By so doing tboTacific . Coast is lost to the'Ref ublfcarf party at" the next Presidential election. We speak of facts that exist; that would ob tain -whether they were com mented upon or not. Every one knows that the -Republican Convention at Chicago in 1880 promised that something should be done to stop this Chi nese curse; everyone knows that the Republican element in Con gress did its best to defeat tho bill, and crawfished in 1882 from what thoy promised in 18S0. Every one knows that had it not been for the Democrats that tho bill wouldn't havo passed; everyone also knows that -this Chinese ques tion was THE QUESTION at the last presidential election; that it was tho Morey letter that carried .Nevada and California for Hancock, and now to further stultify tho party, tho President vetoes tho Hill. No matter now whether Congress passes tho bill over bis veto or not, the mischief is done,and tho Democrats have capi tal enough in this silly business "to carry the coast in '84. In making up the returns tho Re publican party leaders can trans fer California, Oregon and Nevada to the Democratic columns in the next national fight. ' Necessary Legislation. In conformity with our present assessment law, says the Roseburg Independent, each party is allowed to deduct- from tiio valuo of bis taxable, property the amount of his indebtedness within the state; in cousequenco of which, a large proportion of the real estate in most counties" pays' no tax into the county treasury in which the same is situated as most all extensive money lenders or their agents, who take mortgages on these lands to securcthe payments of thor loans, reside in Portland. Under our present law theso holders of real estate mortgages pay no taxes in the county where they make tho loan;, and in manv cases bv somo pretense or other, escape paying taxes on a large share of their notes and mortgages in the county where they do reside. The result'h, that nearly all agricultu ral, counties of the state contain thousands of acres of land which contribute nothing towards build ing roads or defraying other county expenses. Tho poor man is tho loser,, nsuallv, -as he has to make up tho deficiency out of his scanty means. Our asaessment laws should be mended at tho next session of our legislature so that each acre of land will pay taxes in the county where situated, which can easily bo effected, without injury to the borrower or mortgagor, by simply requiring all moneys loaned on real estate mortgages to be as sessed inithe county where thoso instruments, are now required to be recorded or where the loan is made. The people in selecting candidates for tho next legislature hould see that none aro nomi nated except thoso who are in favor of equal taxation and a just system of assessment .that will re quire the capitalists as well as the small property owner to assist in defraying the expenses of our lo cal government. Tho South Doesn't 'eed it. The Galveston News is moved to say that much relief may bo ob tained for the anxious minds of southern Democratic editors con fronted at their very doors with influential manufacturing interests, if they will merely, open their eyes to the fact that these interests, as a rule, do not need the protective tariff, but would eventually be greatly'benefitted by an anti-protection and liberal trade polioy. Tho protection of the present tariff system lias alwavs been of a very stepmotherly character, as the south wore concerned. The children of its natural maternity and true affection were elsewhere, and, pampered and overgrown, they have lorded over the "infant," stunted, ragged industries of the south with a ruthless hand. Sweep ' away the protective tariff, lavc men free from all needless "re straints as to production and ex change, and cheapen this way ma chinery and other essential ele ments of manufacturing enter prises located in contiguity to places whero the raw material is produced, and such enterprises will enjoy the best of all protec tion in tho natural advantages of their situation and surroundings. Given these conditions they will soon bo ablo to defy competition froni abroad, to command tho market at homo, and gradually to expand until, in many of the staple commodities of commerce, southern manufacturers will lead tho world. A -well-known protectionist, in a recent lecture in Brooklyn, de claring that the American larnii-r "produces forty per cont. moie than enough for us," asked, "where would the farmer bo if we dirt not havo a manufacturing population?" The answer is that he would prob ably be, in the same place with more than forty per cent, of his productions for sale abroad. But nno question suggests another. What should become of the Ameri can farmer if England should im pose a prohibitory tariff on'Ameri can breadstuff's? Free trade Eng land is the best customer we have, buying two thirds of what we sell abroad, but as she buys three times as much from other nations, she could drop us entirely at less cost to hersoll than to us. It is very pleasant to bo protected at home from foreign competition and at tho same time sell to a free trade nation, thereby occupying a sort of a "heads 1 win, tails you lose" positicfn; but it may not last forever. A little application to ui by England "of a doso of our own medicine would soon open the eyes of tho farmer when, in addition to paying exorbitant prices for the coat which covers him by day and tho blanket that shelters him at night, he finds him self cut off from an open market for his surplus breadstuff-, and provisions.
