At an early day in tho present session of Congress the Secretary of tho Interior was asked to fur nish a statement in detail of the nants of land to railway and other corporation the amount of each "rant, how" much each "corporation J, by " had earned by "tho terms of tho grant, to.how much" they have a possible, equity over and above what they legally earned, and how much of- each and all the grants is forfeited by non-compliance with the contract of each. Let us, says the Chronicle, make" this po plain that tho simplest mind can comprehend it. Every charter awarded by Congress to a railroad corporation that contains a grant of- land lias a proviso that the road contracted far should be completed in a certain time, or the grant failed. as to so much of the road as remained incomplete at the-lapse of that time. A road that was to be two thousand miles long, and had a grant of forty : square miles of land to the milo of road, would be entitled to patents for eighty thousand square miles or 51,200,0001 acres of land, pro vided the road was completed in the time specified in the charter. But, whether completed of not, it would have a legal right to 25,000 acres per mile of road for as many miles of road as had been com pleted and accepted by the govern ment commissioners within the time specified in tho charter. The grant to the Northern Pacific, for example, lapsed about the time that company had completed five hundred miles of its road. It therefore has a legal and clear " title to 1,-800,000 'acres of its grant. From ihat timo to the time this year's- statement of the Secretary of the Interior was made it completed, say two hun " dred rmiles moro; it therefore is supposed to have earned an equity of '5,ViO,000 additional acres. iThe remainder of the grant, 32,- s - i80j000,--is contingent on the pas- sago of an act by Congress, either recognizing the company's right to "an equity if it completes tho whole road oftustorrng the land to tho public domain. The Secretary's statement shows : - that the grants of land made to . six railway .companies, including, with others, the Northern Pacific, the Southern Pacific, the Texas Pacific and the California and Oregon,- aggregate 115,4."S,31-8 acres. Of thi aggegate legal title has been earned to 13,t5."l. 196 acrs before the lapso cf the giants.. Equitable title had been earned, or at least set up, to 14,- 201,314 acres for road built after the lapse of tho gran's, and S", 674,478 acres were in a condition to bo forfeited to tl e government absolutely at the tima this as iounding .statement was sent to Congress. The uggrogate of the ix grants covers an urea over 130,000 square miles; or, to quote the language of the Sfcrotary, "more territory than is contain ed in all -the New England states, New York, Pennsylvania, New Jersey, and Maryland." The area legally earned by the3e six corporations covers 29,091 square miles,covering a territory 'equal to all' of New England, ex cept Maine." And tiie area to which equitable claims is set up covers 22,2S3 square miles "a territory larger than Massachu setts, Rhode Island, Connecticut and -Now Hampshire." The area of tho remainder of tho grants, that part which is waiting on an act of Congress for restoration to the public domain," and to which tho grantees have neither legal nor equitablo right-, is 130,73G square miles "a-territory nearly equal in extent toNewEngland,NewYork, Now Jersey and Maryland, or to the three great states New York, Pennsylvania and Ohio." The Secretary remarks, in refer ence to -that class which wo call "equitable,", that "if the principle is admitted that the. corporations bavo an equitablo claim to land pro rata for each milo of road built since the expiration of the 01 tllc time set forth for tho completion j of tho rpads up to tho present) time," they will be entitled to so much in addition to that which they have legally earned. Right there is the feline hiding place in the meal. ForifthLsprincipleonce becomes admitted and established , ., . . law, then these corporations, , J every one of which broke its con-' tract, may, by the delays of (Jon-, .. -. . -. T ! gres3 io pass an act resxonng me forfeited land-83,G74,47S acres , or an area as great as that of the ; states of New York, Pensylvania ! and Ohio finallv secure lejral legal title to all of it. And this game I these corporations have played at Congress for the last five years, and appear to bo playing it suc cessfully for the present session. There is no present piospectof lbs passage of such an act this seion; but there is very fair prospect of the completion of the Northern Pacific, Atlantic and Pacific, and Toxas Pacific before another Con gress could reach the case and i - store tho land to the public do main. As to the Southern Pacific it is already completed, and hi already earned its equity in the forfeited grant. There is nothing in the history j of any civilized nation so moii- j strous, so stupid, so infamous as tho legislation which has turned over theso more than imperial gifts of land to the ownership of a few bloodless, soulless, aspiring and brutal corporations. It is a direct bid for the establishment and per petuation of a landed aristocracy in the United States as jnuch more powerful than that of Ireland as Franco is larger than Belgium, and as much moie able to defy tho government as an American Con gress, restricted by a written con stitution, is less able to cope with such a combination as tho British Parliament, which may make and mend tho unwritten constitution of the empire at its will. If Con gress faits to restore this 130,73G 6quare miles, of forfeited land to the public domain it will be guilty of -u neglect of duty-that must plant the seed and at some future day not so far off, either bear the fruits of a social and political revolution compared with whioh tho lato civil war was but a trifling episode.
