HAttOClX I alitor. Independent Journalism. A "declaration of indeprn deuce," says Judge Tourgee, is as necessary to a modern jom nal hb to a new nationality. Just what "independence " in journalism means it would be hard to say. In one sense every man who runs a printing machine is at liberty to print just what he chooses, just as a grocer is free to keep tainted fish it' he likes and his customers free to buy elsewhere. This ''independent' journalism in the abstract means to be 'independent" of public opinion and public: sup port, to have an idea and to advo cate it without any regard to the influence it may evert on the sale list or subscription book. Such a journal was Garrison's Liberator and the Anli-Slaverv Standard of a feneration aee: and such is everv periodical that is founded and conducted for the purpose of advertising a particular thought, principle or interest. In this sense, an avowedly Democratic paper in Vermont or straight-out Republican paper in South Caro lina, is the most "independent paper on the globe. They are maintained .-imply and solely for the purpose of disseminating certain doctrine?, and this they do without regard to conequenees to the circulation! Such spccial-i'lea journal are gieat public educators. Paper pellets, if thrown long enough und with enough -elf-forgi-tfulnes-i, will battle down any Gibraltar of Mror They may and do shape and control public thought. Be ing independent of their readers they are fit'e to ad i ovate what their conductors believe, without reference It) the succ-j-s of the journal. In itspteseiit acceptation, how ever, "independent" journaliMn is the very le versa of this. To be "independent now, it is claimed, is to be without purty, without sect, without ami, except to secure and hold a circulation; to be in hort a "business" journal, which may be on one side to-day and on another to-morrow, as its conduc tors may see fit to change or his opinions may vary. Yet "independent" as now used doe? not mean free from bias. The journal that most loudly proclaims it independence is not unfie qucntly noticeable for its intense .p.irti.saihip. Xu uu is misled by the use of I lie teim, because no one attniiutei to it any significance at all. It is e. peeled that a leligious . journal thauproclaiins iiself "inde pendent f. sect will be a little narrower and more bigoted than one that nails its colors to tho mast, lest some one liouid throw suspieion on its orthodoxy, while a political journal thai elain or mo-t loudly of independent; may usually be counted on to lam poon and vilify wjth exceptional rancor'. This sou of "independent" jour nalism is also called 'busines-" journalism, which i- much nearer the truth. Journalism, as a pro fession, is a follower rather than a leader of "public opinion. ThcHn dependent" journalist has his eye forever on the subscription list and advertising ledger. It is altogether proper that he should. Thence cometh his sustenance, and he is a genuine caterer to the public ap petite. It is a thoroughly honor able and legitimate business, ie gardeil as a business, but it is alto gelner wrong to attribute to it judicial impartiality, independence of thought in any legitimate sense, or a mission to enlighten public opinion. It goes where the wind of public sentiment blows it. andia a weather-gauge tatlier than a guide post. It is quite light that it should be'so. The House will soon take up the Tariff Com mission bill, and it isaid that 100 ' speeches will be delivered before, a vote is reached, if full discussion is allowed. Much of the HouseV time is consumed each week by i the assignments for the introduc tion of bills, the presentation of reports, and action upon private bills. There are only three days each week in which real progre-s can be made with any important bill. The commission bill may demand the attention of the house for a month. If it is passed, some reduction of internal taxation will be demanded. The recent de-' eisioti of the supreme court will I cause efforts to be made to revise ' the sugar tariff at this session. If the commission bill be defeated, the hou-e will be brought face to face with the ques tion of tariff revision and a long discussion cannot be, avoided. There is also the bill to begin the construction of a new navy, the Geneva Award bill, the bills for postal savings banks and steamship 'mail subsidies, the Inter-State Commerce bill, the bill ; for extending the existence of t National banks, the bill to -end J all private claims, to the eouit of! claims, and others which will come before tho House and will consume much time. Congressmen who desire le-electiou will earnestly support bills for the benefit of their constituents at this session. On the other hand, the reappoint ment of districts in several states may lead some Congress- j men to seek an early adjournment in warder that they may become acquinted with the new distribu tion.
