Mayne Rcid, an English man of some prominenco in the litprarv world, is contributing a series of articles to the New York Tribune concerning the every day life of people across the water, and speaking of rural life in England he contributes this, vouching for its truth and claiming that it is the opposite of exaggeration; "On the lowest round of Eng land's social ladder if indeed on it at all is the Farm Laborer. Politically, as socially, he has no status -whatever; neither an- in an economic sense, his pay being the least in the land, and barely enough to keep body and soul to gether. Yet is he often a manly, noble fellow, morally and intel lectually the equal of those who employ him; aye, often their su perior. Between him and them there is little or no differenco in breed or blood; only the accident of some money on one side with noue at all on the ether. But the education, refinement and manners which the possession of means might be supposed to bestow are not marked characteristic of those who in the social scale stand im mediately above the farm laborer; while in practical and useful knowledge he is more than a par with them. Money he has none; nor is he ever likely to have it. Out of twelve shillings a week or scant three dollars his wages in most parts of the country laying by as much as a single sixpence would be a problem to pnz7le a miser. For be it understood that they aio "board wnjiASt" out of which'hc must maintain himself and,ranyly1led,,j'cliiqtbe and keep a rooiovex iheir heads, besides pay- ,ipg rates atyl taxes. 1 he poorest -proletarian -and humblest house- holder'irV England i not beneath the notice of the tax-gatherer, nor exempt from his periodical visita tions. In giving twelve shillings as the weekly wage of a farm la horer, I put it at its maximum in most parts of the country; for in most places is he only too glad to get this, and thinks himself among the favored ones if he can secure a contract for it throughout the whole year. Unless a first-iato hand, that he is nor always able to do; and in many districts ten shil lings or even nine is a common Hcale of payment where it i- per manent; le.s still if he be aged, or otherwise not up to his work. Considering that beef is rarely un der 20 cents :t pound, mutton about tin same, and other .-.oris of fresh meat still dearer; that bacon of good quality is IS cents, and flour usually over '2 tho bushel; that his cottage of two or three rooms stands him in rent 820 to $25 per annum, it needs. little arithmetic to figure up the amount of life's luxury possible to his po sition. Enough of life's misery is there in it, howover, and more than enough, for the worst is not yet told. There may be days of rain, and are, not unfrcquently a week of it, when his wages cease, aud want enteia his cottage. Or ho may be laid up with sickness, a lengthened spell; then tho want comes nearer to what might- bo called famine a diet of baro bread and water, even in stinted allowance at that! Such cases are by no means rare. In my own neighborhood, comparatively a prosperous one, I hear of them al most every day, and too well know them to exist. The labor he gives in return for the above petty wago is greatly out of proportion. His regular hours of work aro from 0 a. m. till C p. it., it half hour being alowed him for breakfast and a whole one for dinner. Unless his cottage chance to be close at hand he does not go home for either meal, the time not permitting it. They are brought .with him in his little bag or "pail," and eaten by the ditoh side, even in wir.tor; or if work ing about the farmstead, tho repast will bi mado in tho cart -shed, barn or other outbuilding. As to his sitting down to a sproad table in side thfj farmer's house, even the kitchen of it. that is an occurrence of the rarest, and eating at the farmer's own table a thing alto gether unknown to him. Poor is the fare he subsists on, the very, commonest and cheapest to be procured; at best only bread and boiled bacon, cold of course. He ! deems himself well off with this, t and cannot always get it, often ' having to fall back upon a "bloat- i er " (salt herring), eaten cold too. But of all the food commodities purchasable by him, cheese is his chief staple and stand-by. It goes further for the amount of money expended, and many a farm laborer, both for breakfast and din ner, has naught but this to "kitch en" his bread with. Such beirm the condition of the English farm laborer, it may be asked why he submits to it, "with wonder at his not running away from it. Why doesn't he better himself bv emi grating? Tho question is answered by asking anether: How can he, or could he, emigrate? To scrape together means sufficient even the bare passage money for carrying himself and belongings across the Atlantic would call for the hoard ing of years, alaiost a lifetime." The facts given above by one "to the manner born" are sufficient reason why such universal discon tent prevails, and constitute a suf ficient answer to men who grum ble at this country and its mas nificent resources, while they achieve greater success by indus try than they could ever expect in the land of their birth. Matiiew Arnold has been writ ing about the Americans in the last number of "The Nineteenth Century," and he says some things which are not just nor cor rect, but also tells some truths whichare not properly recognized He declares that one of tho great wants of tho country is a good system of secondary schools, Our statesmen of smaller calibre have for some time boen trying to hav) public education re stricted to the merest rudiments, Every other civilized country uimor wo sun line a larger pro portion of its youth iti itb liisrher educational institutions . The average of mental ability and general attainments, was groatr-r among the public men of America in revolutionary days than at the present time. The demagogue's plea against anything except what ho calls "a practical education" has had by far too much influence, and mainly accounts for the low tone of the publio service. Sii-VATOn LxritAM, of New i'ork, opposed tho ten-year anti-Chineae" bill because he believed that it would disturb American relations with China, being against tho in terpretation put upon the treaty by tho Chinese minister. The opponents of tho measure in con gress committed themselves to tho principle that all proposed legisla- tion which may affect a foreign country must be submitted for the approval of that country. If for eigners do not liho what congress desires to enact, it must become the duty of the President to in terpose a veto. In effect, tho veto power is to be lodged with every foreign minister. And he can be privileged to call the members by opprobrious names if they pre sume to pass measures that do not please him. That will be accord ing to tho precedent that Lapham and the rest of the pro-Chinesoset are approving, bupposo that the existing tariff system be submitted to tho British minister, and his advico be taken. What do our New England fellow-citizens think of that proposition?
