Our own American Congress furnishes ma terial just at present for a simliar literary creation in its pranks and antics on the proposed revision of the tariff. "One hundred -find slxty-Gvo members of the House," says a "Washington letter, "have already entered their name on the Speaker's roster for speeches upon the tariff, being moro thanone-hulf the whole, body, Deducting the days set aside for social subjects. these speeches at the rato of four a daj', if delivered, would carry the debate up to the 1st of July." The intention of the monopolists, when they contrived the commis sion scheme of delay and indefi nite postponement of reform, was to hurry the bill through Congress with as littlo discussion as possi ble. That plan succeeded in the Senate, where only a few speeches covered the ground on both sides. But if the present temper should hold in the House, a free and easy debate, sufficiently prolonged, would be apt to bring out an ex pression of sentiment from the country that might materially in terfere with the plans of monopo lists and their commission, which, practically considered, means a now lease for the existing tariff until 188C. Suppose the hill of the Senate to pass the House, as would bo the case on a direct vote at this time, what wouldriaturally happen after ward? The commissioners are to report on the first Monday in Jan uary, 1883, when Congress would be enjoying a holiday recess. That report would be referred to 'the committee on finance in the Sen ate, of which Mr. Merrill is chair man, and to tho ways and means in the House, of which Mr. Kel ley is chairman. Mr. Merrill and Mr. Kclloy are two of the most extremo protec tionists we possess, and they be lieve in the doctrines .which they preach. Nobody supposes that they would hasten to bring for ward any bill that would aim to impair a policy which, according , to their peculiar theory, is benefi-. cial to the country. Hence, with this power lodged in the hands of two chairmen, it is absurd to .suppose there would bo any serious attempt at legislation next session, even if the commis-. sionors completed their task. Fail ure at the next session would throw tho subject over until the winter of 1S83-34. Then it would be necessary to revive the com mission, or to pass a joint resolu tion reviving tho report of the commission, assuming it to be made conformably to the bill as it passed the Senate. - That would bring the question before Congress, if at all, on the eve of the two national, conven tions, and tho Presidential election in November, 188i. By common consent it would go over, not to bo touched until the new adminis tration, came into power, in tho President's first massage of Decem ber, 1885. The commission bill, therefore, means in plain English, five or sixliundred millions of profit for the monopolists during this po riocfof delay, to be oxtortod from the .taxpayers by a device of de ception. If discussion in the House will kill this jobr for it is nothing elso when clearly under stood, then wo hope it may con tinuo all summer, until Congress sjiall bo compelled to deal frankly with'the country, and to bring in a bill of honest revisoin. Tho enormous sum of 65,000,000 is this yoar ap propriated for tho caro of our na tional wards, which, in plain Eng lish means the supplying of them with food, blankets anil rifles dur ing the winter that they may make it lively for the frontier set tlers in tho summer. It would be interesting to know exactly how much of that five millions goes to the Indian, and -how much to tho agent land his satellites. Theee seems to be a strange fatality about Blaine's South American policy. It is not yet a year since its inception, andall the prominent actors in it on the part of tho United States are dead; while Blaine, himself, is relegated to private life. Catiiouc journals authorita tively announce that tho Pope has no intention to leave Rome for the purpose of establishing him self in any other 'European or American city. DIED. CLOUGH.
