At a recent annual dinner of the uClnb "Nationale," composed of young French Canadians in Montreal, President Cannon,- in proposing the.toast, ''Canada: Our Country," dwelt upon the subject of Canadian independence. He said their position to-day was a very dependent one, as they were not onlysubjects of the queen, but subjects of hor subjects. They aspired higher than that, and hoped to found a republic and a Canadian nationality. Circuru btances were in their favcr, and they were confident they would succeed. The toast was responded to by Hon. Mr. Mercer, member of the Provincial legislature. In the course of his speech ho said he had come to the conclusion that it was his duty to go even as far as independence. Their duty to Canada was fourfeld: "First, to maintain English constitutional government; second, to spread public education; third to develop the country's material resources, and fourth, to create a national sentiment so great as to obtain their full right5-. He had the greatest respect for Victoria botli as woman, wife and mother, and as a constitutional sovereign; but the child cannot always remain dependent on the parent, and the time was now come when Canada had become a man, and the sepa rating hoar had arrived." On the 4th inst., Senrttor Grover introduced n bill to pay all per sgns why, tendered service or fur mshed supplies in Oregon and Washington territory during the late Xez Perces Indian war and pensions to those injured in serv ice or the widows and children of those killed therein. This completes the programme for payment of all Oregon claims. Senator Grover'n first bill was to loimburse the .tao of Oregon for the Modoc war expenses which has already pa-ed the t-einte. His second bill was to reiinbtuse Oregon for expense1; incurred during tho war of the rebellion and Tndian disturbances, other than the Modoc, which lus been favorably reported by the senate ir.iiitiry committee, and this, his third bill, piovides for all special and ii regular individual cases not before provided or otherwise pro vided for. The Difference. Duhivg the month of April nearly 70,000 emigrants arrived at Castle Garden, Now York. During tho samo time reveral thousand Chinese arrived at vari ous Pacific port-. The Atlantic immigrants bring money, sinew, desire for a home, and all the in stincts for good and promise of fulfillment that their European institutions have started. The Pacific arrivals come under the vilest and most abject form of shivery; they are bought and sold liko cattle; they bring nothing in and take away all they can, and are a curse to tho country that endures tncm. It is worth recording and re membering that, in this nineteenth century, the most popular Ameri can poet, Longfellow, was ono who never wrote an impure word, or started a debasing thought. . Nor can one find in all his works an unkind or bitter expression. He used no invective, and theie is scarcely a trace of humor even in the poems that ho wrote. The Mmplest of his songs, which was ul.su among the earliet, namely, "Tho Psidni of life," expressed the motive with which he began, and which he kept unto tho end. His life "was real and oar'nost," and "the grave was not its goal." The Result of the Tariff Discission. The result of the debate so far has been to weaken the tariff. Opposition to it, criticism of it, and suggestion of specific changes have never been o freely offered from the Republican side in Con gress, while the semi disguised protectionist sentiment among the Democrats of Pennsylvania and Ohio has never before, when the question was up, been so com pletely repressed. The discussion ' reveak a more decided Democratic j opposition to the tariff in the House than in the Senate and so i far as the tariff shall be given ! prominence in the next fall's can- j vass for elections to Congress, the Democrats will unquestionably take more advanced, decided, and definite ground for reform thnu heretofore. This will prob ably have considerable effect in tho states of Ohio and Indiana particularly, where local qucsUo:''- appear likely te weaken the Ri publicans. On the other hand, says the Now York Times, tho Republican sentiment in favor of tariff reform is much stronrr-' er in the House than in thej Senate, and will have its effect in ' the coming elections in Kana, Iowa, Minnesota and other western and northwestern states. It i a reasonable inference from the indications thu' far afforded in the House that the next House will have a decided majority what ever its political complexion in favor of a very substantial tariff reform. Theise are many phenomenal disturbances of the elements this year, but we know of nothing. more calculated to sujraest a sense of impending retribution for our national shortcomings than the news by tolograph in reference to the growing helplessness of our worthy vico President cle facto, David Davis. It eeins that he has already broken three chair-) in tho senate, and until one nan he specially built for him he must, while presiding over the Senate, oither sit on the vice Presidential desk, or dump himself on the steps. This will be a popular measure, and congress will be sup ported by the public in making such a reduction.
