The following from tho Portland Standard has some practical sense, hut does not cover the entire greund: The people, we believe, are to vote upon a very important con stitutional amendment nt this elec tion. It is proposed to change the present limit of fort- days to sixty, and in place- of 83 per day for the membera to 3. under our pres ent apportionment, this change would greatly increase the ex penses of our legislature, and the people should consider it well be fore they create any additional burdens. We are satisfied that the present pav of members is inade quate and should be iucrcased. But we aro equally .-atisliecl that the Legislature is loo large for our population. If it is proposed to increase the salary, the number of senators should be reduced ono third and the house the same. By this means, tho increased expense would not be materiil, and we aro satisfied that sixty good tnombcrs would enact more useful legisla tion in forty days than ninety do under the present salary. Wc do not regard it necessary to extend the length of the sessions, but we deem it of tho greatest importance that the time of the meeting of the legislature bo changed to a later date in the year, say to the hVt Mondav itt December. Tho ses sion now begins at tb very busy season f the year, and men who would be willing to serve tho peo ple at almost any other tiiiirt can not afford to neglect their business interests to g. to Salem at any price. The reason-, heretofore ex isting for meeting in September will not ovist after I lie next p--sion. It has been argued that the members from paste: n Oregon could not depend on getting houio in tho winter, and that travel for southern members was too bad. Within the uevtyoar rail road - will accommodato all parts of the state, and wo itoini tho legislature will make the change, at its next m-s-mon. No member should bv elect ed to the iegiilatuto who is in favor of the increase of pay, un less he is also in favor of reducing the number of member-, m as not to increase materially the e.peu--n. In addition to the above it is in order to say that the Mate should be redistricted. At pi cent it is ridiculously tlis-jirojiortioimto. Here in Ciatsop county Vc get but one senator in connection with Colum bia and Tillamook otintios, and one representative in connection with tho last named county, Co lumbi getting one singly; while ih5 facts of the ease would justify us in having u senator and two represenatives from this county alone. A more even distribution of representation would be satis factory and need not militate against a certain reduction in tho total assembled at Slem to legis late for the commonwealth. Governor Thayer is of the opinion that the legislative assembly must first take steps to submit the pro posed amendment to tho electors of tho state; so that it will be one of the first things for the legislature to do. In tho meantime tho mat ter of constitutional amendments will not be. anion? the things to be voted on at the coming elec tion. Darwin's Creed. T111: recent death of Darwin, whose name is indissolubly con nected with the theory of evolu tion, has given renewed impulse to the discussion of this and sun dry matters. Darwin and his be lievers havo beeu charged with a desire to overturn existing schemes of theology, when it would appear from his life that ho was actuated solely by a desire toobtain the truth. He has given an excellent defini tion of tho theory of evolution, which,, however, thoughit is often called by his name, was not origu titsd but only widely diffused by hire. He bays, la a tontence, ("Those who hold hc theory of evolution conceit o that there aro grounds for b.elioving that the preterit conformation and composi tion of tho carr.h's crust, tho distri bution of land and wator, and tho infinitely diversified forms of ani mals and plants which constitute its present population, are merely the final terms in an immense series of changes which have been broughtabout, in tho course ofim measurable time, by the operation of causes more or less similar to those which are at work at the present day." This Is tho doctrine as it is generally held. It will be observed that tho ideas ol an original creative energy, and of final cause, nro not nt all pre cluded. That tho agitation of Irish nf- airs in Great Britain has been productive of some good, is iory apparent from the effort of English Conservatives to get the advantage of Liberals in the matter of an Irish Land bill. Tho proposition of the former parly to buy out all the landlords who aro willing to sell their cstatcson tho basis of twenty ouo years of the rent, as judicinlly fixed, has caused some uneasiness among the Liboial party, which fears that miuo political capital may be gained and lost thereby. Tho Irish peoplo are reported to bo in favor of a bill carrying out this plan, and tho Radicals are com mitted to its principle beyond hope of reconsideration. Of the celebrated Erskine, the lawyer, it was said that "'out of his wis: and gown he talked in a most gauche and foolish way; in it o that you would trust your lifts and fortune in his hands.'' And of Rogers the peet: "To the last ho could never resist the temp tation to say an illnaiured thing; thouo-h he- was alwavs readv to .
