w ASTORIA- OKEUON: WEDNESDAY -..APRIL. 12. 18S2 J. F. HAIXOKAX. Editor. The Tariff. Tins vexed question comes next in otdei-. There has been a good dealpf mauoouvcripg for positions by thl-J.yo parties Jn congress. Ont-class desired to take up the schedule ofduties item by item, and adjust the rate in committee of the whole. The other proposed to refer the - same subject to a committee which should agree as far as possible on minor details, and report an' material differenco in principle. The bill for refer ring the tariff to a commission was so low down on the calendar that its friends were fearful that it could not bo reached in time. The other side equally impatient for the fight agree to aid in pass ing over and otherwise disposing of the intervening bills, so that a fair comparison of views may be anticipated at an early day. Both free traders and protectionists hare, however, undergone a ma terial modification of the ultra doctrines of the past. There are few who now deem all indirect taxation unconstitutional, and think it the bounden duty of Con gress to discriminate against pro tection. On the other band many of those who favor protection as a means of fostering American fabrics into competition with the foreign article, think it is timo to take down the scaffold when the building has been erected. There are those who insist upon main taining the duty on sugar for rev enue only, but are unwilling to rote a tax on foreign cloths or shoes becauso it reduces or de stroys the receipt of revenue from that source. The protectionists have always beon in favor of lib eral expenditures becauso it con. tinues the necessity for high du ties, and they even promise a re duction of internal revenue bj seventy-five millions upon the same motive. It is just possible that enough members may cros over on each sido to deprivn cither of the parties to which they belong of the right to charge the Demo crats with being free traders, or the Republicans with being exclu sive protectionists. If the matter could be taken from the political arena to the purer field of states manship, it would be better for the country. It seems that hundreds of ppo ple wrote to Garfield, suggesting matters whioh they thought should be included in lu3 letter of ac ceptance. This surprises General Grant, who wrote his own letter of acceptance off-hand, and did not trouble himself to give any ox pression of his views on public questions. But the circumstances were quite different. Hayes was elected on the strength of his ad mirable letter accepting the nomi nation and his promise not to bo a candidate for a Fecond term His letter was of &o muoh import ance that Garfield could do no less than follow his example, and his letter had moro influenco during the campaign than the platform formally adopted by tho conven tion. On the Chinese question, he repeated and emphasized the declaration in the platform which so many Republican politicians have lately repudiated to tho lasting disgrace of themselves aud their party. The veto power on the part of the sovereign exists in England, but has not been exercised for two centurios. It ia praotically obaolete,"and to revivo it would 'bo regarded as a dangerous act of "ursurpation, and almost revolution ary. It will bo better for the United States when this extraor-dinary'-power on the part of the President! circumscribed with definite rules, and limited only to tbo most critical occasions. The Press says: "The death of-Charles Henry Foster, one of the editors.of the Record, was an nounced -yesterday.- Not many of the thousands to whom the news came with the morning paper ever heard his name before, and yet there are few men whosclives have been more unostentatiously useful, or morequietly heroic." The clergyman has the stimulus of living and admiring congrega tions and the advantages of utter ances that are to his believers exempt from controversy or criti cism; ho has also his vacation and the social backings of a liot of aetivo friends, but the man who dovotes his lifo to journalism, works unceasingly, lives unknown, and diea in obscurity, and yet such men as Foster, and thousands of others, by their daily contact with the minds of the people do not live or dio in vain. They have the consciousness that they are of the salt of the earth. It is enough for them to know that their work is done, and if they make it a matter of conscience, and do it well, the' must in some way reap their earned reward, if not here, then in somo bright and airy man sion of tho skv. Tiieee is great commotion in England about tho construction of the tunnel under the British channol to connect with Fiance. It resembles tho outcry raised in America against the Panama canal scheme of Lessops. 'Tis said th.it tho tunnel cannot ba built any wayyon &o ount of geological ob structions which are insurmount able. Then, it should not bo al lowed, because tho Fronolunoii might come through it somo night and capture the Kingdom. The idea that the Englishmen mijrht maico such an excursion into France, has not yet dawned upon them Tho fact that either gov eminent can flood it any moment ought to erefuto such objections. Tho bottom of tho opposition is tho steamship and transportation interest. They are making uso of tho plea of public safety there, as our speculators have been using tho Monroe Doctrine. The absurdity of allowing pri vate claims by Congress is well il lustrated by a recent bill which passed thoSenato to pay two thou sand dollars to an army officer. Ii ippeare that this man, thirteen years ago, was stationed on the frontier and occupied a log house, ft was burned and he claims to have lost a largo araouut of jcvvelery, fino clothing and such, tho inven tory being something of a satire upon the hardships of officers, on tho frontier. Senator Edmunds declared, in the recent discussion, that by tho prin ciple of this bill tho United States becamo tho insurer of property of eTery person engaged in its scr eice. If the bill becomes a law every man in tho civil service ought to have like protection, and be rolieved from the cost of insur ant his household effects. The Alta says that "tho jury system in San Francisco is a farce, and its results a mockery of just ice in nine cases out of ten." Tba't is an opinion which has long been entertained by peoplo in other places, where it would ap pear as if there were somo system of jury brokorage; tho same men manage to get upon a great many juries, and somehow make a living out of it. The law presumes that any man whoso name is upon tho assessment roll is competent to sit as jury man, and this is one of the cases -where it would seem that man was made for the law.
