Senator Logan, of Illinois, who has just succeeded in getting a bill through the Senate granting the hero of Appomattox 812,750 a year, is now engineering another bill that has about it-all the charm of novelty -and all tho'.inridioua merit of a genuine surprise. It is to turn the federal tax on spirits into a general school fund. The proposition is seriously considered in the Senate. At present there is 65,000,000 annually collected from the manufacturers of whiskey, wine, and all the rest of the bev erages, which Logan thinks should bo given to the states to help edu cate the rising generation. It is, not necessary to go into tho argu ments pro and con. There is something comical about tho propo sition, but ludicrous as it is, it may pass. If it pass, Oregon's share of the money would bo $201,00 0 which would give each school cen sus child in the stale $3.27, which would materially increase educa tional facilities with whisky money. There is another bill before the Senate, fathered and fostered by Blair, of New Hampshire, which is still more Utopian in its nature. The honorable member from the old granite state hopes to have Congress appropriate 15,000,000 this year, 14,000,000 the nest, $13,000,000 the next and so on, for ten years in a descending se ries, thus raising 105,000,000, which shall bo distributed to the states and territories "in that pro portion which the whole number of persons in each who, being of of the age of 10 rears and over, cannot read and write, bears to the whole number of such persons in the United States." The intent is to do away with illiteracy. This billjtif.passed, would be a grand thing for tho south, where -the bulk of the money would go; it might be a good thing; wo" doubt it. George Peabody gave the south a grand educational fund, which Lis never resulted in any tangible good. Tho last we heard of that quota of it that should go to Mississippi, tho legislature of that state was engaged in an unseemly squabble with the executors in an attempt to force those parties to pay thorn their part of the bequest without fulfilling their part of the contract. Senator Blair's bill is a good deal like the handle of a jug. Take two states Ohio and South Carolina; the one a representative northern, the othor a lepresenta tive southern state. Ohio lias a population of 3,200,000, in that there are 32,000 illiterate persons. South Carolina has a population of 995,577; In that there are 369,848 who are illiterate. Should Blah's bill pass.Ohio would get 8310,433; South Carolina would ct 887, 635. "But that's just the intent of the bill," say its champions. The plea is a flimsy one. It looks too much like an attempt to tax the frugal and tho provident to help out the lazy and indifferent. Congress has a large lot of eggs to sit on; two promising chicks have been hatched; the anti-polygamy, and anti-Chinese bill; Blair's little scheme for making the north foot the educational bills of the south is a bad egg and should bo removed from the patent incu bator at "Washington. T he Mississippi river has a fall of 5 inches to the mile from Cairo to Memphis: 4 inches to tho milo from Memphis to Vicksburg; 3J inches to "the milo from Vicksburg to the mouth of tho Red river; and from 2 to 3 inches to the mile from the mouth of the Red river to New Orleans. In 1,100 miles the fall is but 330 feet. It is not sure the President will sign the bill. If ho does it will bo on the principle frequently spoken of by Grant, that to raako an odious law 1 -tasteful is to enforce it." If Ai -thur does not sign the bill it will be passed over his veto, and he will lose the support of the Pa cific coast. 1 The Gulf Stream received its name from the fact that it was long supposed to originate in the Gulf of Mexico. According to Humbolt it receives its first iru pnlso near tho southern extremity of Africa. From the Gulf of Mexico this stream flows into the Atlantic ocean between Florida and Cuba, whence it runs north- Ward, nearly parallel to the Ameri-. can coast, until it reaches Nova Scotia and Newfoundland, where one branch runs downwaid to ward tho Azores, while the other flows northward to the British islands and thence to the Polar sea.
