Tue matter of personal contact is all that our sentimental "Father-hood-of- God-and - brotherhood-of-man," brethren of the East need to find out for themselves what kind of a factor in our civilization "the little brown man is." Dis cussing the question of forbear ance under present grievance the Alta sajs; "China is shipping us every month more coolies than there are Europeans in -all the treaty ports of her Empire. We see no means of rodross except by forcing a few thousand -coolies on the East. Let us flood Now Eng land witli those jaundiced slaves and see how thoy like them. If we send them a cargo they cannot keep them out, unless thar can prove that what is law for San Francisco is not law for Boston. We propose to wait until wo see what shall bo tho final outcome of our trouble and then to net promptly and vigorously. If we hurt tho laborers of the East, thoy have only themselves to thank, but we -are only stating cool and unvarnished facts when wo say that in twenty-four hours we can raise enough money to transport two or three thousand Tartars to the delioato and civilied centres of culture in tho East, and that when wo make up our mind to do it thero wiil'bo no diflioulty in ac complishing our purpose, the Six Chineso Companies and thoir Minister notwithstanding-" It would bo a good plan. Practically, thorefore, if everything else is fa vorable, tho admission of the stato will depend upon tho individuals who take tho census. If they fa vor the scheme tho quota of people will be found within tho proposed limits, whether they are nctually there or not. Ovke one hundred and six thou sand dollars, said to bo the largest sum ever contributed ior such a purpose in so short a time, of which seventy-five thousand dol lars was raised in Cleveland, tho remainder in overy state and ter ritory, and foroigu countries as well, have already been given for a monument to President Garfield. It is proposed to make the work national and apportion tho entire sum to be raised, two hundred and fifty thousand dollars, after assign ing one-half to Ohio, among tho different states and territories in proportion to wealth and popula tion. Tho American people have shown their appreciation pf tho late President in more ways than one and thoy will be only too wil ling to raise the sum now lacking to make the fund complete, whenever the monumental association shall bo organized and the collection and disbursement of the fund systematized, which, from all ap pearance will not long be delayed. With Mr. Trescott'.s aid Chili, with much show of yielding, has consented to these terms as soon as Peru can make or find a president who is satisfactory in overy way to tho victorious country, and who, to secure his olection, will jump at the chance to become presi dent over a dismantled country. It has been generally understood that this countrj sont an envoy into South America to preserve tho autonomy of Peru and Bolivia, and riot to minister to the greed of Chili.
