Immense pressure is already being brought to bear upon the President in behalf of persons anxious to serve on the tariff com mission; and the applicants do not consider that they know nothing about the subject of the tariff, but are completely absorbed with the idea of $10 per diem and expenses. The President will, it is hoped, put some experts on the commis sion, but it will require all his nerve and determination to with stand the appeals of politicians. It is generally accepted here as conclusive that the commission will perpetuate its existence for several years to come, and if it makes any report at all at tho be ginning of the next session of Con gress, it will be merelv one of a preliminary character. Indeed, the longer the protectionists can .keep the commission in existence the better they will be pleased It mav be set down as a dead cer tainty that nothing will be done with the tariff during the life of this Congress, and if the Demo crats of the next Congress sur render to the straight-out protect ionists as they have now, any hopes the tariff reformers may have of a revision of the present tariff prior to the Presidential election of 1884 will prove groundless. Unless the sentiment of the Senate is verv different from that of the House we shall soon have a new Cabinet officer, to be known as the Secretary of Agriculture. The work so energetically pursued by Mr! Le Due while he was Com missioner Is likely to be crowned with succes long after that worthy but visionary person has followed into obscurity bis non-producing tea-plants and experimental toad stools. liut.Lo Due is not the first Commissioner who aimed to exalt' tho honors of his office. Ever since tho creation of the De partment of Agriculture the Com missioner of that bureau for the time being has been ambitious to bo . made a 'Cabinet officer, and through himself and his friends has constantly agitated the sub ject before Congress. The first Commissioner, Mr. Newton, took the view that he was entitled to rauk as. a Cabinet oficer" under the-l bill creatintr 'the Department of Agriculture, and demanded that he should bo admitted to tho Cab inet councils as a full member. Bills have been frequently intro durod in tho tvvo IIou'j.' to nuke tho he.id of the department a cab inet officer. Thev have been dis cussed fioin time to time, but have generally been looked upon more with ridicule than with seriousness. When Dr. Loritig, the present com missioner, was appointed, his friends said he never would rest until he had s-uccecded where all his predecessors had failed. He is a man of wealth and fine address, and, since his incumbenov.has en tertained as handsomely as almost any ono in Washington. It is an adage as old as the hills that argu ments addressed to the stomach aro most forcible. It may bo that the truth of tho old adago is asrain made manifest in tho fact that th house, with only seven dissenting votes, passed a bill to make tho commissioner of agriculturo a cab inet officer,.or it may be that tho motive and the causo of such re markable unanimity was an inter est in tho welfare of the agricult - urists of the country. Just how they will be benefited by making a cabinet officer of tho commis sioner of agriculturo will remain . forjthe futuro to demonstrate. The now executive department is to be under the management of a Secretary, who must be "an ex perienced and practical agrioultur- one or two sub-divisions should bo taken from other executive department of tho government to increases tho importance, of these. As passed, however the bill pro vides for only three bureaus, the sub-division of which already exist, in form more or less definite, in the Department of Agriculture, MISCELLANEOUS. The Bureau of Agricul tural Products is to include botany, chemistry, and etymology. These divisions already form the hotter part of the preseut Department of Agriculture, tho first two being important practical branches, while the third, although of i cal value, is the subject of great mirth to the non-agricultural members of Congress, who consider it great fun to ridicule the division of "bugology" of the Department of Agriculture. Tho Bureau of Ani mal Industry is to be in charge of a veterinary surgeon, and embraces in its duties tho investigation and reports concerning the number, condition, and value of the domes tic animals in the country, and shall provide for their protection from diseases and collect and disseminate information relative to breeding, importation and im provement of stock. The bureau of lands and statistics is to report on the resources and capabilities of lands suitable for stock raising. A second division of this bureau is to bo devoted to the collection of labor and agricultural statistics and crop reports; while a third division is to be employed in the collection and circulation ot in formation and statistics relating to forestry, the demand and supply of timber and tho preservation of forests being made its especial care. This synopsis will not im press any ono laminar witn me operations and conduct of the present department of agriculture with the idea that a new and orig inal work is to be nndertaken, or that the labors of tho department as now carried on aro to be ma terially expanded and dignified.
