its
own, and that expert canner of
other meats could not preserve
salmon. "'
California wakened early to the
necessity of guarding the fishing
interests, while we Oregonians
havo not only been wantonly de--stru'etive
of the salmon, but heed
lessly forgeting to provide an arti
ficial supply. Seth Green has
taught the world that itsh may be
bred like any other animal food.
Fish commissioners .in Californu
have conducted their operations in
a sensible w.iy byjireeding and by
protective laws, -so that nip to this
time there has been uo perceptible
decrease in the supply, but rather
otherwise, for there have been
more successful runs during tho
past two year.
There are some liberal, far-seeing
men in tho fishing interest, who
havo tried to foster this industry
here in Oregon, and havo been
willing to put money into it, but
others, too short-sighted and gree
dy, Tiave been indifferent to the fu
ture, and have succeeded in de
stroying whatever " interest had
arisen.- The hatching experiment
in the Clackamas river, near Or
., .
egon Citv, demonstrated that fish
could bo propagated in our small
er streams and so supply tho Co
lumbia, mid that too at a nominal
- expense. The business would
havo to be taken in hand by the
state, foril would he difficult to
come to an equitable- adjustment
of expenditures where the benefits
would ,be bo widely diffused. It
would b difficult to get concert
of action -among the owners of
canneries in consequence of di
version of'intercsts. It has been
said that the Clackamas hatchery
was a failure but it is not se: it
most clearly demonstrated that
with a little more experience a few
" years' time would find the Co
lumbiagood fishing grounds again,
It can scarcely be possible but
that this constant drain upon tho
salmon will tell in mournful num
bers of the loss to Oregon of one of
her greatest exports. "Let there
be early brought before tho Leg
islature questions bearing on the
fishing interests, for better protec
tion of the fish at certain seasons,
'"' 'Slid for providing hatcheries on the
various streams and there cannot
be too many of them either. If
this is not done soon, tho Columbia
will show many empty canneries,
with their useless nets swinging
from the" rotting piles."
We are not disposed to take
such a pessimistic view of the
case as our contemporary, but it is
evident that something should bo
doneto insure a steady supply,
and aid nature in propagating the
fish that form such an important
factor in our state wealth. From
'''hat we can learn it seems that
unanimity of purpose is the. most
required. In a general way all
are favorably disposed, but "what
is everybody's business is nobodv-s
business," and the matter hangs J
fire in want of some one to take
the lead and start it going.

surplus revenue for the fiscal year

one hundred and fifty millions of
dollars! Where is the authority
to impose such a burden of taxa
tion on the people? What consti
tutional provision exists allowing
the collection of so much more
money than is necessary to pay
tho expenses of our expensive
government? Two years ago
there was left the sum of SG5.000
000; one year ago there was left
$100,000,000; this year, $150,000, i
000. No one but the Lord and the ,
secretary of tho treasury knows how
much it will be next year. In
creasing so rapidly as does the
country in wealth and population,
the revenue of the government
constantly grows larger even un
der the same law, necessitating,
for that reason alone an occasion
al revision and over-hauling.
Yet Congress, the body in which
legislation is supposed to be
vested, contents itself 03 referring
to an outside and irresponsible
commission the whole question of
the tariff. This is right or wretur:
which is it?
Austkalia. is evidently a coun
try where a person can become an
extensive land monopolist on a
small investment. For a block of
laud comprising 4917 square miies.
in the north of South Australia,
$1 75 a square mile was offered,
and for another of o038 square
miles only S3 75. In the first in
stance tho land brought 7.4 cents
an acre; in tho latter a little over
5.8 cents. Ilere is a good oppor
tunity for - the dog-in-tho-manp-er

land grant. Let them hie to Aus
tralia and get unto themselves a
kingdom in the under side of the
world.
