The bill introduced in the Sen ate by Mr. McDill, of Iowa, for the creation of a board of railway commissioners to consist of a civil engineer with practical experience, a shipper" thoroughly conversant with shipping matters, and either a specialist who has studied the railroad problem or a good lawyer is worthy of much attention. In his speech on the subject, Mr. Mc Dill expatiated on the the possible evil results from the present un limited power of railroad corpora tions in the regulation of rates and he argued tlmt since the pros perity of every locality depended upon its free commerce, there could be no question of the ppwer and duty of Congress to legislate in the matter. There is no doubt that the large railroad companies possess, under the present laws, a tremendous power. If they choose to discriminate against any city b raising the import and lowering the export rates, it must suffer a serious loss of commerce and there is no possibility of redress. I think the time is coming when transportation of persons ami goods will pass into the hands of the Government. There is surely as afuch reason for a National mo nopoly in this business as in the transportation of mails. JJui whether this is done or not it is highly important that the Govern ment should ta!:o some steps toward regulating the system by law, if only to protect itself from the possible arbitrary use by rail road corporations of the power thoy possess. The present com bination of the Trunk lines bo twoen the East and West by which the passenger and freight rates have been put up twenty-five or thirty per cent, is an illustration of the grasping ijiothods of these corporations. It is to be hoped that Mr. McDHPs bill will be adopted and the commission ap pointed, and that some healthy legislation will result. The whereabouts of Capt. How gate remain as much of a mystery as ever. It is not unlikely that we have seen the last of him here, though like Tweed he may turn up a wanderer on some foreign coast after a few months or years But it U evident his escape was shrewdly planned, ami as the Government offers only a paltry S30D for his capture the chances of a permanent escape are rather in his favor. His counsel assume to believe that he will turn up when wanted, but probability seems to be about as thin as the shadow, defined on an ice-berg in the region of the north pole. Theie is something in the atmosphere of Washington that creates a public sentiment in favor of such men as Howgatc. Some how it isn't legarded wry wrong to steal from th-i government, by a large portion of the resi dents of the capital, probably be cause we have so many here who have done it. When a man who has had his hand in the crib gets into trouble, they all instinctively hope ho will wriggle out of it. Brady, the star route robber, dines and wines prominent people while under charges, and when Howgato took French leave there were plenty who said, "well, I'm glad he's got away.'" "Howgate was a clever fellow anyway; hope thoy wont't catch him." There is often a readiness to take this view of things, even among pretty high authori'ios, and so it goes, on the principle of a fellow-feeling. Howgate has a lovely wife and daughter here, both of whom are in great sorrow. The latter is just out of Vassar college. Since the agitation of tho Chi nese question in Coagres this winter there has boon more curiosi ty than ever on the part of the seekers in that line to investigate a W ttftttMHWj the mysteries of Mongolian ways at tho Legation here. The diplo matic represonsati ves of China hcr.i are cultured, high-bred people, yet, of courso, thoyare Chinamen and women, and about their residence may bo seen many Chineso works of art and curious things character istic of the race. A few days since i well-known gentleman of this city called at the Chinese Embassy and requested of the Miuister the privilege of bringing two or three I friends to call. The minister was somewhat embarrassed at the re request as it was not exactly in ac cordance with his ideas of eti quette, but Oriental politeness forbade a refusal. The next night, to his great dismay, tho enterprising American invaded the mansion with a delegation of thirty odd sightseers, of whom the majority were ladies. It was soon evinced that they came to spend iho evonincr. Tho wifo of the Minister was up stairs and not mix ing in society, according the Chi nese law and custom, she could not make her appearance. The Minis ter, unable to speak a word of English, and, as it happened, with out few of the members of the Embassy around him, did tho best he couldio entertain his une.xpcct edvisitors by the aid of this interp reter; sot refreshments before them, and permitted himself to be gazed at until curiosity was satisfied. On departing the visitors all ex claimed to oach other of the lovely time they had, but there may be serious doubts as to whether their Lost could say the same. Tho Peruvian claim investiga tion which was dry enough dur ing tho cxaminatfcm of Shipherd, assumed a very interesting phase when Mr. Blaine was called upon to testify. It was very refreshing to notice with what ease and com pleteness he at once disposed of the charges which Shipherd had brought against him. His testi mony has been plain, straightfor ward and to the point. No de clining to answer in his case, no convenient "neuralgia" his only wish, apparently, has been to have tho facts of tho matter brought be fore the public. His passage at arms with Belmont was very dra matic. He refused to sit down, and standing at tho end of the long Committee table, his tall fig uro imposing and even grand, each sarcastic retort and satirical remark fell with great weight up on the head of the "chief la.vyor," as tie called him, who underto k to "badger" him with his long list ofsmall questious. Blaine stood pre-eminent in the Houso for elo quence, and ho has displayed Ivs power to a remarkable degree even in replying to the simple questions of the Committee. His diction is easy and elegant; his manner graceful and he carries all before him. Ho is, in all probilhy the most eloquent witness that ever appeared before a Congres sional Committee. The wonk that passed between him and Bel mont would have been followed by a duel in the days of Webster and Randolph.
